Role Purpose

The purpose of this position is to support the Data Protection and Freedom of Information Team across all aspects of the Team’s corporate service functions which includes:

1. Working with Enterprise Ireland’s Data Protection Officer (DPO) to support the:

· Monitoring of the agency’s compliance with the GDPR, including audits, awareness raising activity, training, risk assessments, vendor risk management, data sharing and the development of new policies and procedures as required.

· Management of the agency’s response to data incidents / breaches, subject access requests and data protection queries from staff and third parties.

2. Providing support to Enterprise Ireland’s Freedom of Information Manager to:

· Respond to Freedom of Information Requests as Decision Maker to ensure that all requests received under the Freedom of information Act 2014 are processed in line with the Act.

· Support the Freedom of Information Officer on training and awareness activities as well as managing the publication scheme and bi-annual metrics tracking.

3. Support the implementation of the records management programme across the agency to support the agency’s GDPR compliance programme and to assist in meeting FOI obligations.

Key Deliverables

The successful candidate will work in partnership with the DPO/Freedom of Information Officer to:

· Develop and update policies, processes and templates to further enhance data protection across the agency to support its compliance and accountability obligations.

· Ensure compliance in the agency’s processing activities, the monitoring of the data protection risk register, and all other data protection reference documents.

· Ensure the concepts of privacy by design and privacy by default are considered and implemented into future project planning.

· Assist in the implementation of a records management programme across the agency.

· Assist in processing Freedom of Information requests, in both a support and decision-making capacity.

· Inform and raise awareness of Data Protection and Freedom of Information across the agency through the design, development and implementation of awareness communication and formal training programmes.

· Continuous monitoring of external guidance and decisions to determine their impact on the agency's Data Protection and Freedom of Information programmes.

Functional Competencies (Key Skills and Knowledge)

· Demonstrated knowledge and experience of working within a GDPR compliance framework, supported by a relevant qualification in business administration, regulatory compliance or a related field and a commitment to undertake GDPR and FOI training towards certification is essential.

· Strong analytical and problem-solving skills with proven experience managing complex issues, conducting research, and developing clear, effective responses is essential.

· Proven track record of delivering results through teamwork and active knowledge sharing is essential.

· Experience in researching, drafting, editing and writing policies and procedures is essential.

· Experience as a Freedom of Information Decision Maker and/or experience in a compliance role is desirable.

· Proven experience in design and development of training and awareness material and formal training programmes is highly desirable.

· Proven experience in building and maintaining relationships.

· Proven ability to work both independently and as a part of a team.

· Ability to make timely and sound decisions and use sound judgement.

· Knowledge and understanding of Enterprise Ireland’s strategy and objectives.

Skills and experience in procuring external service providers and managing the ongoing contracts, relationships, and services with providers
