The Role

The Talent Acquisition Officer - Recruitment Business Partner is responsible for leading and delivering strategic recruitment and talent attraction initiatives for South Dublin County Council (SDCC). The role focuses on identifying, attracting and securing high-quality talent to meet organisational needs while supporting workforce planning objectives and ensuring a positive candidate experience.

Working closely with hiring managers and key stakeholders, the post holder will develop recruitment strategies that align with business requirements and respond to changing labour market conditions. They will provide expert advice on recruitment best practices, and support the development and review of role profiles to ensure they accurately reflect organisational needs.

A key responsibility of the role is the planning and delivery of innovative recruitment marketing campaigns across a range of channels, including social media, job boards, careers websites and other digital platforms.

The Talent Acquisition Officer will create engaging content such as job advertisements, social media posts, candidate information materials and promotional campaigns that effectively communicate SDCC's employer value proposition and strengthen its employer brand.

The Talent Acquisition Officer will ensure all recruitment activities comply with relevant legislation, public sector guidelines, organisational policies and data protection requirements. Success in the role requires strong communication, organisational and stakeholder management skills, combined with a proactive and innovative approach. Through effective talent acquisition, employer branding and recruitment partnership, the post holder will contribute significantly to SDCC's ability to attract and retain talented individuals who support the delivery of high-quality services to the community.

The post is wholetime, temporary and pensionable. The contract is for a fixed term of four years. A panel will be formed to fill temporary positions. Persons employed will be required to work in any location within the South Dublin administrative area.

Salary

€58,474 - €59,869 - €61,570 - €64,767 - €66,677 - €69,051 (LSI1) - €71,437 (LSI2)

Hours of Work

The successful candidates’ normal hours of work will be 35 hours per week. The Council reserves the right to alter your hours of work from time to time.

Annual Leave

Annual leave entitlement for this position is 30 days.

Qualifications

Character

Candidates will be of good character.

Health

Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Essential Education, Training and Experience

Each candidate must on the latest date for receipt of completed application forms have:

  • A Level 8 degree in HRM or business.
  • A minimum of 3 years’ experience in a talent acquisition role within a complex organisational environment.
  • Proven experience developing and delivering targeted recruitment marketing campaigns across multiple channels (e.g. social media, job boards, websites, email campaigns).
  • Experience creating engaging content for diverse audiences, including job advertisements, social media content, and promotional materials.
  • Strong knowledge of digital tools and platforms, including:
  • Strong understanding of current recruitment market trends and best practices.
  • Experience using Applicant Tracking Systems, recruitment software and recruitment reporting.
  • Creative thinking and innovation in attracting talent in a competitive market.
  • Excellent communication, interpersonal and organisation skills.
  • The ability to build positive relationships at all levels and across the organisation.
  • A self-directed, proactive, organised approach to work with demonstrated attention to detail.
  • Flexibility with a well-developed ability to multi-task, in a fast-paced environment.
  • Desirable Education, Training and Experience

  • Membership of the Chartered Institute of Personnel and Development, CIPD (or eligibility for membership).
  • Experience in employer branding.
  • Experience with public sector recruitment processes in Ireland and the importance of transparency, fairness, and compliance.
  • Knowledge of Irish employment law and GDPR regulations as they relate to recruitment processes.
