Salary: The 15 -point salary scale for the post as of 01/02/2026:

€31,618, €33,368, €33,799, €34,673, €35,951, €37,230, €38,510, €39,441, €40,492, €41,713 €42,578, €43,787, €45,008, €47,298, €48,927LSI

New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

The Role

Horizons are currently seeking a Clerical Officer (Reception) to join our administrative team. This is a front‑of‑house role requiring excellent communication skills, strong organisation, and a compassionate approach to working in a disability service environment.

As the first point of contact for Horizons, you will represent our values of person centred, Kind, Creative, Honesty in every interaction.

Key Responsibilities

  • Provide a friendly, professional reception service to service users, families, staff, and visitors to our offices.
  • Handle incoming calls, emails, and enquiries, ensuring timely and accurate responses.
  • Manage reception duties including sign‑in/out procedures, visitor management, and maintaining confidentiality.
  • Support administrative functions such as filing, photocopying, scanning, and data entry that is required.
  • Assist with scheduling appointments, meeting room coordination, and internal communications.
  • Maintain accurate records and update systems in line with GDPR and organisational policies.
  • Liaise with multidisciplinary teams to support efficient service delivery.
  • Provide general clerical support to management and the wider office team as required.

Candidates must have at the latest date of application:

1. Professional Qualifications, Experience, etc.

(a) Eligible applicants will be those who on the closing date for the competition have:

(i) Obtained at least grade D (or pass) in Higher or Ordinary Level in five subjects from the approved list of subjects in the Department of Education established Leaving Certificate Examination or Leaving Certificate Vocational Programme or Leaving Certificate Applied.

Or

(ii) Passed an examination of at least equivalent standard.

Or

(iii) Satisfactory relevant experience which encompasses demonstrable equivalent skills.

and

(iv) Candidates must possess the requisite knowledge and ability, including a high standard of suitability and administrative ability), for the proper discharge of the office.

2. Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

3. Character

Each candidate for and any person holding the office must be of good character

And

  • A minimum of 1-year experience in a similar busy office environment is essential.
  • Excellent communication and interpersonal skills.
  • Strong IT proficiency (Microsoft Office Suite essential).
  • Ability to work in a busy, front‑facing environment with professionalism and empathy.
  • Strong organisational skills and attention to detail.
  • Experience in a reception or customer‑service role is an advantage.
  • Previous experience in a health, social care, or disability service environment is an advantage.
  • Commitment to Horizons’ values and a person‑centred approach.
