The Role:
The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered.
The Workflow Functional Area is responsible for the management and monitoring of all outdoor work through the full work order lifecycle from planning to closure. This includes overseeing the initiation, dispatch and progression of work orders, processing of service requests, allocating adequate resources, identification of bundling opportunities, identification of work pre-requisites, creation of work orders to be progressed and dispatched to the field, the management of the logistics and stores to enable effective and efficient inventory control, Outage notification & processing and complaint resolution.
Reporting to the Scheduling & Dispatch Lead and responsible for the supervision of a team of regional Scheduler & Dispatchers, the Scheduling & Dispatch Supervisor is tasked with managing the production of the schedule and management of work orders in a particular region This includes the schedule of activities for operations, maintenance, capital and repair work; using the Uisce Éireann Systems to optimize workload, meet work priorities and resourcing constraints. This includes managing the exceptions which are not automatically planned by the advanced scheduling tool to mitigate any risk, ensuring manual scheduling as required. This role will involve supporting an initial project phase of setting up processes, procedures and ways of working. There will be a requirement to travel.
Main Duties and Responsibilities:
- Responsible for the entering of work order requirements into the Uisce Éireann system to produce the schedule of activities for operations, maintenance, Capital and repair work to optimise workload, meet work priorities and resourcing constraints. This includes managing the exceptions which are not automatically planned by the advanced scheduling tool to mitigate any risk, ensuring manual scheduling on the UÉ Scheduling System as required.
- Manage the effective dispatch of work to field resources by ensuring prompt input of required data into the UÉ Scheduling System, in particular the Water / Wastewater Network teams, the Water / Wastewater Treatment teams and third parties / contractors where required.
- Oversee the effective use of the UÉ Scheduling System and ensuring your regional area maintains the required skills and resources.
- Manage the allocation of work to specific resources when necessary and ensuring original work schedules are reorganised when changes to the schedule are required.
- Ensure effective prioritisation and scoping of work for scheduling and dispatch to the field in the event of an in-hours alarm, emergency, or similar unplanned / reactive event.
- Manage the provision of root cause analysis and solution identification to support scheduling and dispatch e.g., highlighting inadequate capability to undertake the operations, maintenance and repair plans in a particular area.
- Responsible for leading and managing the performance of a regional team to provide the necessary direction and skills to ensure the effective provision of activities involved in the management and co-ordination of scheduling and dispatching work to field resources.
- Maximise the effectiveness of the team and develop and grow the skills of all team members through coaching, training and performance management.
- Contribute to the review of the current capital delivery and operations, maintenance and repair plans and agreeing which work can be deferred to ensure critical work takes place by managing the risk to Uisce Éireann, taking into consideration the impact on business targets, costs, resources, reputation and customer expectations.
- Manage the use of telematics, HR and manual systems to understand crew availability and resourcing.
- Support the Customer Contact Centre with any customer issues / queries.
- Manage the escalation of emerging business risks that may require additional specific resources, specialist support (both internal and external) or specialist teams (rapid response teams) to avoid and mitigate impacts to the customer or asset.
- Responsible for monitoring KPIs over which they have ownership.
- Assist with the setting of KPIs and standards for quality and performance at all levels of work management and ensure alignment to key customer processes.
- Responsible for ensuring adherence to HSQE plans, policies and procedures by all staff under their remit in line with Uisce Éireann health, safety, quality and environmental standards.
- Responsible for carrying out any other duties deemed necessary and / or required, which the Scheduling and Dispatch Lead may reasonably request.
- Responsible for a team of Nationally, Locally or Centrally based Scheduling & Dispatch Team Coordinators - including communication, training, induction, development, people management and PMP to ensure an engaged, positive and vibrant team.
- Responsible for process design and implementation through SOPs, training and refresher sessions for a national standard S&D SOP
- Work closely with other functions within Workflow (e.g., Progression, Complaints Programmes & Networks) & Asset Operations to ensure all round customer orientated service
During the initial project phase (UÉT Transform phase) of this role activities may include:
- Engage with the UET Programme as POC and SME for Scheduling & Dispatch.
- Engage relevant stakeholders in your area of responsibility and ensure engagement with respect to data gathering and planning for the project phase
- Design and implement processes, procedure and ways of working
- Work closely with the Interim Management Layer to foster adoption of Systems, SOPs and ethos around S&D
- Communicate, advocate and drive systems adoption throughout Uisce Éireann & UET
General Duties and Responsibilities
- Collaboration with key internal stakeholders across the UÉ business
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
- Other duties as required.
Knowledge, Skills and Experience:
- A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
- Relevant third level qualification and or accreditation is desirable
- Strong IT systems knowledge and ability including Resource Scheduling systems, Work Management systems, Reporting Systems and MS Office Suite. (e.g. Salesforce, Click, Maximo, Power BI, Excel, Powerpoint)
- Experience managing a dispersed hybrid team, with strong people, change management and conflict resolution skills
- We work better together - demonstrated people management ability, proactive development, motivation and engagement of staff
- Preferred but not essential experience in day to day operational management of direct reports
- We aim high - highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
- Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
