Help shape the future of youth mental health support in Waterford.

Jigsaw is looking for an experienced Service Manager to lead and shape our new Waterford service.

Working alongside the Clinical Manager, you'll play a key role in developing the service, leading and supporting the team, building strong local partnerships and ensuring young people can access high-quality youth mental health support in their community.

About the role

As Service Manager, you'll work collaboratively with the Clinical Manager in a shared leadership capacity, contributing to the strategic direction of the service while taking responsibility for its operational management and development.

You'll provide leadership across the people, operational and community aspects of the service, ensuring that plans and priorities are translated into effective delivery.

People and service leadership

  • Provide effective leadership and line management to the service team, supporting staff development, performance and wellbeing.
  • Work collaboratively with the Clinical Manager to create a positive, compassionate and high-performing team culture.
  • Contribute to the strategic planning and development of the service in line with Jigsaw's local, regional and national priorities.
  • Develop annual service plans and translate strategic priorities into clear operational plans and actions.
  • Support continuous improvement across the service.

Operations, performance and risk

  • Oversee the effective day-to-day operation of the service, including referrals and appointment scheduling.
  • Monitor service performance, KPIs and targets and use data and evaluation to inform service delivery and improvement.
  • Manage the local service budget and ensure financial procedures are followed.
  • Implement and monitor risk management processes.
  • Ensure appropriate health and safety arrangements are in place and that the service environment is safe, welcoming and appropriate for young people.
  • Ensure relevant organisational policies, procedures and standards are implemented effectively.

Partnerships and community engagement

  • Develop and maintain strong relationships with statutory, voluntary and community organisations.
  • Strengthen local referral pathways and support effective integration with relevant services.
  • Represent Jigsaw at local networks, community forums and relevant meetings.
  • Support the promotion of Jigsaw's services and youth mental health promotion work within the local community.
  • Build positive relationships with young people, parents/carers and external stakeholders.

Youth participation and programmes

  • Oversee the delivery and development of the Youth Advocate Programme.
  • Work with the Youth & Community Engagement Worker to support community programmes and engagement activities.
  • Support the planning, delivery and evaluation of local community events.
  • Ensure feedback from young people and parents/carers informs service development and delivery.

Wider responsibilities

  • Contribute to local fundraising strategies and activities in line with Jigsaw policies and procedures.
  • Act as Complaints Officer for the service.
  • Contribute to wider organisational initiatives and projects as required.
  • Work flexibly in line with service requirements, including occasional evening and weekend work.

What we're looking for

We're looking for an experienced and collaborative leader who can combine strong people leadership, operational management and relationship-building.

You will have:

  • A minimum of three years' management experience in health, social care, education, youth work, community or not-for-profit services.
  • At least three years' experience managing a team in a human service delivery environment.
  • A relevant third-level qualification in business, health including mental health, community development, education or a related social science area, or equivalent relevant management experience.
  • Experience managing budgets, financial procedures and operational plans.
  • Experience monitoring performance and using data to inform service delivery and development.
  • Strong communication, interpersonal and relationship-building skills.
  • A collaborative approach to leadership, with strong self-awareness, emotional intelligence and conflict-management skills.
  • Experience working across teams and with a range of internal and external stakeholders.
  • Experience managing change and supporting service development.
  • Strong computer literacy, including Microsoft Office and Office 365.
  • A full, clean driving licence.
  • Flexibility to work occasional evenings and weekends in line with service requirements.

Desirable experience

It would be advantageous to have experience in one or more of the following:

  • Developing and implementing a service plan.
  • Data management and analysis.
  • Risk management within a service environment.
  • Facilities or premises management.
  • Working as part of a management, steering or cross-disciplinary team.
  • Youth and community participation.
  • Community partnership development and events.
  • Generating unrestricted income or supporting fundraising activity.
  • Understanding the policy context relevant to youth mental health and community services.
