Join us as a Service Layer Design Engineer

We are growing the Technical Delivery Team to support the evolution of the Network and incremental business demand in areas such as 4G and 5G Data, VoLTE, VoWiFi and Messaging.
This is a fantastic opportunity to join the Service Layer team and work on exciting new technologies which provide a platform for policy and charging control of our network services.

You will be accountable for Service Layer functions across Messaging, Policy, Steering of Roaming, Signalling & eSIM Entitlement & Orchestration, working as part of a team and with our partners to drive the delivery against our architecture and business objectives.

What else it involves:

  • Taking some responsibility in the technical delivery of solutions
  • Supporting technical interworking with cross-functional delivery teams
  • Working with peers in the Service Layer DA team & Network vendors to produce and manage design documentation.
  • Assist and take some responsibility with the cost-efficient delivery of on time plans.
  • Support as a key point-of-contact for operational and validation issues.
  • The Service Layer Designer will take some responsibility for the Life-cycle Management of systems and road map planning.
  • You will be accountable for routine Service Layer functions, working as part of a team and with our partners to assist in driving the delivery against our architecture and business objectives.
  • The role will report into the Service Layer Design Authority Manager (i.e., Head of Network Solutions & Architecture based on the current team structure).
  • You will have a level of autonomy and support in being responsible for the day-to-day activities of the OSS Design Authority team`s roadmap from a design, development and interworking perspective while assisting by supporting in driving programme agility, efficiency, and excellence.
  • Your approach will be customer focused and aligned to the commercial goals of the business. You`ll also drive our values in day to day technical and operational decision making.

  • Should be able to take some responsibility to work with Product vendor to make them understand the requirements and idea about how the same can be supported on the Product.
  • Architecture and Design: During delivery, take a level of autonomy in documenting the solution requirements, support in developing the high-level design and assist in the overall design activity.
  • The Service Layer Design Authority also leads development of technical implementation planning documents such as the overall Migration and Solution Test strategy documents, which you will assist in.
  • Take some responsibility to translate 3 Ireland Business owner’s requirements into specific system, application & process architecture designs.
  • Support in developing and delivering High Level Solution documents and assist in gathering requirements in support of documenting the program/project scoped solutions.
  • Assist in working with procurement to ensure vendor proposals are both cost-effective and fit for purpose.
  • Support in evaluating server and storage requirements in situations where Hardware needs to be sourced separately to vendor software.
  • Supporting vendor and 3 Ireland Data Centre team on equipment delivery to data centres, installation, patching, and IP connectivity.
  • Ensuring in collaboration with team, taking some responsibility that the solution architecture is compliant and aligned to the published Network Architecture blueprints and product, (IT) technology & infrastructure roadmaps. 
  • Support the review and approval of Network Functional Designs (FD) and OSS technical Designs (TD), Interface Specifications (IS) & Data Mappings for the OSS solution, liaising with cross functional teams to achieve high quality designs. 
  • Support the technical Lead in complex Networks Transformation projects from the Service Layer solutions perspective for the different 3 Ireland Stakeholders.
  • Assist in providing Service Layer technical leadership & consultancy to RAN, Core and Operation teams in collaboration with the team.
  • Participates in design sessions, review options and level of autonomy to provide recommendations while communicating benefits, risks, and constraints to both the business and the various IT stakeholders.
  • Work with partners to manage the performance and capacity of the technical domain.
  • Build and manage excellent working relationship with our partners and developing this to meet our current and future needs.
  • Work with the supplier, SI Partner & Three internal teams to deliver programmes & projects on the existing & Telco Cloud networks and IT systems.
  • Work with operation teams to progress fault investigations and maintain the Service Layer functions

The Skills we are looking for:

  • High level understanding of 3G, 4G and 5G Core Network architectures and demonstrable experience of using these architectures to deliver Data and Voice services.
  • Exposure & foundation knowledge of Gx, Gy, Sy, Sd and R0 diameter interfaces
  • Exposure & foundation knowledge of PCRF, OCS, IMS and AAA systems and integration points
  • Exposure & foundation knowledge of Volte, VoWiFi architecture and call flows.
  • Exposure & foundation understanding of 3GPP Policy and Charging Control architectures and demonstrable experience of using these architectures to design service control and/or online charging mediation.
  • Exposure & high level understanding of Cloud technologies, including Kubernetes, and experience of using them for hosting applications
  • Customer centric and solution-oriented Telecom designer.
  • The individual must possess 18 months plus experience working with stakeholders/vendors as well as show a good understanding of the Telco product portfolio and design principles, processes, technology, and application engineering.
    Use of architecture and modelling tools – such as EA, MS Visio etc.
  • Demonstrates a keen interest and drive in self-development and learning, is open to feedback, challenges, and opportunities.
  • Ability to contribute to operational plans within their area that puts the customer experience first.
  • Will be able to understand and analyse the data and insights in their area to support management and leadership teams to make effective and informed decisions.
  • Ability to work in a fast-paced changing environment enjoying the challenges and opportunities this brings.
  • Sound foundation knowledge of Telecom networking and telecommunication technologies across Radio Access, IP, Voice & Data Core.
  • Degree or equivalent in Engineering, Information Technology, or similar technical discipline.
  • A minimum 18 months plus of experience in Service Layer and/or Core area.
  • Hands-on experience with Service Layer and/or Core applications from recognized Network Vendors such as Ericsson, Sinch, Mavenir, & Mobileum.
  • Excellent presentation skills, able to construct and deliver material appropriate to the audience and situation.
  • Foundation Systems Integration capabilities with software development, applications, and infrastructure experience.
  • Very strong customer orientation, influence, applied creativity, technical & professional expertise, listening, responding, and building trust with customers.
  • Experience of being involved in assisting in complex Systems Integration projects for a leading SI using a variety of industry products and technologies.
  • Soft skills and experience in demanding customer situations, customer negotiations, problem solving and crisis management.
  • Previous experience in Telecom Operator and/or Service Provider.
