Temporary Higher Executive Officer, ICT Data Analyst
About This Role
The Higher Executive Officer - ICT Data Analyst is a 3 - Month contarct in which the successful candidate will be employed by Cpl and you will work onsite in the Coimisiún na Meán’s office at 1 Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20, Ireland.
Role Purpose
The Higher Executive Officer (HEO) - Data Analyst will work as part of the Data and Technology Team which is responsible for developing and implementing data quality, integrity, governance, and management in Coimisiún na Meán (“An Coimisiún”). The HEO Data Analyst will work across a range of multi-disciplinary functions within An Coimisiún: Regulatory Policy, Media Development, Media Landscape and Platform Supervision.
About the Team/Division
Key Responsibilities
- Developing internal data collection and analysis systems tracking key performance indicators (KPI’s) for An Coimisiún.
- Analysis to determine relevant trends and patterns as part of ongoing projects and reports.
- Responses to queries, and providing other Business Intelligence (BI) solutions, as requested.
- Ensuring that all reports, and other BI solutions, are comprehensively documented.
- Present analytical information to Management and stakeholders, as necessary.
- Support Audits and Freedom of Information requests as required.
- Assist with the development and implementation of Data Management and Data Strategies.
- Assisting in the design, development, and maintenance of Power Apps and Power Automate flows to streamline internal processes, enhance data workflows, and support digital transformation initiatives within An Coimisiún.
About You
Experience, Skills, Knowledge & Qualifications
Essential Criteria
- Relevant third level qualification (NFQ Level 8+) in data analytics, data science, statistics, or a related field.
- Strong analytical, mathematical, and numerical skills, with experience in data analysis and research methods.
- Ability to develop and maintain data collection, KPI tracking, and reporting systems.
- Experience managing and analysing quantitative and/or qualitative datasets using a logical, methodical approach.
- Good understanding of data management principles, governance, and best practices.
- Strong documentation skills, including preparing reports, BI outputs.
- Excellent communication skills to present analytical findings clearly to management and stakeholders.
- High attention to detail, accuracy, and the ability to meet deadlines in a dynamic environment.
- Experience supporting process improvements through Power Apps and Power Automate solutions.
Desirable Criteria
- Experience with analytics tools such as Power BI, SQL, Python, R or similar.
- Knowledge of statistical methods and techniques.
- Experience working with Power Platform (Power Apps, Power Automate, Dataverse).
- Background in compliance, audit, or regulatory environment
Key Information
Benefits, Package & Pay
- This position is offered on a temporary agency contract for a period of 3 months
The successful candidate will be employed by Cpl - Full time, 35 hrs per week
- Annual Leave: 29 days per annum, pro rata
- The role will be a hybrid role combining home and office working. Coimisiún na Meán’s current hybrid policy is 2 days in the office.
- The office is located at One Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20.
- This position is graded at the Higher Executive Officer scale.
- Successful candidates will be appointed on the first point of the scale.
