JOB REQUIREMENTS
MINIMUM ELIGIBILITY REQUIREMENTSMinimum Eligibility Requirements are the minimum requirements required for the position and are set out by the Department of Housing, Local Government and Heritage for administrative and technical/engineering grades.
For outdoor grades and some specialised grades, the minimum eligibility requirements are set out by Kilkenny County Council Human Resources Department in consultation with the relevant Line Manager as they are not set centrally by the Department.
Applicants will be required to submit scanned images of documentation to establish the applicant meets the following minimum eligibility criteria.
CharacterEach candidate must be of good character.
HealthEach candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Each candidate must, on the latest date for receipt of completed application forms:
Have passed the N.C.E.A./H.E.T.A.C National Certificate Final Examination in:
Civil Engineering, or
Geo-surveying, or
Construction Studies, or
Construction Studies in Building Maintenance, or
Construction Studies in Architectural Graphics,
or hold an equivalent qualification and have at least three years satisfactory experience after attaining the qualification concerned
or
Have satisfactory relevant experience in a technician post at Grade II level, or in an analogous post under a local authority or health board/HSE in the State, and have at least three years satisfactory relevant experience in a technician post at Grade II level or in an analogous post
or
Have satisfactory service in a technician post at Grade I or higher level in an analogous post under a local authority or health board/HSE in the State.
Possess adequate training or experience relating to the control and supervision of staff.
Kilkenny County Council can for any position they advertise include Desirable Requirements. Desirable Requirements are those that would be beneficial to optimising job performance. Desirable Requirements can be used if necessary to reduce numbers called for interview.
It is desirable that each candidate shall:
Hold a relevant qualification in AutoCAD and / or Revit or equivalent.
Be proficient in the use of software packages such as Arcgis, Revit, CAD, Map Info, Graphics packages and Microsoft Office.
Have a thorough knowledge of the Building Regulations (TGD’s) 1997–2021, the BC(A)R Regulations 2014 and the Health and Safety Regulations in relation to building design and construction.
Be experienced in managing building or civil works contractors for the successful delivery of projects.
Have experience in carrying out topographical surveys and have familiarity with the relevant equipment.
Have a knowledge of Health and Safety in the Workplace.
Have the ability to work in a team environment or work independently as required.
Hold a full Irish driving licence for class B vehicles.
Applicants should satisfy themselves they are eligible under the required qualifications. Kilkenny County Council may not be in a position to investigate the eligibility of all candidates in advance of the interview or examination, and hence persons who are ineligible but nevertheless enter may put themselves to unnecessary expense.

JOB DESCRIPTIONROLEKilkenny County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which temporary and permanent vacancies for Technician Grade 1 may be filled in the following disciplines:
Housing
Planning
Environment
Roads
The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him or her from time to time and to contribute to the development of the post while in office.
Below are examples of the role and responsibilities of a Technician Grade 1 within various departments. The lists below are not exhaustive, and the duties may overlap or vary within each area.
Duties and Responsibilities in HousingHousing Technicians will join a team that manages the maintenance, both reactive and planned, of Kilkenny County Council’s Social Housing Stock and manages the delivery of new housing stock, both in-house and with external design teams, while ensuring that works are in accordance with best practice and current Building Regulations.
Assisting with the design of housing units, extensions, retrofit programmes and alterations using AutoCAD and / or REVIT and other software in the production of drawings and specifications for appraisal, planning, detailed design and tender stages.
Undertaking housing inspections, taking records and compiling reports. These inspections may be for purposes such as planned or reactive maintenance of social housing stock, monitoring of private rented standards or assessment of grant applications.
Managing projects and contractors appointed to carry out a variety of works.
Carry out any other duties that may be assigned from time to time.
Assisting in the day to day operation and maintenance of transportation infrastructure in the County as well as assisting in record keeping and analysis of development in the Planning Department.
Preparation of reports, survey and record data and processing of information using computer systems such as GIS and AutoCAD.
Interaction with members of the public and Elected Officials, providing information and informing them of upcoming works and dealing with associated enquiries. The use of drafting, mechanical drawing or surveying techniques and equipment will also be required.
Licensing and monitoring in respect of effluent.
Monitoring and surveying of waste management facilities including recycling, compositing, transfer stations and landfill.
Investigation of environmental (Air, Noise and Water) pollution incidents, evaluation and reporting.
Waste sampling and analysis.
Undertaking and reporting on Farm Inspections under Good Agricultural Practice Regulations 2020.
Interaction with the EPA in relation to water and wastewater treatment system inspections or audits and subsequent follow up.
Incident reporting and follow up including interaction with Health Service Executive, EPA and IW.
The procurement and supervision of road construction, design and maintenance projects along with assessment of pavement and footpath standards to assist in the prioritisation of work programmes on an annual basis.
Preparation of detailed design drawings for contract documents using AutoCAD.
The use of surveying equipment.
Utilising technical software packages such as AutoCAD and ArcGIS.
Supporting other staff in the implementation and use of AutoCAD and GIS systems and applications.
Management and supervision of staff and working as part of a team with all relevant sections in order to gather and compile all existing hard copies of services and digitise same.
Report writing in relation to all of the above including ensuring that reporting is complete, timely and accurate, and that content is appropriate to users’ needs.
Carry out any other activities that may be assigned by Line Manager or Supervisor from time to time.
The above specification is not intended to be a comprehensive list of all duties involved and consequently the post holder may be required to perform other duties as appropriate to the post which may be assigned to him or her from time to time and to contribute to the development of the post while in office.
PARTICULARS OF OFFICETYPE OF POSTTo form a panel from which Permanent, Fixed Term, Specific Purpose and where applicable Acting-up contract posts may be filled.
The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to Kilkenny County Council any fees or other monies, other than inclusive salary, payable to and received by him or her by virtue of his or her office or in respect of services which he or she is required by or under any enactment to perform.
In accordance with EL02/2011 persons who are not serving Local Authority employees must be placed on the minimum of the scale. Where a person being appointed is a serving Local Authority employee normal starting pay rules will apply. The rate of remuneration may be adjusted from time to time in line with government policy.
The current salary scale for the position is €48,760 minimum of the scale to €57,790 maximum of the scale inclusive of LSI’s.
CITIZENSHIPCandidates must, by the date of any job offer, be:
A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway, or
A citizen of the United Kingdom (UK), or
A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons, or
A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa, or
A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa, or
A non-EEA citizen who is a parent of a dependent child who is a citizen of and resident.
Public Service Pensions (Single Scheme and Other Provisions) Act 2012 New members joining the public sector on or after 1st January 2013 will be required to join the Single Public Service Pension Scheme. Contributions will be made up of 3% of gross pensionable remuneration and 3.5% of net pensionable remuneration. The normal retirement age under this scheme is the same age at which the Contributory State Pension may be claimed, with a compulsory retirement age of 70 years.
Persons who commenced in Public Service Employment after 6th April 1995 and prior to 1st January 2013 will join the Local Government Superannuation Scheme 1998, subject to contribution and retirement age conditions as outlined.
Persons who commenced in Public Service Employment before 6th April 1995 have a minimum retirement age of 60 and a compulsory retirement age of 70, with contributions as prescribed.
PENSION ABATEMENTWhere applicable, pension abatement provisions under the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 will apply. Successful applicants will be required to complete a declaration in relation to previous Public Service pensionable employment.
PENSION ACCRUALA 40-year limit on total service that can be counted towards pension shall apply where applicable in accordance with the Public Service Pensions (Single Scheme and Other Provisions) Act 2012.
PROBATIONAppointments will be subject to a probationary period of 12 months, which may be extended at the discretion of the Chief Executive. Continued employment is subject to satisfactory service during this period.
PRE-EMPLOYMENT MEDICAL EXAMINATIONEach successful applicant will be required to undergo a medical examination prior to appointment. Costs may be reimbursed to Kilkenny County Council if the post is not taken up following the examination.
HOURS OF WORKThe person appointed will be required to work a 35-hour week Monday to Friday, equating to a 7-hour day.
ANNUAL LEAVEAnnual leave entitlement is 30 days per annum in accordance with Department of Environment, Community and Local Government Circular LG(P) 07/2011.
TRAVELHolders of the office must hold a full Irish driving licence for class B vehicles and provide and maintain a motor car for official duties. Travel and subsistence expenses will be refunded in accordance with relevant Department Circulars where applicable.
LOCATIONThe holder of the office shall reside in the district in which duties are to be performed or within a reasonable distance thereof.
SAFETY, HEALTH AND WELFAREThe holder of the post shall comply with Kilkenny County Council’s Safety Management System and all associated safety requirements.
TRAININGSuccessful applicants will be required to participate in training programmes relevant to the performance of the duties attaching to the post.
