Function of job: Post Summary/Purpose

The successful applicant will be part of the Human Resource Management team responsible, under general direction, for the following areas:

1.      Pay amendment Administration (HR CORE)

2.     Leave Management

3.     Audit (both Internal & External)

4.     Salary Arrears

Duties and Responsibilities:

  • Manage and oversee the Payroll Amendment administration which includes the time and attendance module of CORE, leading to the accurate and timely payment of approximately 1,400 staff on a fortnightly basis
  • Manage the relationship with the ETBs payroll paying agent the Payroll Shared Services Centre (ESBS), the Department of Education and other relevant third parties
  • The successful applicant may have a large, multi-level staff and will be expected to take responsibility for decision making in the section or area.
  • Act as point of contact for Principals and Managers regarding information and guidance on pay-related and leave management topics.
  • Create and maintain a positive working environment among staff members, which contributes to maintaining and enhancing effective working relationships
  • Co‐ordinate, monitor and review the work of the administrative staff in the Pay Amendment Admin Team.
  • Contribute to and take a leadership role in regular staff meetings to keep staff informed and to hear views
  • Identify and agree training and development needs of team and assist in designing plan to meet needs
  • Share knowledge with team and provide on the job training as required
  • Manage the performance of staff, dealing with underperformance in a timely and constructive

·       Preparation of reports as required by the relevant department.

·       To contribute to the ongoing development and implementation of Strategic initiatives across LOETB.

·       To contribute, as appropriate, to the full range of policy development across LOETB.

·       To assist with effective leadership in promoting the values of LOETB and establishing a positive working culture and environment for all employees that supports the attainment of LOETB’s goals.

·       To communicate efficiently and build productive working relationships with relevant internal and external stakeholders.

·       To represent the relevant departments at meetings as required.

·       To research issues thoroughly, consult appropriately to gather all information needed on an issue.

·       Carry out lawful orders of the Chief Executive.

·       Carry out any other duties appropriate to the grade which may be assigned from time to time.

·        Carry out lawful orders of the Chief Executive or delegated officer.

·       The above list of accountabilities may be varied having regard to the changing needs of the Scheme and the terms of the post can include delivery of responses to unpredictable work demands as they arise.

 

Personal specification – Qualifications, Knowledge, Experience & Skills

  • High level of experience and knowledge of the Human Resource function.
  • Have obtained at least Grade D3 in five subjects in the Leaving Certificate Examination (higher, ordinary, applied or vocational programmes) or equivalent or have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being of a comparable to Leaving Certificate standard or equivalent or higher or have appropriate relevant experience which encompasses equivalent skills and expertise.
