Character

Candidates shall be of good character.

Health

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Training, Experience

Each candidate must, on the latest date for receipt of completed application forms:

a) Have satisfactory experience in a technician post at Grade I or higher level, or in an analogous post under a local authority or health board in the State;

b) Have at least seven years satisfactory relevant experience in a technician post at Grade II or higher level, or an analogous post;

c) Have a thorough knowledge of all the technical aspects of local authority work and also a deeper knowledge of at least one relevant section of the work, and possess such training or experience as would enable them to take charge of such a section of the work;

d) Have adequate experience in dealing with other departments within their own organisations and with other bodies;

e) Have adequate experience in the direction, supervision, and control of staff;

f) Possess technical training and experience of a high standard and adequate administrative ability.

In the event that an offer of employment is made, the candidate will be required to submit original copies of all relevant education qualifications to meet the requirements of Section 3 – Education, Training, Experience.

Desirable

It is desirable that the successful candidate demonstrates the following through the completion of their application form and at interview:

a) Have excellent computer skills with the ability to compile technical drawings, write technical and statistical reports, and demonstrate good information and data management;

b) Be motivated, precise, and diligent in the execution of work;

c) Have the ability to work on their own initiative in an independent environment without continuous supervision;

d) Possess a high standard of technical training and strong experience of design, tender preparation including specifications, and the procurement of projects;

e) Possess excellent interpersonal and communication skills and have the ability to engage and work in partnership with staff at all levels, contractors, professional consultants, and members of the public;

f) Have excellent knowledge and awareness of current Health and Safety legislation and regulations, the implications for the organisation and the employee, and their application in the workplace;

g) Have the ability to interpret and critically analyse scientific data;

h) Have a good knowledge and experience of civil engineering work activities;

i) Be fully conversant in the use of AutoCAD with the ability to produce working drawings. Use of Revit is desirable but not essential.

Citizenship

Candidates must, by the date of any job offer, be:

a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or

b) A citizen of the United Kingdom (UK); or

c) A citizen of Switzerland pursuant to the agreement between the European Union and Switzerland on the free movement of persons; or

d) A non-EEA citizen who is a spouse or child of an EEA, UK, or Swiss citizen and has a Stamp 4 visa; or

e) A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and has a Stamp 4 visa; or

f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state, the United Kingdom, or Switzerland and has a Stamp 4 visa.

Particulars of the Post

Position

A panel will be formed from qualified candidates from which permanent and temporary appointments may be made. This is a pensionable whole-time position on the basis of a 35-hour, 5-day week.

Salary

The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services which are required by or under any enactment to perform.

Salary Scale:

€55,622 - €56,746 - €58,297 - €60,935 - €62,533 - €64,761

LSI I (after 3 years satisfactory service at maximum), LSI II €66,993 (after 6 years satisfactory service at maximum).

The starting pay for new entrants will be at the minimum of the scale, and the rate of remuneration may be adjusted from time to time in line with Government pay policy.

Duties

The duties of the post are to give to the local authority, and:

a) Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive; and

b) To any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a) of this paragraph,

under the general direction and supervision of the Chief Executive or such other employee as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative, or management nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions, and duties.

To exercise such powers, functions, and duties as may be delegated to him/her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The post holder will, if required, act for an employee of a higher level if qualified to do so.

The following are among the principal duties envisaged:

a) Providing necessary information to Senior Management relevant to their area of responsibility;

b) Management and supervision of staff and the co-ordination of duties of staff under their control;

c) Ensuring the efficient delivery of services in their area of responsibility;

d) Creation and monitoring of work procedures and document management;

e) Co-ordinating the maintenance and management of IT systems in their area of responsibility;

f) Providing technical services relevant to the area of responsibility to which he/she has been assigned, e.g. site inspection, site surveying, creation of drawings and graphics, report writing, and such other duties associated with a drawing office;

g) Operating the appropriate technology as required to carry out the work to which he/she has been assigned, e.g. CAD, graphics, GIS software such as ArcGIS, Autodesk AutoCAD and/or Microstation CAD software, and Microsoft Office suite of applications, especially Access, Excel, and PowerPoint;

h) Compliance with legislation and all other statutory technical standards;

i) Adherence to the Council’s corporate health and safety systems and implementation of department and section health and safety controls, including those relating to risk assessments. A good knowledge and awareness of Health and Safety legislation and regulations and their implications for the organisation and employees, and their application in the workplace;

j) Liaising with other departments, members of the public, and external agencies in relation to operational aspects of assigned work;

k) Functioning as a Team Leader, including prioritising work as determined by the Head of Department/Service, acting as a facilitator and co-ordinator between team members and other departments and external agencies, and being responsible for the allocation of work and ensuring task completion;

l) Preparation of estimates;

m) Preparation of public consultation display material and assistance at public consultations;

n) Coaching and mentoring Technicians Grade I, Grade II, and Executive Technicians;

o) Tendering, appointment, contract management, and administration;

p) Cost management and financial reporting of accounts;

q) Preparation of feasibility studies and scheme design;

r) Inter-departmental liaison and seeking advice where necessary from appropriate individuals or departments.
