Recycling Facilities Manager
THE POSITION
Wicklow County Council is seeking applications from suitably qualified candidates with relevant experience for the position of Recycling Facilities Manager.
Reporting to a General Services Supervisor or alternative Professional/Technical Staff, the Recycling Facilities Manager will work in the Recycling Facility, Avoca, Co. Wicklow, assisting with the maintenance and management of the facility.
The position is full-time, pensionable, and permanent.
It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel.
QUALIFICATIONS1. CharacterCandidates shall be of good character.
2. HealthCandidates shall be in a state of health that indicates a reasonable prospect of providing regular and efficient service.
3. Education, Experience, etc.The ideal candidate shall:
- Have a standard of education that enables them to efficiently perform the duties of the post and be capable of preparing satisfactory written reports relating to the duties.
- Hold a valid Irish/EU full Class B driving licence or a licence acceptable to the NDLS for exchange.
Candidates offered employment will be required to submit all relevant educational qualifications listed on their application form.
The successful candidate will also be required to undertake any training deemed necessary by the Council.
DRIVING LICENCE / TRAVELThe holder of the office must:
- Hold a valid Irish/EU full Class B driving licence, or a licence acceptable to the NDLS for exchange, free from endorsement and disqualification.
- Be a competent driver.
- Drive a motor car in the course of their duties.
- Provide and maintain a vehicle to the satisfaction of the Local Authority.
- Ensure the Local Authority is indemnified under their motor insurance.
Candidates should possess suitable training or experience acceptable to the Council to perform the duties of the post. In particular, candidates should have knowledge of, experience in, or the ability to quickly acquire knowledge in the following areas:
- Experience in waste management or recycling operations.
- Excellent record-keeping skills.
- A background in facilities or maintenance management.
- Supervisory skills with the ability to direct, manage, and control staff.
- Ability to deal effectively with members of the public.
- Experience arranging the collection of materials and delivery of supplies.
- Ability to work on their own initiative and exercise sound judgement.
- Experience using computers and relevant information technology.
The successful candidate will work as part of a multi-skilled team under the supervision of the Senior Executive Engineer or designated officer, with flexibility to carry out recycling facility-related duties.
The role includes:
- Assisting with the safe and efficient operation of the Recycling Facility and the day-to-day maintenance of facilities and installations.
- Enforcing the Litter Pollution Acts, Waste Management Acts, and other relevant legislation where required.
- Actively contributing to the development of Recycling Facilities within County Wicklow under the control of Wicklow County Council.
Duties include, but are not limited to:
- Supervising staff and directing work within your area.
- Completing, verifying, and initialling staff timesheets.
- Ensuring teams have adequate materials, tools, and equipment.
- Supervising all works and facilities under Wicklow County Council control to ensure compliance with relevant legislation and safe operation.
- Supervising the performance and safe operation of machinery and plant within the facility.
- Implementing all conditions required under the EPA licence for the site and maintaining all necessary records.
- Taking readings and maintaining records relating to landfill gas operations.
- Being responsible for the safety, health, and welfare of employees and workplaces under your control in accordance with the Corporate Safety Statement.
- Assisting other State bodies and members of the public as requested by your Line Manager.
- Following up on maintenance issues and reporting on them.
- Reporting immediately any inefficiency or unsatisfactory work or service and implementing directions arising from such reports.
- Collecting, checking, preparing, and submitting staff timesheets.
- Maintaining records of work completed, materials produced, supplied and used, and quantities of work undertaken.
- Checking measurements of loads to verify specified quantities.
- Maintaining a personal daily diary (electronic or manual), including detailed records of incidents that may result in litigation.
- Preparing requisitions for materials and completing all required supply documentation.
- Being responsible for the custody of materials, tools, equipment, and associated records.
- Keeping your Line Manager informed of matters affecting the interests of the County Council.
- Liaising with other Council sections regarding works and emergencies.
- Using modern communication systems as directed.
- Dealing with members of the public in a courteous, prompt, and efficient manner.
- Using information technology equipment and systems following appropriate training, including digital cameras, personal computers, tablets, and handheld devices.
- Acting, when directed, as an Authorised Officer under the Litter Pollution Acts, Waste Management Acts, and other relevant legislation.
- Participating in staff evaluation and appraisal.
- Participating in Council training and facilitating staff training.
- Supporting initiatives aimed at improving customer satisfaction and quality of service.
- Carrying out any other duties assigned by your Line Manager.
Panels may be formed from which future Recycling Facilities Manager vacancies may be filled.
The position is full-time and pensionable.
Successful candidates may be assigned to any Municipal District, Directorate, or Council premises under the Chief Executive's control, now or in the future.
DutiesThe holder of the office shall provide services:
- To the local authority.
- To other local authorities or bodies for which the Chief Executive is responsible under the Local Government Acts 2001–2014.
- To any other authority or body with which an agreement has been made.
Under the direction of the Chief Executive or nominated officer, the post holder will provide appropriate professional, technical, advisory, supervisory, executive, and ancillary services required in the performance of local authority functions, including servicing committees established by those authorities.
The holder of the office may also be required to act for an officer at a higher level.
ProbationFor candidates who are not already permanent officers of a Local Authority:
- Appointment will be subject to probation.
- The probation period will be nine months.
- The Chief Executive may extend the probation period at their discretion.
- Employment will be confirmed only if the Chief Executive certifies satisfactory service during probation.
€814.16 – €936.23 per week (analogous to the Craftworker salary scale), in accordance with Circular EL 04/2026.
The salary is fully inclusive and determined in accordance with national policy.
The holder of the office must pay to the Local Authority any fees or monies received by virtue of the office, other than the inclusive salary.
New entrants will normally be placed on the minimum point of the salary scale.
Hours of WorkThe successful candidate will work a 39-hour week.
Normal working hours are:
- Monday to Thursday: 8:00 a.m. – 4:30 p.m.
- Friday: 8:00 a.m. – 3:30 p.m.
The role requires flexibility to work outside normal hours, including weekends where necessary.
Overtime will be paid in accordance with agreed rates and procedures.
Garda VettingCandidates may be subject to Garda Vetting.
Appointments will be made subject to satisfactory vetting, particularly where suitability to work with children or vulnerable adults is required.
CitizenshipBy the date of any job offer, candidates must be:
- A citizen of the European Economic Area (EEA).
- A citizen of the United Kingdom.
- A citizen of Switzerland under the EU–Switzerland agreement on the free movement of persons.
- A non-EEA citizen who is the spouse or child of an EEA, UK, or Swiss citizen and holds a Stamp 4 visa.
- A person granted international protection under the International Protection Act 2015, or an eligible family member with a Stamp 4 visa.
- A non-EEA citizen who is the parent of a dependent child who is a citizen and resident of an EEA Member State, the UK, or Switzerland and holds a Stamp 4 visa.
All non-EU/EEA citizens must hold a valid work permit before commencing employment and throughout the duration of the contract.
The permit must allow full-time employment with Wicklow County Council.
Employees are responsible for ensuring their work permit remains valid. Failure to maintain a valid permit will result in immediate termination of employment.
HealthSuccessful candidates will be required, before appointment, to undergo a medical examination by a medical practitioner nominated by the Local Authority.
Candidates will initially pay the cost of the medical examination, which will be refunded upon taking up the appointment.
ResidenceThe holder of the office must reside within the district in which their duties are performed or within a reasonable distance thereof.
