Human Resource Officer
PURPOSE OF THE POST
The primary purpose of this post is to support senior staff in delivering an effective Human Resources service to staff through the development and implementation of best practice across St. Luke’s Radiation Oncology Network.
PRINCIPAL DUTIES AND RESPONSIBILITIESGeneral DutiesAs part of the Human Resources team, contribute to strategic and operational Human Resources projects and initiatives.
Advise and provide support to Department Heads, Line Managers, and staff on employment legislation and Human Resources best practice as required.
Advise on, and where necessary apply, Human Resources processes including discipline, grievance, and absence management.
Manage key Human Resources systems (for example WizzWeb), run departmental reports, and ensure the quality of data shared with the Network Executive Management Team, including absence and agency numbers.
Manage departmental processes including payroll, sick leave, bike to work, tax saver, and commuter ticket schemes.
Resolve Human Resources queries in a timely manner, ensuring adherence to Human Resources policies and applying judgement as necessary.
Support staff wellbeing and employee engagement initiatives across the Network.
Assist with the regular monitoring and management of sick leave issues under the direction of the Human Resources Manager and in conjunction with the Occupational Health Department.
Ensure Human Resources operational processes and procedures, including data management and leave entitlements, operate in accordance with Human Resources policy and legislative requirements.
Support Line Managers in the operation and development of Human Resources systems, including WizzHR.
Foster effective working relationships with Human Resources software providers.
Support the rollout of new Human Resources Information Technology systems and processes.
Liaise with the Payroll Department to ensure accuracy between Human Resources (WizzWeb) and Payroll (Megapay) Management Information Systems.
Attend meetings and take minutes as required.
Ensure all personnel files are kept up to date and accurate records are retained for all staff, including sick leave, annual leave, and other leave records.
Participate in committees and hospital activities as requested, including in-service committees and project teams.
Be fully familiar with the Safety, Health and Welfare at Work Act and all relevant hospital policies, including the Employee Handbook and Safety Statement.
Ensure all departmental reports and centre records remain confidential and maintain confidentiality regarding matters arising in the course of official duties.
Support the supervision of teams and promote the consistent application of standards.
Provide cover for supervised staff when required, promoting effective team working within own remit.
Co-ordinate, monitor, and review the work of assigned teams.
Attend regular staff meetings to keep staff informed, engaged, and to facilitate feedback.
Identify and agree training and development needs of staff members.
Maintain responsibility for the Recruitment Database for St. Luke’s Radiation Oncology Network, ensuring data accuracy and currency.
Collate recruitment data weekly from all required sources.
Liaise with relevant recruitment resources to ensure data is correctly reflected.
Maintain accurate records on the status and progress of all recruitment positions.
Support the provision of recruitment outcomes and Key Performance Indicator data to inform recruitment strategies.
Assist with training users on the Recruitment Database as required.
Conduct recruitment campaigns from start to finish, including preparing, organising, and conducting interviews, and participating on interview boards to assess eligible and non-eligible candidates.
Issue contracts to successful candidates and complete payroll system set-up following recruitment campaigns.
Liaise with Team Leaders and Line Managers in relation to day-to-day business requirements.
Work closely with the Human Resources Manager and Department Heads to manage training across the Network.
Foster strong working relationships with internal and external training providers.
Provide advice and support to Department Heads and employees regarding the Training and Development Policy.
Oversee procurement and organisation of mandatory training, including Manual Handling.
Organise induction training for all new staff.
Maintain training records and reports for St. Luke’s Radiation Oncology Network.
Participate in staff development and in-service training relevant to the post.
Maintain up-to-date knowledge of legislative developments within the Human Resources field and ensure compliance with employment legislation.
Ensure hospital practices align with approved conditions of employment and hospital policy.
Participate in the development and implementation of Human Resources policies, procedures, and practices in line with best practice.
Assist and advise on the implementation of nationally issued Human Resources Circulars.
Ensure effective processes are in place for the management of contracts of employment and related matters to meet legislative and best practice requirements.
Ensure Human Resources operational processes, including probation management and leave entitlements, operate in accordance with policy and legislation.
Develop and manage staff communication structures to promote constructive and harmonious working relationships and ensure issues are addressed in a timely manner.

ELIGIBILITY CRITERIAQualifications and or ExperienceEligible applicants must meet one of the following criteria on the closing date:
Have satisfactory experience as a Clerical Officer in the Health Service Executive, TUSLA, other statutory health agencies, or a body providing services on behalf of the Health Service Executive under Section 38 of the Health Act 2004; or
Have obtained a pass (Grade D) in at least five subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish, with at least Grade C at Higher Level in three subjects; or
Have completed a relevant examination of comparable standard in another jurisdiction; or
Hold a comparable and relevant third-level qualification of at least Level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland.
Note: Candidates must have achieved these grades through the Leaving Certificate Established or Leaving Certificate Vocational programmes. The Leaving Certificate Applied programme does not meet eligibility requirements.
Candidates must possess the requisite knowledge, ability, and suitability for the proper discharge of the office.
HEALTHCandidates must be fully competent and capable of undertaking the duties of the post and be in a state of health that indicates a reasonable prospect of rendering regular and efficient service.
CHARACTERCandidates must be of good character.
AGEAge restrictions apply only to candidates who are not classified as new entrants under the Public Service Superannuation Act 2004. Such candidates must be under 65 years of age on the first day of the month in which the closing date for applications occurs.
POST-SPECIFIC REQUIREMENTSExperience working within a Human Resources department.
Demonstrable knowledge of Human Resources Information Technology systems and reporting.
Experience with employee relations.
Knowledge of Health Service Executive Human Resources policies and procedures.
Knowledge of SAP.
Knowledge of Health Service Executive recruitment policy and procedures.
Knowledge of the health service and its operational structure.
Experience using email systems such as Outlook or Lotus Notes.
Excellent Microsoft Office skills, including Word, Excel, and PowerPoint.
Strong verbal and written communication skills.

Tenure: The post is permanent and whole time. A panel may be formed to fill similar vacancies of full or part-time duration within St. Luke’s Radiation Oncology Network.
Remuneration: Salary scale (as of 01 August 2025): €51,718, €53,265, €54,843, €56,456, €58,078, €59,969, €61,866 (Long Service Increments).
Working Week: Standard working hours are 35 hours per week. Part-time hours will be paid on a pro rata basis.
Annual Leave: Annual leave entitlements will be confirmed at job offer stage.
Superannuation: This is a pensionable position with the Health Service Executive. Pension scheme membership will be confirmed within the contract of employment.
Retirement Age: The Public Service Superannuation (Age of Retirement) Act 2018 sets a compulsory retirement age of 70 years, subject to specific legislative exemptions.
