€83,911 €84,665 €87,976 €91,301 €94,600 €97,912 €101,207

New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

As per HR Circular 012/25 Please note that previous experience working in the public service counts only where the individual was employed directly by the relevant Civil Service/Public Body. Details of Service

HSE West and North West is responsible for the provision of all acute and community services across the 6 counties of Galway, Mayo, Roscommon, Sligo, Leitrim and Donegal and is operationally divided into 4 Integrated Health Areas (IHAs) – Galway/ Roscommon IHA, Mayo IHA, Sligo/Leitrim/West Cavan/South Donegal IHA and Donegal IHA. Each managed by an Integrated Health Area (IHA) Manager.

The post-holder will cover the IHA areas of Donegal, Sligo & Leitrim and will report to the Integrated Service Lead (ISL) in Donegal with responsibility for Disability Services.

An integrated approach to service delivery which ensures that each IHA in the Region delivers care appropriate to the population needs, resources, facilities and services available.

Reporting Relationship The Grade VIII Service Manager – Day Services Co-ordination Service / Day Services Supports & Guidance Unit will report directly to the Integrated Service Lead – Donegal or their nominee as appropriate.

Purpose of the Post

To manage, co-ordinate, overview, evaluate and quality assure the work of the Day Services Co-ordination team in the co-ordination of HSE funded Adult day services for people with disabilities.

The post holder will be responsible, under the direction of the Integrated Service Lead – Donegal for management and co-ordination of services across assigned areas in Donegal, Sligo & Leitrim including requirements, resource allocation and service plan targets.

Principal Duties and Responsibilities

• To coordinate the planning and development of the provision of Adult Day Services, including Rehabilitative training in line with the New Directions Policy.

• Develop the Adult Day Service in line with Integrated Health Area (IHA) Donegal and Integrated Health Area (IHA) Sligo / Leitrim.

• Research and approval of services in line with national policy.

• Support the monitoring of Adult Day Services in line with Interim Standards.

• Manage resource allocation.

• Manage the annual School Leaver Process in line with the national School Leaver Process.

• Manage Service Arrangements with funded agencies.

• Promote Service User Empowerment.

• Manage the National Day Services Database.

• Contribute to the formulation of policies, protocols and guidelines to ensure the highest standard of client focused service is provided.

• Promote access to mainstream opportunities for people with disabilities.

• Promote quality services by supporting agencies to develop and implement the Interim Standards.

• Monitor the delivery of HSE funded programmes.

• Ongoing monitoring and evaluation of the effectiveness and outcomes of the support needs and placement process.

• Assist in the future planning of day services to meet existing and emerging needs.

• Promote close working relationships between the various service delivery agencies.

• Research and develop best practice in all aspects of the above.

• Undertake joint working with mainstream agencies where appropriate to ensure access to mainstream opportunities.

• Represent the Integrated Service Lead – Donegal on regional / national groups as required.

• Line Management of assigned staff

Other:

• Have a working knowledge of New Directions Policy, including accompanying Standards.

• Have a working knowledge of the Health and Information Quality Authority (HIQA) Standards as they apply to the role, for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.

• To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

• To act as spokesperson for the Organisation as required.

Risk Management, Infection Control, Hygiene Services and Health & Safety

• The management of Risk, Infection Control, Hygiene Services and Health & Safety is the responsibility of everyone and will be achieved within a progressive, honest and open environment.

• The post holder must be familiar with the necessary education, training and support to enable them to meet this responsibility.

• The post holder has a duty to familiarise themselves with the relevant Organisational Policies, Procedures & Standards and attend training as appropriate in the following areas:

• The post holder is responsible for ensuring that they become familiar with the requirements stated within the Risk Management Strategy and that they comply with the IHA’s Risk Management Incident/Near miss reporting Policies and Procedures.

• The post holder is responsible for ensuring that they comply with hygiene services requirements in your area of responsibility. Hygiene Services incorporates environment and facilities, hand hygiene, catering, cleaning, the management of laundry, waste, sharps and equipment.

• The post holder must foster and support a quality improvement culture through-out your area of responsibility in relation to hygiene services.

• The post holders’ responsibility for Quality & Risk Management, Hygiene Services and Health & Safety will be clarified to you in the induction process and by your line manager.

• The post holder must take reasonable care for his or her own actions and the effect that these may have upon the safety of others.

• The post holder must cooperate with management, attend Health & Safety related training and not undertake any task for which they have not been authorised and adequately trained.

• The post holder is required to bring to the attention of a responsible person any perceived shortcoming in our safety arrangements or any defects in work equipment.

• It is the post holder’s responsibility to be aware of and comply with the HSE Health Care Records Management Code of Practice.

Eligibility Criteria

Qualifications and/ or experience

Candidates must on the closing date have:

• Significant experience of working in Disability Service include day services for adults with disabilities.

• Significant operational experience in managing and / or delivering a complex service within the area of health or social care that has involved budget planning and resource management.

• Experience of delivering change in a complex environment, as relevant to the role.

• Experience of managing and working collaboratively with multiple internal and external stakeholders, as relevant to the role.

• Experience in team management and development.

• The requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.

Candidates must:

1. Possess a relevant third level qualification in the area of Health, Social Care or Education

AND

2. Have experience of working at a senior level with experience in Disability Day Services as relevant to the role

AND

3. Have experience of working with multidisciplinary teams as relevant to the role.

AND

4. Experience of managing and working collaboratively with multiple internal and external stakeholders to achieve results

AND

5. Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the role.

• In-depth knowledge of the Interim Standards to support the delivery of New Directions.

• An excellent overview of the Disability sector and proficient knowledge of the local service sector in which he or she will operate.
