Property Advisory Services Graduate Development Programme
The Role To give you some insight into what you might be doing, here is a brief outline of what you can expect. As a Graduate working in Property Advisory Services you can expect to undertake the following:
- The Graduate will work on live projects, guided by their mentor and other experienced Property Advisory Services team members.
- OPW Asset Register nationwide valuation programme.
- Landlord and tenant or lease advisory.
- Leasing or letting of commercial property.
- Purchase or sale of commercial property.
- Statutory compensation claims arising from compulsory interference or acquisition under the Arterial Drainage Acts.
- Monitor and record commercial market transactions for various property markets.
- Engage in Continuing Professional Development (CPD) through attendance at in house training, RICS or SCSI events, and external workshops and structured learning events.
Please note: The above is a general guide to the key duties and responsibilities of the role and is not an exhaustive description. Other duties and responsibilities appropriate to the role may be assigned by the relevant line manager from time to time.
Working Environment The work will primarily be office based, with some travelling envisaged for meetings, site visits and fieldwork in all areas of work from time to time. The OPW’s Blended Working Policy has been developed and implemented in accordance with the Civil Service Blended Working Policy. Graduates will typically be able to work in accordance with the OPW’s Blended Working Policy, subject to the business needs of the organisation.
What we Offer

- The Graduate Development Programme will facilitate the Graduate in working towards an Assessment of Professional Competence (APC) to become a chartered member of the SCSI and the RICS.
- OPW will pay the SCSI annual Membership and the enrolment fee for the APC application.
- The Graduate Development Programme will include a mix of formal training courses (delivered internally or externally), mentoring, on the job training, team collaboration, including personal and professional development. Continuous Professional Development is expected and Graduates will be facilitated in completing the APC.

- Social Club.
- Positions may be available in either Trim HQ, Co. Meath or 1GQ, Dublin.
- Civil Service Employee Assistance Service.
- All graduate training will be undertaken as part of the SCSI, CPD, which we have integrated with the Civil Service Performance Management and Development System (PMDS) programme. Each graduate, in consultation with their line manager, will identify a personalised training programme pursuant to their assignment in OPW. This training programme will include a mix of formal training courses, delivered internally or externally, mentoring, on the job training, team collaboration and personal and professional development.
Upon successful completion of the graduate programme, which has a duration of two years, the contract of employment with the Graduate will end. Successful completion of the graduate programme by any appointee will not result in or infer the availability of further employment with the OPW beyond the graduate programme period. Vacancies are filled by way of a competitive recruitment process and are subject to the business needs of the organisation. Where such vacancies do exist the OPW Human Resources unit may hold an Open recruitment competition in year two of the Graduate programme.
ENTRY REQUIREMENTS Candidates shall be of good character. You will be enthusiastic, and have excellent technical and problem solving capabilities, with good verbal and written communication skills. Candidates must be eighteen years old, on or before the closing date, Monday 11 May 2026. The appointment is to a temporary post in the Civil Service and is subject to the Civil Service Regulations Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004 and any other Act for the time being in force relating to the Civil Service.
Minimum Educational Qualifications The minimum educational requirements are:
- A) Be in the final year or successfully completed an undergraduate degree in a Bachelor of Science Level 8 (Honours) on the National Framework of Qualifications (NFQ) or NARIC Ireland Foreign Qualifications equivalent in one of the following: Surveying, Property, Property Economics, Property Valuation and Management, Real Estate Development and Valuation that is accredited by the Society of Chartered Surveyors Ireland (SCSI); or
- B) Have successfully completed a postgraduate Master’s degree in one of the following: Surveying, Property, Property Economics, Property Valuation and Management, Real Estate Development and Valuation that is accredited by the Society of Chartered Surveyors Ireland (SCSI).
- All Educational Qualifications must be accredited by SCSI and or RICS.
- Please Note: Candidates graduating in 2026 are eligible to apply, offers will be subject to successful attainment of your degree. Recent Property graduates since 2024 are also welcome to apply. Candidates who have been awarded their primary degree prior to 2024 will not be accepted for this programme.
Candidates who anticipate that they will be entitled to have, by 30th September 2026, at the latest, the qualification outlined above may apply. Please note: If the required qualification is not obtained or cannot be produced when requested by OPW Human Resources, your application for the role will receive no further consideration.
Minimum Eligibility Requirements Candidates must at the Closing date:
- Possess a current full, clean driving licence (Category B); with requirement to display N plates is acceptable.
- Be at least 18 years of age.
Age As previously stated, on the closing date for receipt of applications for this position, the following are the eligibility requirements with regard to age:
- The minimum age requirement for potential applicants is 18.
- The appointee will be a member of the Single Public Service Pension Scheme, as defined in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Under the Scheme, retirement is compulsory on reaching 70 years of age.

Outside Employment
The position is whole time and the appointee may not at any time engage in, or be connected with, any outside business or activity which would in any way conflict with the interests of the OPW, or be inconsistent with their official positions, or tend to impair their ability to carry out their duties. For this reason, an appointee who intends to be engaged in or connected with any outside business or employment should inform the OPW HR Management Section at graduate@opw.ie of such an intention.
Ill Health Retirement
For an individual who has retired from a Civil or Public service body on the grounds of ill health, his or her pension from that employment may be subject to review in accordance with the rules of ill health retirement within the pension scheme of that employment.
Health
Before being accepted as suitable for appointment, the appointee must satisfy certain criteria including suitability in respect of health. The onus is on the appointee to declare their suitability for the requirements of the position, to the best of their knowledge and belief, regarding their health status. The appointee will be asked to complete a health self declaration statement and complete an online health questionnaire. Please note that any misstatements, incomplete statements and or false declarations are liable to disqualify the appointee from the competition and or result in the summary termination of their appointment to employment in the position.
Sick Leave
Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro rata basis, in accordance with the provisions of the sick leave circulars for the public service. Officers who will be paying Class A rate of PRSI will be required to sign a mandate authorising the Department of Social Protection to pay any benefits due under the Social Welfare Acts directly to the Department of Education. Payment during illness will be subject to the officer making the necessary claims for social insurance benefit to the Department of Social Protection within the required time limits.
Security Clearance Garda vetting will be sought in respect of individuals who come under consideration for appointment. Candidates will be required to complete and return Garda Vetting forms, which will be forwarded to An Garda Síochána for security checks to be undertaken. It may also be necessary for candidates to obtain vetting certificates from the police force of any country in which the candidates resided. Persons selected for appointment under this competition may receive offers of appointment, the commencement and continuation of which would be subject to satisfactory Garda vetting of the proposed appointees.
Salary Entry will be at the minimum of the salary scale and the rate of remuneration will not be subject to negotiation. The rate of pay on commencement of this position is €39,974.00 (Point 1 of the Valuer Grade III Pay scale PPC) and may be adjusted from time to time in accordance with Government pay policy. The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main or personal superannuation scheme. Payment will be made by Electronic Fund Transfer (EFT) into a bank account of an officer’s choice. Payment cannot be made until a bank account number and bank sort code has been supplied to the Office of Public Works. Statutory deductions from salary will be made as appropriate.
Annual Leave
The annual leave allowance will be 25 working days a year. This allowance, which is subject to the usual conditions regarding the granting of annual leave, is on the basis of a five day week and is exclusive of the usual public holidays.
Hours of Attendance Hours of attendance will be fixed from time to time but will amount, on average, to not less than 41 hours 15 minutes gross or 35 hours net per week. Your hours of attendance will be from 9.12 am to 5.30 pm Monday to Thursday and 9.12 am to 5.15 pm on Friday. Where extra attendance is necessary, payment or time off in lieu may be allowed in accordance with the Civil Service regulations.
Tenure
Graduate placements are temporary fixed term appointments for a period of two years. Continuation in employment in the Property Advisory Services Graduate Development Programme position, once appointed, is subject to satisfactorily meeting the requirements of the role and performing the duties as directed by the Office of Public Works.
Probation
The probationary period will be for one year from the date of appointment as defined in the probationary Contract of Employment which will be issued to you, should you be successful in this competition.
