Senior Resident Engineer
The Role
The Senior Resident Engineer will be responsible for the on-site supervision of the construction stage of relevant contracts and shall perform the duties allocated. The Senior Resident Engineer's primary role is to ensure that the Contractor carries out all their obligations under the relevant contract.
The person(s) appointed shall be on site during all working hours of construction. The Senior Resident Engineer shall report to the Senior Engineer, or any other person as may be designated by the Chief Executive, in the discharge of their duties.
The post holder will communicate purposefully with the contractor and other stakeholders and monitor the work on site with regard to Health & Safety legislation to ensure that the employer's/client's responsibilities are discharged.
The Qualifications1. CharacterCandidates shall be of good character.
2. HealthEach candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
3. CitizenshipCandidates must, by the date of any job offer, be:
i. A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or
ii. A citizen of the United Kingdom (UK); or
iii. A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
iv. A non-EEA citizen who is a spouse or child of an EEA, UK, or Swiss citizen and has a Stamp 4 visa; or
v. A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a Stamp 4 visa; or
vi. A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state, the UK, or Switzerland and has a Stamp 4 visa.
4. Education, Experience, etc.Each candidate shall, on the latest date for receipt of completed application forms:
(a) Qualifications- Hold an honours bachelor's degree (Level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland*;
OR
- Hold an ordinary bachelor's degree (Level 7 on the NFQ) in Engineering and a postgraduate master's degree (Level 9 on the NFQ) in Engineering;
OR
- Hold a master's degree (Level 9 on the NFQ) in Engineering attained after completing an integrated master's level programme of at least four (4) years' duration and accredited at CEng level by Engineers Ireland or an equivalent international accreditation body;
OR
- Have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as having equivalent status.
- Have at least seven (7) years of satisfactory relevant engineering experience, preferably including a minimum of five (5) years overseeing capital projects in the capacity of Resident Engineer.
- Possess a high standard of technical training and experience.
- Possess a high standard of administrative and management experience.
- Have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
When determining if a candidate's qualifications can be deemed equivalent to a Level 8 degree in Engineering, the following criteria will be considered:
- Accreditation by Engineers Ireland or an equivalent international accreditation body.
- Whether the degree is at Level 8 on the NFQ scale.
- Whether the degree contains the level and volume of Engineering modules expected in a Level 8 degree in Engineering.
At least 80% of the modules covered in the degree should be focused on Engineering and underpinned by mathematics and core science subjects.
Notes- Candidates must submit copies of educational qualifications meeting the requirements above with their application.
- Applications received without the necessary documentation will be deemed ineligible and will not be considered further.
- Non-Irish qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) establishing comparability against the Irish National Framework of Qualifications.
- Foreign-language qualifications must also be accompanied by a translation document.
Candidates must also hold a current, valid, and unendorsed driving licence for Category B vehicles (or equivalent in the EU Model Driving Licence) and must advise if this is not the case. A copy of the licence must be submitted with the application.
The Ideal Candidate Shall Have- At least ten (10) years of relevant postgraduate engineering experience, including site-based supervision of major public realm, regeneration, roads, bridges, and construction projects.
- Adequate knowledge of Project Management Guidelines and associated documents.
- Experience with environmental, planning, and health and safety requirements relating to major construction projects.
- Strong contractual and financial awareness and proficiency.
- Excellent organisational and record-keeping skills.
- Experience reviewing works proposals, method statements, and temporary traffic management plans.
- A commitment to maintaining high standards of workmanship and material quality.
- Excellent project management skills resulting in successful project delivery.
- The ability to manage time, staff, and multiple construction projects simultaneously.
- A strong understanding of various forms of contract and works specifications.
- Detailed knowledge of civil engineering measurement and materials quality control.
- Self-motivation and initiative.
- Leadership and staff management capabilities.
- Strong judgement and problem-solving skills.
- Experience working as part of a project team.
- Excellent communication, interpersonal, and influencing skills.
- The ability to work closely with stakeholders and build consensus.
- Computer literacy and proficiency in surveying equipment.
- Strong verbal and written communication skills.
- The ability to receive and act upon feedback.
The post of Senior Resident Engineer is whole-time, temporary, and pensionable and will be based on the relevant project site(s). The successful candidate may be required to work across multiple projects.
Posts arising will be filled by way of Fixed-Term or Specified Purpose Contracts.
A panel will be formed from which Senior Resident Engineer vacancies arising during the lifetime of the panel may be filled. This panel will exist for one year and may be extended for a further period of one year at the discretion of the Chief Executive.
Vacancies will be offered in order of merit as per the panel.
2. Working HoursThe successful candidate will be required to work contractor hours. This will involve flexible working hours and may include evening and weekend work.
Overtime rates will not apply to additional hours worked outside normal hours.
Holders of the post may be called for duty at any time in accordance with arrangements made by the local authority. The Council reserves the right to alter the hours of work from time to time.
All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act 1997 and the Organisation of Working Time Act (Regulations) 2001.
3. DutiesThe Senior Resident Engineer will be part of a team responsible for the on-site supervision of the construction stage of the relevant contract(s) and shall perform duties allocated by the Director of Services, Senior Engineer, or any other designated person.
Duties include, but are not limited to:
- Carrying out functions and powers delegated under the contract.
- Ensuring works are carried out in accordance with the contract documents.
- Managing and monitoring contract progress and performance.
- Ensuring compliance with Project Appraisal Guidelines and Project Management Guidelines.
- Ensuring compliance with planning, environmental, and health and safety standards.
- Managing and supervising site supervisory staff.
- Ensuring materials comply with specifications and testing requirements.
- Reporting to the Employer's Representative on site matters.
- Monitoring compliance with Safety and Health Plans.
- Implementing instructions issued by the Employer's Representative.
- Issuing delegated instructions to the Contractor.
- Maintaining comprehensive records of works and contractual events.
- Carrying out baseline surveys and checking contractor setting-out.
- Reviewing contractor submissions and proposals.
- Assessing and progressing archaeological monitoring, where required.
- Recording and processing compensation and delay claims.
- Reporting on contractual claims and disputes.
- Attending claims resolution hearings and meetings.
- Liaising with statutory bodies, landowners, traders, utility companies, and the public.
- Liaising with affected landowners and business owners.
- Keeping the public informed of works and disruptions.
- Drafting minutes of official site meetings.
- Preparing valuations and recommendations on payment applications and change orders.
- Performing any other duties assigned by management.
The salary scale for the position of Senior Resident Engineer (effective 1 June 2026) is:
€102,780 per annum
A taxable site allowance may also be payable in respect of travel expenses and subsistence, depending on the particular contract and in accordance with Leitrim County Council and Departmental policy.
The rate of remuneration may be adjusted from time to time in line with Government policy.
ResidenceThe holder of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof and will be required to serve on the project site(s) or wherever assigned by the Local Authority.
Leitrim County Council reserves the right, at any time, to:
- Reassign an employee to any department, now or in the future.
- Assign an employee to any base or premises currently in use or used by the Council in the future.
