About This Role:
Role Purpose:
To provide regulatory and competition law advice to all functions in Eir
To liaise with outside legal firms as directed
To liaise with appropriate government agencies and regulators including in conjunction with other departments and teams
Key Responsibilities:
Day-to-Day advice on regulatory and competition matters to the remainder of the regulatory function and to the rest of the business.
Regulatory Advisory:
Direct and in depth involvement in all regulatory matters including ComReg consultations, investigations and decisions, as well as consultations and decisions by relevant Government departments. This will include inputting into responses to section 13D requests and drafting consultation responses, as well as advice on any decisions and related matters.
Advising on the likely changes to the EU regulatory framework and inputting into all relevant consultations
Advice on appeals from any ComReg decisions and on review of Government decisions.
Supporting open eir in their regulatory activities
Managing any litigation, including briefing counsel as appropriate.
The role requires an excellent understanding of Irish and EU regulation and of the procedures of the Irish Courts.
Competition Law:
Direct and in depth involvement and negotiations with regard to the competition law aspects of mergers and acquisitions, commercial opportunities and contracts with the remainder of the business.
Establishment of a competition law compliance programme within eir and rolling out this programme throughout the company
Maintenance and improvement of best practices and procedures to be followed, complying and ensuring business compliance with competition law.
Collaboration:
Providing regulatory and competition law input to the Regulatory function and other members of the Legal Department
Working with the different business areas and legal colleagues where legal advice is required including on Freedom of Information, Property and Data Protection matters
Establish and maintain a close and supportive relationship with the regulatory functions
General requirements:
General engagement and experience in a cross-functional, general supporting role would be desirable.
Latitude to make decisions impacting the relevant function outside of established procedures but within a policy framework.
Information exchange is a significant feature of the job with a necessity to clarify information of a more complex nature. There is a requirement for tact and diplomacy when dealing with others.
Personability and fit in team, organization and structure is a core competency
Qualifications, Knowledge & Experience:
Solicitor / Barrister with 5 years’ plus experience
Knowledge of the Telecommunications and Broadcasting industries is essential
Able to gain a full understanding of the processes and procedures of eir in a limited amount of time.
Excellent communication skills – verbal and written
Attention to detail
Experience in competition law and/or post-graduate qualification in competition law is desirable.
