The Role:
The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann’s Capital Works pipeline. The function plays a key role in promoting collaboration and co-ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann.
The Asset Planning team is accountable for the timely delivery of essential, value for money water services Infrastructure for Ireland. The scope of the team's responsibility covers 5 main areas: Housing Growing, Capex Pipeline, Risk Maintenance and Safety, Critical Assets and Leakage.
Reporting to the Wastewater Treatment Manager, The Regional Wastewater Treatment Technical Manager plays a key role in this collaboration objective through leading and chairing the Regional Wastewater Forum. The role will also support the development of asset standards and policies. The Regional Wastewater Treatment Technical Manager is responsible for 0-5 year asset planning within the specified region. This includes a key role in the preparation of the 0-5 year capital investment plan, assessment and decision-making in relation to system capacity to support growth and significant new connection applications and assessment and decision-making in relation to capital maintenance investment in line with Uisce Éireann asset standards and policies. The Regional Wastewater Treatment Technical Manager will also play a key role in establishing and co-ordinating asset stewardship at regional level, embracing every aspect of the 'wastewater cycle', across all areas of the Company addressing both current and future needs of the business.
Main Duties and Responsibilities:
- Responsible for developing the 0-5 year capital investment plan for wastewater treatment assets across the region.
- Responsible for assessing system capacity and decision making regarding the feasibility of significant new connection applications (including significant trade effluent licence applications and reviews) and any capital investment needs to service same.
- Input into the decisions in relation to capital maintenance investment in line with Uisce Éireann asset standards and policies.
- Lead the decision making in Gate 1 for the portfolio of wastewater above ground capital infrastructure projects in the region.
- Constructively challenge capital project proposals in Gate 2 and make decisions regarding technical sign-off of these projects in order to support Uisce Éireann’s Business Plan objectives.
- Responsible for leading and chairing the Regional Wastewater Forum, drive collaborative working and build collaborative relationships across the three asset functions. Role to be shared with the Regional Wastewater Networks Asset Planning Specialist.
- Co-ordinate asset planning activities across the three asset functions, aligning shared priorities and promoting co-operation to achieve the organisations objectives.
- Responsible for developing (in collaboration with the other asset functions) Asset Management Plans at agglomeration level which will capture the co-ordinated planned asset improvement activities to be carried out in the 0-5 year timeframe.
- Promote information sharing with “one source of truth” data and common data analytical tools across the three asset functions.
- Lead a culture of change and continuous improvement through the Regional Wastewater Forum as a key enabler in transformation to a high performing utility, facilitating delivery of service excellence across the three asset functions.
- Liaise and Collaborate with
- Liaise with the Asset Risk team in relation to identification of under-performing assets in the Region and devising solutions to mitigate risk.
- Support the Environmental Policy and License function in terms of sustainable compliance with license standards and agreements made with EPA/EU re targeted improvements.
- Liaise with the Technical Standards Specialist to drive the development of new or revised asset standards on behalf of Uisce Éireann.
- Provide verification of regional wastewater treatment data in preparation for regulatory submissions.
- Liaise with the Asset Information and Reporting teams on ensuring appropriate data availability to meet regulatory and other reporting requirements.
- Identify critical data needs to support decision-making and investment planning.
- Liaise with the Connections & Developer Services Team to provide technical assistance as may be required for large developments.
- Prepare outline proposals for future schemes.
- Play a key role in stakeholder management through provision of information and meetings with key external stakeholders in the region.
- Keep up to date with and support new initiatives within the fields of wastewater treatment, plant and associated changes in legislation.
- Perform other such duties as Uisce Éireann may reasonably require.
General Duties and Responsibilities
- Collaboration with key internal stakeholders across the UÉ business, including but not limited to; (List Stakeholders in bullets below).
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.

Knowledge, Skills and Experience:
- Strong technical knowledge of wastewater treatment processes, wastewater networks and wastewater sludge management is desirable
- Strong knowledge of water and wastewater regulation in Ireland preferred
- Understanding and application of the principles of Asset Management preferred
- Relevant third level qualification and or accreditation is desirable and or relevant experience
- A minimum of 7 years’ Experience in the water, utilities or similar industries is desirable
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results at a senior level
- Demonstrated people management experience, with strong people, change management and conflict resolution skills
- Excellent analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions at a senior level
- Experience of developing and maintaining effective strategic partnerships with key stakeholders
- Challenge and influence poor customer service and practice and oversee any change management initiatives
- Ability to address poor practice and encourage cooperation and open discussion to achieve common goals
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
- Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
- Proven track record of facilitating continuous improvement initiatives within a team
- You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
- Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.
- Demonstrated experience in seeking ways to improve safety and wellbeing a challenging any unsafe practices
