Senior General Services Supervisor
QUALIFICATIONS
1. CharacterCandidates shall be of good character.
2. HealthCandidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
3. Education, Training, Experience, etc.Candidates must, on the closing date for receipt of application forms:
a. Have a good standard of general education to enable the duties of the post to be performed to the satisfaction of the Local Authority.
b. Be computer literate with a working knowledge of email, Word, Excel, etc.
c. Be capable of writing clear and concise reports and keeping work records.
d. Be capable of reading drawings and have satisfactory knowledge of surveying and setting out works.
e. Be capable of organising work schedules and motivating staff to complete works efficiently and effectively.
f. Have experience in a supervisory role and in dealing with the public.
g. Hold a current clean full driving licence (minimum Class B), a copy of which must be uploaded as part of the application process, and have satisfactory driving experience.
h. Possess adequate ability to efficiently discharge the duties of the position.
It is also desirable, but not essential, that candidates:
- Hold a current Safe Pass Card.
Successful candidates will be required to have a valid Safe Pass Card prior to taking up duty.
4. CitizenshipCandidates must, by the date of any job offer, be:
a. A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or
b. A citizen of the United Kingdom (UK); or
c. A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
d. A non-EEA citizen who is a spouse or child of an EEA, UK or Swiss citizen and has a Stamp 4 visa; or
e. A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and has a Stamp 4 visa; or
f. A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state, the UK or Switzerland and has a Stamp 4 visa.
PERSON PROFILEDutiesThe duties of the post are to provide to the Local Authority:
a. Such services as may be required by the Local Authority and such other local authorities or bodies for which the Chief Executive is Chief Executive under the City and County Management Acts.
b. Such services as may be required by any other local authority or body with which an agreement has been made by the Local Authority or by any of the authorities or bodies mentioned above.
Under the direction and supervision of the appropriate Director of Services, the post holder will perform such services as required by the relevant local authority or body in the exercise of its powers, functions and duties.
The general duties of the post are to manage a variety of outdoor staff grades, under the direction of the Holmestown Facility Manager/Executive Engineer, in the area of Waste Management and other functions outlined below.
Waste Management and Environmental Services- Direct supervision of the General Services Supervisor (GSS) in the Environment Section.
- Assist in the management of all staff under the supervision of the GSS.
- Manage Civic Amenity Sites, including:
- Manage all Bring Bank sites throughout the county, including:
- Manage staff responsible for maintenance at all waste landfill sites and associated activities at Holmestown, Killurin and historic landfill sites throughout County Wexford.
- Inspect licensed and unlicensed clean soil landfill sites.
- Maintain water safety infrastructure and life buoys.
- Carry out regular inspections to ensure life buoys are safe and fit for purpose.
- Liaise with the Water Safety Officer.
- Ensure lifeguard stations are maintained in a safe condition.
- Facilitate waste management services for small and large events throughout the county.
- Supervise the General Services Supervisor/Foreman responsible for public conveniences and beach wheelchairs.
- Ensure public conveniences and beach wheelchairs, including booking and allocation of wheelchairs, are maintained in a safe, tidy and hygienically clean condition.
- Ensure staff rosters are maintained for caretaking staff.
- Approve overtime through the Dash System and sign weekly timesheets.
- Maintain safety files for all public conveniences.
Become familiar with the Solid Fuel Regulations and fulfil the Local Authority's obligations, including:
- Updating and maintaining the Solid Fuel Retailers Register through inspections and spot checks.
- Obtaining solid fuel samples for analysis.
- Notifying analysis results.
- Carrying out enforcement actions where required.
- Maintaining and updating the Solid Fuel Transport Register.
- Enforcing regulations relating to solid fuel producers.
- Supervise staff involved in maintaining water and sewerage networks and associated infrastructure.
- Overall responsibility for approving:
As emergencies may arise, the appointee may be required to:
- Attend environmental, water safety, water services and public convenience emergencies at short notice.
- Participate in a roster for carrying and responding to emergency phone calls.
The services will primarily cover the area managed by the Holmestown Waste Facility Manager.

Successful candidates must take up duty within one month of the offer, unless a longer period is approved by the Local Authority.

CONDITIONS OF SERVICE1. TenureThe post, whether temporary or permanent, is whole-time and pensionable.
Pension contributions will apply in accordance with the relevant Local Government Superannuation Schemes and the Single Public Service Pension Scheme where applicable.
2. ProbationWhere the appointee is not already a permanent employee of Wexford County Council:
- A probation period of six months will apply.
- The Chief Executive may extend the probation period.
- Continued employment is subject to satisfactory performance during probation.
€1,039.89 - €1,199.39 per week (effective 1 June 2026).
The rate of pay may be adjusted in accordance with Government pay policy.
Pensionable employees must contribute 6.5% of weekly wages towards superannuation.
4. Working HoursWorking hours are based on an average 39-hour, five-day week, with overtime as required in accordance with the Organisation of Working Time Act 1997.
5. Sick LeavePaid sick leave is provided in accordance with Council policy.
6. Annual Leave25 days per annum in accordance with the Council's Annual Leave Schedule.
7. RegulationsEmployment is subject to regulations issued by the Minister for Housing, Local Government and Heritage.
8. ReportingThe successful candidate will work under the general direction of the Senior Engineer (Environment) or nominee.
9. TechnologyThe successful candidate will use new technology as required.
10. TrainingThe successful candidate will undertake training as required by the Local Authority.
11. HealthSuccessful candidates must undergo, at their own expense, a medical examination by a doctor nominated by the Local Authority before appointment.
The examination fee will be reimbursed upon taking up duty.
12. Retirement / SuperannuationThe Single Public Service Pension Scheme applies to eligible new entrants from 1 January 2013.
- Minimum pension age: 66 years (increasing in line with State Pension age).
- Mandatory retirement under the Scheme: 70 years.
For public servants appointed on or after 1 April 2004:
- No compulsory retirement age.
- Earliest retirement age is 65 years.
In all other cases:
- Minimum retirement age: 60 years.
- Maximum retirement age: 70 years.
The successful candidate must reside within the district where duties are performed or within a reasonable distance thereof.
