The Role:

The Financial Control and Planning Function is responsible for the high-quality management of statutory and regulatory financial information and ensuring that the highest level of assurance and service on the organisation’s finances is provided to senior and operational management, shareholders, financial agencies, regulatory authorities and the public. The function oversees the management of UÉ’s liquidity, funding, cash management, reporting activities and financial risks and is responsible for developing and maintaining best in class treasury processes, procedures and control environment. Additionally, the teams drive the corporate planning, budgeting and forecasting, and all related activities for Uisce Éireann and are accountable for the development, refinement and analysis of short and long-term forecasting models across the organization as well as tax compliance, strategy and planning.

The Finance area within Uisce Éireann ensures effective financial management of the organisation and provides the expertise, services and information to support the business in achieving its required business outcomes, including supporting the financial and information requirements of Uisce Éireann. The Financial Control team supports the Chief Financial Officer (CFO) in driving finance excellence in Uisce Éireann. The team performs ad-hoc analysis and works closely with the wider Finance teams across Uisce Éireann to co-ordinate and finalise board papers. The team also plays a key role in supporting the CFO to manage the interface with Uisce Éireann’s external stakeholders from a financial perspective including the Department and CRU. Additionally, the team offers insight into the business environment and the wider financial context, identifying the opportunity for change and the impact it has on the business.

Reporting to the Financial and Regulatory Reporting Senior Manager, the Regulatory Reporting Manager will be responsible for assessing the regulatory reporting requirements from a finance perspective, supporting the submissions to the Regulator as part of the revenue control process, monitoring performance against the revenue control determination and ensuring compliance with regulations.

Main Duties and Responsibilities:

  • Collaborate with the Business Partners and other Finance areas to develop and enhance regulatory reporting to ensure that it meets the needs of the organisation
  • Streamline and systemise regulatory reporting, including uncertainty mechanism impacts
  • Ensure the delivery of process improvement initiatives to meet organisational goals
  • Prepare the necessary information for inclusion in statutory reporting and provide audit support as required.
  • Drive the regulatory reporting processes and streamline and standardise these processes
  • Prepare submissions for the CRU as part of the revenue control process including detailed analysis and information required by the organisation to support the submissions to the Regulator
  • Support the tariff setting process and provide key insights to the Finance areas
  • Identify and manage the claw-back on over or under spends against planned allowance
  • Deliver all regulated financial reports in a streamlined, timely and efficient manner in accordance with agreed financial/regulatory calendar to meet the needs of internal and external stakeholders,
  • Reconcile with the Reporting & Accounting team to ensure the regulatory reports are aligned to the statutory accounts
  • Challenge and influence poor customer service and practice and oversee any change management initiatives
  • As regulatory finance subject matter expert, understanding regulatory nuances (opex allowance and capital spend) and reflect any adjustments that need to be made to the management accounts to ensure that costs are reported in the correct tariff allowance and ensure that all allowances are maximised with the Business Partners
  • Manage and collaborate with the Finance teams regarding RAB requirements
  • Prepare, maintain and report on the reconciliation of the RAB to the Fixed Asset Register in line with agreed timelines
  • Calculate and forecast RABs with the Planning, Budgeting and Forecasting team to enable budget and corporate plan submission as required
  • Support regulatory revenue controls with detailed analysis of historic performance
  • Ensure all regulatory finance policies, standards and procedures are developed in line with the regulators requirements and are adopted and implemented by the business 
  • Keep up to date with regulatory changes and best practice 
  • Address poor practice and encourage cooperation and open discussion to achieve common goals
  • Deliver performance excellence / process improvement targets
  • Manage business stakeholders, participate in relevant meetings, and develop strong working relationships with Finance customers.
  • Build effective relationships with stakeholders to determine information needs.

General Duties and Responsibilities:

  • Collaborate with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
  • Other duties as required.

Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • Qualified accountant or equivalent qualification is required.
  • A minimum of 7 years’ experience in the water, utilities or similar industries is desirable 
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results at a senior level 
  • Excellent analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions at a senior level 
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • Experience of supporting policies, systems and controls and driving the implementation of progressive policies
  • Demonstrated experience influencing an environment of open, honest communication while upholding high ethical standards.
  • You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment 
  • Proven track record of facilitating continuous improvement initiatives within a team
  • Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented
  • Demonstrated experience in seeking ways to improve safety and well-being a challenging any unsafe practices.
