JOB DESCRIPTION

Monaghan County Council is inviting applications from suitability qualified persons for the position of Senior Executive Engineer (Specific Purpose Contract) (Zero Emissions) for inclusion on a panel from which temporary vacancies during the lifetime of the panel may be filled.

The Senior Executive Engineer (Zero Emissions) will be the key point of contact with the Regional Leads /Local Authorities, CPOs and other Key Stakeholders to provide guidance, support and central coordination for the roll-out of projects to deliver on the Regional and Local EV Charging Network Plan. 

DUTIES AND RESPONSIBILITIES

The Senior Executive Engineer (Zero Emissions) shall perform such duties as may from time to time be assigned in relation to employment and as may be appropriate to any function of the Local Authority for which the Senior Executive Engineer (Zero Emissions) is responsible and carry out such instructions as may be given in relation to the performance of their duties. 

The main duties of the post are: -

Planning, Procurement and project management of the Electric Vehicles infrastructure roll-out in accordance with the Regional and Local Electric Vehicles Charging Network Plan;

Providing strategic leadership and direction in procurement and partnering models, such as concessions, joint ventures, public contracts, availability-based contracts and licenses;

Centrally supporting the implementation of ongoing management processes for EV charging infrastructure contracts. Specific contracts may considerably vary depending on the partnering model procured, the role-holder should have a sound understanding of different types of commercial models, contracts and agreements;

Working with and supporting the public and private sectors on planning and delivery of charging infrastructure;

Coordinate and manage the tracking of projects to deliver the EV charging infrastructure plan and monitor the execution of its component projects; 

Development and Management of directly funded grant schemes;

Coordinate the preparation of reports and presentations for inclusion in higher-level management reporting, to support decision-making;

Working closely with the Project Managers across public and private sectors to: 

Gather information and key indicators to monitor progress, including programme and risk management;

Identify and support the resolution of issues;

Support where necessary to re-prioritise, re-scope, cancel, or introduce new projects.

Supporting the public sector in leading by example in meeting EV targets under the CAP by promoting the delivery of EV charging infrastructure through Green Public Procurement, through climate mandates (underpinned by national public sector energy-efficiency obligations).

Prepare Business/Service Delivery/Operational Plans and set Key Performance Indicators for effective operations;

Identify and agree work programmes, targets and deadlines and ensure their subsequent implementation;

Prepare budgets and ensure that works are implemented within allocated budgets and in compliance with all relevant legislation and regulations concerning procurement, planning and other relevant areas;

Attend and represent the Council at meetings, including project, council, and other meetings as directed;

Manage and supervise engineering and administrative staff up to the position/grade of Executive Engineer or analogous grades and ensure the training and development of such staff;

Build and lead effective teams, develop motivation and commitment, and maintain sound employee relations and morale as relevant, in accordance with good employment practice and relevant legislation;

Achieve and maintain the productive association between elected representatives and the executive in the delivery of the service;

Develop and maintain relationships with external agencies in accordance with policy and ensure the agreements to co-ordinate work programmes are implemented;

Ensure compliance with Health and Safety legislation and regulations, and Monaghan County Council’s Corporate Health and Safety systems;

Carry out duties in an impartial manner that enhances public trust and confidence in the local authority decision making process;

Carry out duties in a politically neutral manner, with a clear understanding of the political reality and context of the local authority;

Ensure good governance, whilst acting in the public interest at all times;

Ensure an efficient and effective response to all stakeholders:

Deputise for the Senior Engineer/Senior Executive Officer as required;

Uphold the corporate values of Local Government and the council;

Undertake any other duties of a similar level and responsibilities as may be required from time to time.

These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of Senior Executive Engineer (Zero Emissions) and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Monaghan County Council.

ESSENTIAL QUALIFICATIONS FOR THE POST

Character

Candidates shall be of good character.

Health

Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Training and Experience

Each candidate must, on the latest date for receipt of completed application forms for the post: 

hold an honours degree (level 8 in the National Framework of Qualifications) in Engineering; 

have at least seven years satisfactory relevant experience of engineering work;

possess a high standard of technical training and experience;

possess a high standard of administrative and management experience; and

have satisfactory knowledge of public service organisation.

Essential Skills and Experience

It is desirable that candidate through their application and at interview stage demonstrate the following: 

High level of technical and engineering competence in implementing and project managing all phases of engineering projects;

Self-motivated with a record of demonstrating initiative in a workplace environment; 

Good judgement and problem-solving skills; 

Good understanding of Local Government policy, issues, initiatives, and services

Strong planning, operational and project management skills;

Good decision-making skills;

Have experience of managing and leading multi-disciplinary and cross functional teams; 

Have the ability to motivate, empower, encourage, and achieve maximum efficiency and value for money from the personnel and processes under his/ her control; 

Have experience of managing and scheduling a multiannual portfolio of projects within budget and on time; 

Have experience of maintaining sound employee relations and conflict resolution;

Have a track record of delivering results;

Be capable of working in close consultation with key stakeholders and in seeking co-operation and consensus with a whole range of bodies and representative groups; 

Be experienced in meeting regularly with stakeholders, providing updates, presentations, and reports, taking customer feedback, and ensuring any learning from same is used to enhance the operations of the organisation. 

Have excellent interpersonal, communication, negotiating and influencing skills;

Have experience of managing finance and budgets and ensuring value for money;

Have an ability to achieve delivery of competing demands within prescribed timelines and deadlines;

Have excellent report writing and strong ICT skills;

Have a focus on the customer and on service improvement including taking ownership and resolving issues they may arise; 

Have good knowledge and awareness of statutory obligations of Health and Safety Legislation, the implications for the organisation and the employee, and their application in the workplace.

Candidates must also:

have the knowledge and ability to discharge the duties of the post concerned;

be suitable on the grounds of character;

be suitable in all other relevant respects for appointment to the post concerned.

Candidates, if successful, will not be appointed to the post unless they:

agree to undertake the duties attached to the post and accept the conditions under which the duties are, or may be required to be, performed;

are fully competent and available to undertake and fully capable of undertaking, the duties attached to the position.

TERMS AND CONDITIONS

The Competition

Monaghan County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel for the position of Senior Executive Engineer (Specific Purpose Contract) (Zero Emissions) from which temporary vacancies during the lifetime of the panel may be filled. The position(s) are wholetime, temporary and pensionable.

The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his/her duties as a local authority employee.

Salary: 

The salary shall be fully inclusive and shall be as determined from time to time. Starting pay for new entrants will be at the minimum of the scale. Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. An allowance may also be payable in respect of travel expenses and subsistence.

The salary scale for the post is: -

€78,307, €80,708, €81,857, €84,274, €86,711, €89,142, €91,589, 1st LSI €94,664, €97,731

Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government, and Heritage. Appointees who are not existing public servants will enter at the minimum point of the scale.

Probation:

Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: -

there shall be a period after such appointment takes effect, during which such person shall hold such position on probation;

such period shall be twelve months, but the Chief Executive may, at his discretion, extend such period;

such person shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such person is satisfactory.

Hours of Duty:

The successful candidate’s normal hours of work will be 35 hours per week. Flexible working arrangements apply. The Council reserves the right to alter the hours of work from time to time. The role requires flexibility in terms of working hours as the duties may involve working outside of normal office hours.

Annual Leave

The annual leave entitlement will be 30 days per annum.

Health

For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority.

Superannuation:

Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details will be provided to the appointee prior to appointment. 

Superannuation contributions

Persons who become pensionable officers of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). 

Persons who become pensionable officers of a Local Authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 5% of their pensionable remuneration. 

Widows & Orphans/Spouses & Childre’s scheme

All persons who become pensionable officers of a Local Authority will be required in respect of the Spouses and Children’s Contributory Pension Scheme to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.

New entrants from 1st January 2013 – Single Public Services Pension Scheme

For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pensionable remuneration; pensions will be co-ordinated with the State Pension Contributory. 

Retirement:

There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 70 years or as determined in accordance with Department Circulars and in line with Government Policy. 

The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other provisions) Act 2012 is 70 years. 

Garda Vetting/Child Protection

The successful candidate(s) may be subject to the Garda Vetting Procedures and will be required to complete Appendix V of the County Council’s Child Protection Policy.

Residence

The successful candidate(s) shall reside in the district in which his or her duties are to be performed, or within a reasonable distance thereof.

Training

Successful candidates will be required to attend and participate in training programmes as may be decided by the local authority from time to time and to apply their learning in the course of their working activities. The successful candidate for this post shall undertake specific training in the area of catchment science and management and farm inspection skills.

Driver’s Licence

The holder of the post shall hold a current full clean driving licence in respect of category B vehicles or equivalent in the EU Model Driving License. The successful candidate will be required to provide their own transport in the course of their duties and maintain the vehicle to the satisfaction of the local authority. Monaghan County Council, as employer, must be indemnified on the insurance policy. 

Offer of appointment

Monaghan County Council shall require any person to whom an appointment is offered to take up such appointment within a period of not more than one month from the date on which the offer is made. If he/she fails to take up the appointment within such period or such longer period as the Council in its absolute discretion may determine, the Council shall not appoint him/her.
