Senior Strategic Project Manager
Background
The National Treatment Purchase Fund (NTPF) is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).
Its key functions are:
- Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
- Collecting, collating and validating information on persons waiting for public hospital treatment.
- Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
- Furnishing advice to the Minister for Health oun related issues.
- Performing any other function assigned by the Minister for Health, since July 2012 this includes responsibility for the publication of outpatient waiting lists.
In carrying out its functions, the NTPF works closely with the Department of Health, the HSE, acute public hospitals and private nursing homes across the health system.
The Role
This is a new role within the Office of the Chief Executive with the primary function to oversee critical projects within the NTPF. Given the complex nature of public sector healthcare, the implementation of effective project management practices will streamline operations, improve service delivery, enhance stakeholder collaboration, and ensure successful project outcomes that align with our mission, strategy and annual service plans.
Reporting to the Chief Executive, the Senior Strategic Project Manager will act as a bridge between executive leadership, operational teams, and external stakeholders, ensuring that initiatives align with strategic organisational goals.
The Senior Strategic Project Manager will:
- Bring structure to complex processes, ensuring that resources are used effectively and that project timelines are met. With clearly defined goals, milestones, and checkpoints, the Senior Project Manager will provide accountabilities for all deliverables, reducing inefficiencies and minimising the risk of delays and budget overruns.
- Collaborate with a variety of stakeholders, including government bodies, healthcare providers, and the public. They will serve as the main point of contact, ensuring that stakeholders are kept informed, their concerns are addressed promptly, and their input is integrated into the project’s execution. This will improve transparency, trust, and cooperation among all parties involved.
- Employ risk management strategies to anticipate potential issues, mitigate risks before they become significant problems, and provide contingency plans. Proactive risk management will ensure the sustainability and continuity of health initiatives, even in challenging circumstances.
- Work closely with the Chief Executive and executive team to ensure that all projects align with the organisation’s strategic objectives. By aligning projects with long-term goals, the Senior Project Manager will help drive organisational growth and enhance service delivery.
Initial projects:
- Lead the operational management and optimisation of a key directorate’s business processes.
- Oversee the planning and execution of the organisations transition to new office premises, ensuring continuity of service and minimal operational disruption.
- Research, develop and implement a data quality framework to include identifying and training of departmental level Data Quality Champions.
The key responsibilities are as follows:
- Project management of a project portfolio, monitoring and evaluating effectiveness against objectives, as well as identifying and implementing continuous improvement suggestions.
- Managing the delivery of projects through the various stages of the project life cycle, from concept development to completion and implementation.
- Supervisory and management responsibility of staff as necessary for the achievement of project outcomes, including the co-ordination of work priorities with wider support staff and cross team working.
- Oversee and improve operational processes and controls by analysing and identifying areas for improvement and implement changes to increase efficiency and productivity.
- Prepare budget estimates, monitor, and control expenditure applying a high level of detail to manage the finances of projects, ensuring financial accountability for incurred expenditure, including procurement policy.
- Prepare material for submission to the Board (and Board sub-committees) and Exec Team and make formal presentations as required.
- Oversee communication and activity, liaising accordingly with internal and external stakeholders.
- Organise, host and present at in-person and online events and workshops to a variety of audiences, sometimes in partnership with key stakeholders. This includes the design and delivery of presentations.
- Risk management of projects in line with NTPF Risk Appetite.
- Prioritisation of projects to ensure compatibility with the NTPF Strategy and Annual Service Plan.
- Developing, and assisting in the development of NTPF strategies.
- Overseeing the appraisal of projects including reviews of business cases for projects.
- Ensuring compliance with the General Data Protection Regulation (GDPR) in all relevant project implementations.
- Preparing regular progress reports and taking part in other NTPF projects and initiatives as required.
- Carry out any other duties which may be assigned by the Chief Executive from time to time.
