The Quality, Patient Safety & Clinical Risk Manager provides senior professional expertise and leadership in clinical risk management, patient safety, incident management and quality improvement across OLH&CS.

Reporting to the Quality & Patient Safety Lead, the post holder will support the development, implementation, monitoring and evaluation of the organisation's quality and patient safety programme, ensuring effective systems for clinical risk identification, incident management, investigation, learning, assurance and improvement.

The post holder will provide expert advice to managers and clinical teams, support compliance with national frameworks and standards, and contribute to a positive, just and learning-focused patient safety culture.

Essential Criteria

Qualifications:

• Candidates must have at the latest date of application:

(a) An academic award in Healthcare at Level 8 (or higher) on the Quality and Qualifications Ireland (QQI) framework or equivalent

AND

(b) A professional clinical qualification in a health-related area and NMBI or CORU registration

AND

(c) Relevant postgraduate qualification at level 6 higher or significant equivalent experience in quality, patient safety, clinical governance, risk management or healthcare management.

• Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
• Hold a full clean driving license and have access to appropriate transport to fulfil the requirements of the role.

Experience:

Candidates must have at the latest date of application:

(a) Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade V (or equivalent)

AND

(b) Significant clinical experience of working in the health services in a post that has involved risk management, incident management and investigations as relevant to this role

AND

(c) Evidence of consistent updating of clinical skills and knowledge

• IT skills to include, Word, Excel and PowerPoint
• Ability to present and interpret data

Desirable Criteria

Qualifications:

• Higher degree or postgraduate qualification in a domain relevant to quality and safety improvement, healthcare governance or equivalent.

Experience:

• Experience of working at a senior level in a healthcare environment in a post that has involved quality and patient safety relevant to this role.
• Experience of leading change in a complex organisation.
• Experience of healthcare quality assurance and improvement processes.
• Experience in writing reports and/or documents relevant to healthcare quality.
• Experience in supporting staff in the use of healthcare data to improve patient outcomes and advance healthcare quality improvement.
• Have a working knowledge of HIQA Standards, HSE Quality and Patient Safety Competency Framework, HSE Patient Safety Strategy, HSE Framework for Improving Quality as they apply to the role/care setting

The successful candidate will be placed on the following scales depending on their previous clinical experience:

GRADE VII (CLERICAL) €61,219 €62,715 €64,462 €66,216 €67,975 €69,547 €71,146 €72,705 €74,251 €76,913 €79,583LSIs

Or the equivalent of a

CLINICAL NURSE MANAGER 2 (GENERAL) 62,699 63,737 64,615 66,048 67,633 69,189 70,745 72,497 74,123 76,921 79,227 LSI. This position is funded by the H.S.E.
