Senior Health And Safety Fire Manager

Purpose of the Role

Reporting to the Director of Estates Facilities Management and Sustainability this post has professional responsibility for Health and Safety as a single CHI service and for providing specialist and professional advice to staff, directors, senior managers and to the local Health Community on matters relating to Health and Safety including;

  • Provision of an advisory service which supports organisational compliance with statutory legislation and its corporate drive to achieve best practice in all areas of service delivery.
  • Provision of a professional corporate advisory and training service on Health & Safety issues to all members of CHI Staff
  • Provision of Violence and Aggression and Moving and Handling Services.
  • Developing, gaining approval for and monitoring the implementation of Health & Safety policies, procedures, plans and guidance.
  • Developing, maintaining and enhancing a pro-active and positive Health & Safety culture which, effectively contributes to CHI’s Governance roles, responsibilities and plans.
  • Collectively and individually assisting individual Operational departments, Estates and Corporate Departments to plan and deliver their business and operational plans through effective professional contributions and joint working.
  • The Health and Safety Manager will play a key role in strategically managing, coordinating and developing Health and Safety and Fire Safety as a single CHI service.
  • This role will involve advising and supporting a senior team, ensuring that standards of excellence are applied and maintained in all areas of Health and Safety and fire safety reflecting best practice and in line with national legislation and EU regulations.
  • Ensure the effective delivery of Health &Safety and Fire safety services and be responsible for service monitoring, review and remedial actions required across all CHI sites
  • Monitor activity performance and compliance with statutory regulations such as the :

o Safety Health and Welfare at Work Act (2005)

o Factories Act (1901-1920)

o Dangerous Goods Safety Advisor Requirements

o Fire Services Act (1991-1993)

o HTM 05-02 (Fire Code)

o Building Control Regulations (1997-2021)

o Building Control Amendment Regulations (BCAR)

o Safety, Health and Welfare at work ( Construction ) Regulations 2013

o Technical Guidance Document B – Fire Safety

o Hospital Fire Prevention and Evacuation Guide (WHO )

  • To be responsible for the budget within your designated area providing Health and Safety and Fire Safety focused services within the financial resource available.

Essential Criteria:

  • Relevant degree or equivalent qualification in Health and Safety or Fire Safety
  • Formal Health and Safety Qualification Certificate.
  • Five years’ experience in a senior management position ideally in healthcare environment
  • Understanding of Health and Safety Regulations
  • Track record of delivery in a senior role
  • Working knowledge of CHI technical documentation, relevant standards (such as HTM, HBN standards) regulations, legislation and codes of practice, health and safety and fire Safety legislation and CHI policies procedures and standing financial instructions
  • Demonstrable management experience in managing and advising colleagues on matters of H&S and Fire Safety
  • Exceptional communication skills, including report writing and oral communications. PC skills, including spreadsheets (e.g. Excel, PowerPoint and IWMS)
  • Strategy development, problem solving, decision making skills based on data analysis
  • The successful candidate will need to have an acceptable level of competency pertaining to senior management professional standards in the following areas:

o Communication, quality, technology, operations, human factors, finance, emergency planning and business continuity, leadership and strategy, project management. Environmental stewardship and sustainability.
