Temporary Executive Officer, Media Freedom Act Implementation

About This Role

The Executive Officer - European Media Freedom Act Implementation is a 12 - month temporary contract in which the successful candidate will be employed by Cpl and you will work onsite in the Coimisiún na Meán’s office at 1 Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20, Ireland.

Role Purpose

This role will help to support the implementation of the European Media Freedom Act and Coimisiún na Meán’s related functions. ​

This role will support Coimisiún na Meán’s new responsibilities, including: ​

  • Developing and operating a media mergers assessment and decision-making framework. ​
  • Developing reporting guidelines and procedures for public authorities on State advertising expenditure and engaging with stakeholders on effective implementation of the state advertising requirements under EMFA.​
  • Developing reporting guidelines and procedures for Media Service Providers (MSPs) to adhere to transparency obligations and engage with the MSPs on compliance with the EMFA requirements.​
  • Supporting the Policy and Media Landscape teams on other projects, as required.​

Key Responsibilities

  • Providing administrative and organisational support across the team’s workstreams and projects.​
  • Supporting the media mergers team, including by gathering and analysing data to inform merger assessments.​
  • Supporting the implementation of state advertising transparency requirements, including engaging with public entities, maintaining databases, supporting reporting procedures and monitoring compliance.​
  • Updating and maintaining the media ownership database, engaging with Media Service Providers (MSPs) to ensure compliance with obligations, and monitoring and reporting on outcomes.​
  • Providing administrative and project support across the Media Landscape and Policy teams, as required.​

Essential Criteria ​​

  • Excellent administrative skills with strong attention to detail​
  • Demonstrated ability to develop and implement project plans, with a flexible approach to managing a range of projects simultaneously​
  • Excellent research skills, with the capacity to quickly assess and interpret complex information and its potential impact​
  • Strong interpersonal and relationship-building skills, with the ability to work collaboratively across teams and engage effectively with a range of stakeholders​
  • Excellent written and verbal communication skills, including the ability to draft policy documents, reports and guidelines​
  • Ability to work with agility in a fast-paced environment, adapting to changing priorities while maintaining focus on delivery​
  • Strong team player, contributing positively to team, division and wider organisational objectives​

Desirable Criteria

  • Experience working across a range of functions or teams​
  • A commitment to, and understanding of, media regulation and sector development​
  • An NQF Level 8 qualification or higher in law, policy, media or a related discipline

Benefits, Package & Pay​​

  • This position is offered on a temporary agency contract for a period of 12 months​
    The successful candidate will be employed by Cpl​.
  • Full time, 35 hrs per week​
  • Annual Leave: 23 days per annum, pro rata​
  • The role will be a hybrid role combining home and office working. Coimisiún na Meán’s current hybrid policy is 2 days in the office.​
  • The office is located at One Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20. ​
  • This position is graded at the Executive Officer scale.​
  • Successful candidates will be appointed on the first point of the scale. ​
