Cork City Council invites applications, on the official application form, from suitably qualified persons, who wish to be considered for inclusion on a panel from which temporary and permanent vacancies for the post of Senior Executive Librarian may be filled.

THE ROLE

The post of Senior Executive Librarian is a senior management post in Cork City Council Libraries. Each Senior Executive Librarian reports directly to the Cork City Librarian and is a member of the Libraries Management Team. In addition to these duties, the Senior Executive Librarian shall carry out such other related duties as will be assigned by the City Librarian from time to time.

Your responsibilities may include:

  • Overall responsibility for the smooth running of the City Library and its constituent departments, and maintenance of the building, equipment and fixtures.

  • The development of the range of the City Library services in a coherent manner, working closely with Executive Librarians in identifying the resources required by each of the constituent departments of the City Library.

  • Have oversight of a number of local libraries.

  • Process and/or oversee the submission of grant applications under appropriate grant funding streams.

  • Monitor and manage upkeep and development of the library web presence, in particular the coordination and editing of content management on www.corkcitylibraries.ie and

  • Lead on and oversee the digitisation of rare and important images, texts, maps, and other material, as part of a coherent digitisation programme.

  • Promote and oversee other ICT innovations, internal communications, and ICT generally.

  • Maintain Internet access for the public in all Cork City Libraries locations, including the upkeep and development of public access points, and public copying and printing.

  • Lead on the involvement of Cork City Libraries in the national library management system (LMS) and associated initiatives.

  • Have oversight of retention policies, update policies and procedures as necessary.

  • Overall responsibility for the efficient and timely processing, distribution, and management of stock.

  • The upkeep and development of accurate, high-quality online library catalogue records and online indexes.

  • Review and update tools which offer the public an integrated information retrieval system going beyond bibliographic records, to give access to information and knowledge in all its forms.

  • Training and development of existing staff, in liaison with the Training & Development Officer, HR, and other agencies.

  • Staff welfare, disciplinary and grievance issues, and annual leave, sick leave, special and other leave.

  • Oversight of the fortnightly roster, and provision of staff on relief to local libraries and City Library departments.

  • Supervision of the payments process, liaising where necessary with the Executive Librarian, Bib Services, on payments for stock and related goods and services.

  • Monitoring of the Libraries Budget generally, and of individual codes.

  • Reporting to the City Librarian on budgetary matters, as required.

  • Monitoring of the management of income from fees, charges etc., and direct management of income from grants, subsidies and other sources, and liaison with Internal Audit as appropriate.

  • Statistics and performance indicators.

  • Utilities – gas, electricity, water supply, refuse collection, etc.

  • Coordination of matters relating to contracts/service agreements in respect of buildings, fixtures, and equipment.

  • Coordination of matters relating to Health & Safety contracts and related inspections.

  • The Senior Executive Librarian may be required to deputise for the City Librarian should the need arise.

  • The Senior Executive Librarian shall carry out such other related duties as will be assigned by the City Librarian from time to time.

  • Undertaking any other duties of a similar nature and responsibility, as may be required or assigned from time to time.

Literary and Cultural Programmes The Senior Executive Librarian will coordinate literary and cultural programmes and activities for the public in all Cork City Council libraries. This involves:

  • Promotion & marketing, reader development, and activities and programmes throughout Cork City Council Libraries, including liaison with Communications in City Council.

  • Planning and coordination of Cork City Libraries’ range of activities and programmes for children and adults throughout the network, including liaison with Cork City Council Cultural Team.

Governance The Senior Executive Librarian will be responsible for organisational governance in the following areas, but not limited to:

  • Health and Safety

  • My OPEN Library

  • Climate and Sustainability

  • Child Protection

  • Inclusion, Diversity, Outreach and Learning

  • Data and Records retention

The above specification is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to them from time to time and to contribute to the development of the post while in office.

QUALIFICATIONS FOR THE POST

1. Character Each candidate must be of good character.

2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: (i) Hold a degree (Level 8 in the National Framework of Qualifications) in the area of Library and Information Studies (ii) Have satisfactory experience of library work including satisfactory experience at a management level.

4. Desirable Skills

  • Experience in management and supervision of staff.

  • An ability to manage deadlines and effectively handle multiple tasks.

  • Possess excellent IT skills.

  • Demonstrate evidence of Life-Long Learning and continual development.

  • Demonstrate a strong ability in the following areas: Bringing about Change, Problem Solving & Decision Making, and Leading & Motivating.

Salary

The salary scale for the post is: €59,417, €60,871, €62,568, €64,271, €65,974, €67,495, €69,054, €70,563, €72,069 (LSI1), €74,649 (LSI2), €77,243 (Max) In accordance with Departmental Circular Letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale at the minimum point.

Hours of Duty The standard working week will be 35 hours per week. The role will involve flexible working hours and on occasion will include evening and weekend work. Overtime rates will not apply to additional hours worked outside of normal hours. Holders of the post may be called for duty at any time in accordance with arrangements made by local authorities. The Council reserves the right to alter hours of work from time to time.
