THE POSITION

The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Senior Executive Technician (Civil, Construction, Architectural). It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel, as required across different functions e.g. roads, building construction, planning etc. In addition, the successful candidate(s) may be assigned as required to any of the Municipal Districts/Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future.

The Senior Executive Technician is a senior technical post. Execution of the duties associated with this role requires a deep technical knowledge of Civil Engineering work within the local authority sector. The post requires a high level of competency in providing services of an advisory supervisory or executive nature. The Senior Executive Technician will be required to lead a team or teams and to provide technical and managerial support across all local authority service areas and to liaise with external agencies and support the democratic process. Positions may arise in any area of the Council’s functions which include Planning Roads and Housing. The person(s) appointed will work under the direction and control of an Officer or Engineer designated by the Director of Services or the Chief Executive.

QUALIFICATIONS

1 Character

Candidates shall be of good character.

2 Health

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

3 Education Experience etc.

Candidates must on the latest date for receipt of completed application forms:

(a) Have satisfactory experience in a technician post at Grade I or higher level or in an analogous post under a local authority or health board in the state

(b) Have at least seven years satisfactory relevant experience in a technician post at Grade II or higher level or an analogous post

(c) Have a thorough knowledge of all the technical aspects of local authority work and also a deeper knowledge of at least one relevant section of the work and possess such training or experience as would enable them to take charge of such a section of the work

(d) Have adequate experience in dealing with other departments within their own organisations and with other bodies

(e) Have adequate experience in the direction supervision and control of staff

(f) Possess technical training and experience of a high standard and adequate administrative ability

PLEASE NOTE

Non Irish qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document. Failure to do so will deem your application inadmissible.

The onus is on the candidate to ensure that the relevant qualification is listed on their application form.

In the event that an offer of employment is made the candidate will be required to submit all relevant Educational Qualifications in order to meet the requirements above.

DRIVING LICENCE / TRAVEL

The holder of the office will be required to hold a valid Irish or EU full driving licence for class B vehicles or a licence acceptable to NDLS for exchange free from endorsement and disqualification. They must be a competent driver and shall drive a motor car in the course of his or her duties and for this purpose provide and maintain a car to the satisfaction of the Local Authority. DUTIES

The following is a non exhaustive list of key duties and responsibilities which may be assigned to a Senior Executive Technician (Civil Construction Architectural):

• Providing necessary information to Senior Management relevant to their area of responsibility

• Management and supervision of staff and the co ordination of duties of staff under their control

• Ensuring the efficient delivery of services in their area of responsibility

• Creation and monitoring of work procedures and document management

• Co ordinating the maintenance and management of IT systems in their area of responsibility

• Providing technical services relevant to the area of responsibility to which he or she has been assigned e.g. site inspection site surveying creation of drawings and graphics report writing and such other duties

• Operating the appropriate technology as required to carry out the work to which he or she has been assigned e.g. CAD Graphics GIS software such as ESRI ArcGIS Autodesk AutoCAD and or Microstation CAD software Microsoft Office Suite especially Access Excel and PowerPoint

• Supervision of Road Openings reinstatement works and knowledge of the map road licensing system and reporting to the Road Management Office

• Knowledge of Planning and Building Regulations Building Standards Codes of Practice implementation of national standards and legislative requirements enforcement activities as per environmental legislation and compliance with other statutory technical standards

• Adherence to the Council’s corporate health and safety systems and implementation of department and section health and safety controls including those relating to risk assessments

• A good knowledge and awareness of Health and Safety legislation regulations and their implications for the organisation employees and the workplace

• Liaising with other Departments members of the public and external agencies in relation to operational aspects of assigned work

• Functioning as a Team Leader including prioritising work coordinating team members allocating work and ensuring task completion

• Preparation of estimates

• Preparation of public consultation display material and assistance at public consultations

• Coaching and mentoring Technicians Grade I Grade II Executive Technicians

• Contributing to staff development personal development and team development initiatives

• Undertaking any course of training organised by Wicklow County Council

• Such other duties as may be assigned from time to time

• Thorough knowledge of all technical aspects of local authority work

• Knowledge of Health and Safety legislation and implementation including traffic management plans

• Knowledge of Proworks health and safety management system

• Safe Pass and CSCS cards in Signing Lighting and Guarding and Underground Services

• Experience in surveying setting out GPS software and equipment

• Tendering and procurement experience

• Road pavement design and supervision experience

• GIS and CAD systems experience

• Staff supervision experience

PRINCIPAL CONDITIONS OF EMPLOYMENT

A panel may be formed from which future Senior Executive Technician positions may be filled. The position will be full time and pensionable.

The successful candidate(s) may be assigned as required to any Municipal Districts or Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future.

DUTIES

The duties of the office are to give to the local authority and

(a) to such other local authorities or bodies for which the Chief Executive is Chief Executive

(b) to any other local authority or body with which an agreement has been made

Under the general direction and control of the Chief Executive or such other officer as may be determined the post holder will provide appropriate professional technical and ancillary services of an advisory supervisory or executive nature including servicing committees established by any such authority. The holder of the office will if required act for an officer of a higher level.

PROBATION

(a) There shall be a period after appointment during which the person shall hold office on probation

(b) Such period shall be nine months and may be extended at the Chief Executive’s discretion

(c) The person shall cease to hold office at the end of probation unless service is certified as satisfactory

SALARY

€55,622 to €66,993 per annum includes 2nd LSI EL 02/2026

The salary shall be fully inclusive and as determined from time to time in line with national policy. Starting pay shall be determined in accordance with Departmental Circular letters. New entrants will be placed on the minimum of the salary scale.

HOURS OF WORK

The person appointed will be required to work a 35 hour week Monday to Friday equating to a 7 hour day within attendance hours of 9 a.m. to 5 p.m. with one hour lunch between 1.00 p.m. and 2.00 p.m. There may be a requirement to work additional hours from time to time for which time in lieu will apply. A flexi system is also in operation.

Garda Vetting

Candidates may be subject to Garda Vetting. Appointment(s) will be considered having regard to receipt of satisfactory Garda Vetting particularly to determine suitability to work with children or vulnerable adults.
