Salary Scale 

€56,755 p.a. - €64,715 p.a. 

Long service Increment 1, €67,018 after three years satisfactory service at the maximum. 

Long Service Increment 2, €69,338 after three years satisfactory service at LSI 1 

New appointees to any grade start at the minimum point of the scale. Incremental credit is normally granted on appointment, in respect of current experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies. 

Annual Leave 

27 working days per annum (pro-rata). 

Working Week 

35 hours per week (exclusive of one hour lunch) 

Probation 

In accordance with S.I. No. 686/2022 - European Union (Transparent and Predictable Working Conditions) Regulations 2022, the period of probation shall not exceed 12 months.

Job Objectives

Overview of the Role 

The Senior Staff Officer will assist the Head of the Department in the leadership and development of the function and will deliver high level administrative support on a broad range of support service programmes. The Senior Staff officer will have responsibility for the management of several key areas in the Corporate Services Department working closely with the Assistant Principal Officer and Administrative Officer in leading the work of the Corporate Services Department and Team. This is a varied role and will include the development, enhancement and management of systems and supports to ensure compliance with several legislative, regulatory and policy requirements within the remit of the Corporate Services area. 

Duties and Responsibilities 

  • To act as Customer Services Lead with responsibility for the management of the Customer Service functions and key Customer Service Projects including the development and implementation of the Customer Charter, Customer Action Plan and complaints management and associated supports.

  • Develop an Official Languages Act (OLA) strategy to support the requirements of the Official Languages Acts 2003-2021 and upcoming language standards. 

  • Coordinate and monitor the OLA Strategy implementation, communications & compliance & reporting across DDLETB, working closely with DDLETB managers to ensure and increase compliance in this area. 

  • Act as a designated point of contact for all queries relating to the OLA, providing guidance and support to schools, centres and services and acting as a key point of contact for an Coimisinéir Teanga and other relevant bodies. 

  • Plan and arrange events and communications across DDLETB that educate and create opportunities for staff to develop and use the Irish language such as Seachtain Na Gaeilge & manage translation services and other related services. 

  • Maintain a strong understanding of OLA standards and ensure OLA requirements are kept in focus in the delivery of DDLETB services. 

  • Management of the DDLETB website, ensuring it remains current, customer focussed and complies with legal and regulatory requirements, e.g., GDPR, FOI, OLA, accessibility standards and DDLETB branding requirements. 

  • Monitoring and ensuring compliance with DDLETB branding guidelines, communication of branding requirements regularly across DDLETB, providing support and advice as required. 

  • Event Management - plan and execute events as required, ensuring the event is delivered within budget and on schedule, engaging with sponsors, stakeholders and suppliers. Advertising of event via various channels.

  • Maintenance of accurate records of all expenditures and responsibility for payments in several areas within the Corporate Services remit. 

  • Management and administration of Grants to Community groups in compliance with DPER Circular 13/2014. Coordination and monitoring of SLAs, payments & processes in accordance with agreed procedures. Review and enhancement of systems and controls in place & management of financial and other records. 

  • General management/organisation of staff and the assignment of duties and workloads.

  • Provide and promote service excellence and foster effective teamwork and business relationships. 

  • Participate in the development and delivery of the DDLETB Strategy. 

  • Provide guidance and training to staff by ensuring staff development and training opportunities are provided both on and off job. 

  • Ensure compliance with all relevant ETB policies, procedures, and protocols and relevant legislation. 

  • Act on internal and external department project teams from time to time. 

  • Provide best practice expertise and guidance to all stakeholders within the organisation to ensure compliance with all relevant guidance and legislation. 

  • Develop expertise in processes in the Department and undertake quality assurance checks on all aspects of the processes. 

  • Play a key role in leading and supporting projects to achieve efficiencies in the Department. 

  • Carry out any other duties appropriate to the grade which may be assigned from time to time.

Essential Qualifications and Skills

  • Proven ability to manage, motivate and develop a team. 

  • Demonstrate strong organisational and project management skills with quality focus and excellent attention to detail. 

  • Excellent time management skills and the ability to multi-task.

  • Excellent communication skills.

  • Ability to exercise good judgment with minimal supervision 

  • Have excellent ICT skills and a proven ability to quickly learn new information, processes, and procedures.

  • Proven ability to work effectively either as an individual or member of a team and relate effectively with staff on all levels.

  • Proven ability to meet deadlines and identify and deal with problems. 

  • Ability to multi-task and run numerous projects/initiatives simultaneously and to manage third party/vendor relationships. 

  • Have proficient knowledge and understanding of ETB/Public Sector legislation procedures in a related area(s) 

  • Proven ability to build strong working relationships throughout DDLETB and among the DDLETB external stakeholder network. 

  • Have a minimum of 2 years management experience. 

  • A qualification in business, management or other related area. 

  • The successful candidate should also demonstrate competencies for Senior Staff Officer G6 attached. 

  • Proficiency in the Irish Language is desirable
