Staff Officer / Assistant Staff Officer
Qualifications & Experience A candidate must have, on the latest date for receipt of applications for the post: (i) Meet the Department of Health & Children’s educational criteria set down for Grade IV posts: (a) Obtained at least Grade D (or a Pass) in five subjects including Mathematics and English or Irish (or four subjects if Irish is included) from the approved list of subjects in theDepartment of Education Leaving Certificate Examination, and Obtained at least Grade C (or Honours) in higher level (or Honours) papers in three subjects in that examination (or two subjects if Irish or Mathematics or both Irish and Mathematics are included); or (b) Obtained a comparable standard in an equivalent examination. or (c) A third level qualification of at least degree standard. or (d) Have at least 2 years satisfactory experience as a Clerical Officer. (ii) Have a minimum of 3 years’ experience in Payroll (iii) A working knowledge of Megapay Payroll systems (iv) Have previous experience of dealing with members of the public (v) Ability to work under pressure and to deadlines (vi) Have good organisational and administration skills (vii) Good presentation skills (viii) Good communication / interpersonal skills (ix) Good I.T. skills (x) A sound working knowledge of Microsoft Word and Excel. (xi) Ability to work as part of a team (xii) Excellent numerical skills Main Duties & Responsibilities
- Responsible for the preparation, processing and completion of the Fortnightly payroll to deadlines, associated reports and records for SIVUH staff members.
- Ensure that all data inputted and associated reports are done with complete accuracy, ensuring that no data is entered without proper authorisation.
- Calculation of previous service/ incremental credit due for Clerical/Administration and NonNursing staff as applicable.
- Create and send HCA Timesheet to Nursing Admin in MS Excel Format.
- Before new timesheet file is submitted to Nursing Administration, update with any changessupplied by Nursing Admin / HR e.g. reduction / increase in fixed hours, changes of grade.
- Prior to import of HCA Timesheet to Payroll, file to be reviewed for numerical errors. Apply updates to employee payroll files.
- Import Timesheet file to Payroll and apply any manual adjustments included in the Timesheet.
- Create and send Portering Timesheet to Portering Dept in MS Excel Format.
- Before new timesheet file is submitted to Portering Dept, upate with any changes supplied by Portering Admin / HR e.g. reduction / increase in fixed hours, changes of grade.
- Prior to import of Portering Timesheet to Payroll, file to be reviewed for numerical errors.
- Apply updates to employee payroll files.
- Import Timesheet file to Payroll and apply any manual adjustments included in the Timesheet.
- Process Overtime Claims and input to Payroll. Ensure claims are correctly authorised and do not exceed authorised overtime limits. Ensure no duplication of claims.
- Import Social Welfare Adjustments file.
- Process manual adjustments to fortnightly employee Megapay Payroll files & timesheets toinclude:
- Assimilation to new grades (Temporary & Permanent)
- Changes in fixed hours.
- Adjustments for sick leave, unpaid & half pay.
- Adjustments for Maternity, Paternity, Parents & Parental Leave.
- Locum claims, ad hoc timesheets and all other payroll payments.
- Create Net Pay Comparison report and review net payments against previous payrolls.
- Create and send SEPA Payroll file to Bank via online banking service.
- Act up in the absence of the Section Officer GVI (annual leave / sick leave) as required.
- Provide payroll and pension cover for other team members during periods of leave
- Implement relevant Department of Health Circulars and Regulations referring to Salary Scales and Allowances, Incremental Credit as appropriate i.e. National Pay awards
- Communicating with employees on pay issues.
- Complete and Record Pension Registration, Termination and Refund Forms for all staff
- Advise staff on Pension Benefits and deal with General Salary queries
- Assist with the administration of all the occupational pension schemes
- Provide information and explanations to the external auditors and internal auditors.
- Attend mandatory training and any other recommended training.
- To participate in audits (internal and external) and reviews as appropriate.

- Provide information, instruction, training and supervision of staff members under your remit, if applicable, in the context of management of Health & Safety such as PPE usage, chemical safety etc.
- To work in a manner with due care and attention to safety of self, patients, staff and other persons in the workplace with reference to the Health, Safety at Work Act 2005.
- To report immediately to Line Managers/ nominated persons, any accidents or incidents involving patients, staff and/ or members of the public in line with hospital policy.
- To comply and be familiar with all hospital policies and procedures and in particular thoserelating to safety, health and Welfare, Infection Control, Hygiene, Risk Management and Decontamination.
- To perform other such duties appropriate to the post, as may be assigned by the Section Officer, Hospital Accountant, Chief Finance Officer, the Chief Executive or other designated person.
Salary Scale: Clerical Grade V Salary Scale: €47,335 - €56,722 per annum pro-rata. Clerical Grade IV Salary Scale: €31,547 - €50,348 per annum.
