SECTION 1: THE ROLE

Cork County Council is seeking applications from suitably qualified candidates with relevant experience who wish to be considered for inclusion on a panel from which vacancies for Traffic/Litter Warden may be filled.

Key responsibilities of the role include:

  • Issuing fixed charge offence notices (fines), reports and preparing files for legal proceedings.
  • Giving evidence in Court.
  • Attending and participating in training as required.
  • Complying with Parent and Ancillary Safety Statements, including completion of Risk Assessments.

The initial vacancy to be filled is based in Youghal. However, the Traffic/Litter Warden may be required to provide temporary cover in adjoining towns or municipal districts as required.

A panel may be formed to fill this position and any future Traffic/Litter Warden vacancies arising during the lifetime of the panel.

The Traffic/Litter Warden shall report to the Council's Supervisor Traffic Management Countywide Parking Unit, or any other person designated by the Senior Executive Officer in the Community, Tourism and Rural Development Directorate.

SECTION 2: DUTIES

The duties may include, but are not limited to, the following. The post holder may also be required to perform other duties appropriate to the post and contribute to the development of the role while in office.

General Duties

i. Carry out duties throughout County Cork, with locations determined by the Director of Services or other appropriate Supervisor.

ii. Carry out functions specified in Sub-section (2) of Section 2 of the Local Authorities (Traffic Wardens) Act 1975 and comply with the provisions of the Act and relevant legislation.

iii. Carry out functions specified in Sub-section (2) of Section II of the Casual Trading Act 1980.

iv. Carry out duties assigned by the Director of Services or appropriate Supervisor in relation to enforcement of the Litter Pollution Act 1997–2003, Waste Management Acts 1996 (as amended), and other relevant legislation enacted by the Oireachtas.

v. Use information technology equipment as directed and upon receipt of appropriate training, including:

  • Personal computers
  • Existing handheld technologies
  • Mobile Workforce Management systems
  • Other technologies introduced by Cork County Council
  • Other assigned equipment

vi. Keep accurate records of offences for Court proceedings, attend Court and provide evidence when required.

vii. Write clear and concise reports as necessary.

viii. Perform other duties assigned by the Supervisor Traffic Management Countywide Parking Unit.

Parking Control Duties

i. Promote, encourage and enforce compliance with:

  • Local Authorities (Traffic Wardens) Act 1975 (as amended)
  • Road Traffic (Traffic and Parking) Regulations 1997 (as amended)
  • Road Traffic (Signs) Regulations 1997 (as amended)
  • Road Vehicles (Registration and Licensing) (Amendment) (No. 2) Regulations 1992
  • Casual Trading Act 1980–1995
  • Local bye-laws
  • Any new traffic and parking legislation
  • Amendments to the above legislation

ii. Patrol designated areas on a pre-arranged or random basis as instructed and issue fixed charge offence notices for:

  • Infringements of traffic and parking legislation and local bye-laws
  • Non-display of a current tax or registration disc on parked or stopped vehicles

iii. Keep records and undertake surveys as instructed, including:

  • Traffic counts
  • People counts
  • Car park occupancy surveys
  • Other related surveys

iv. Carry out standard maintenance of pay parking machines.

v. Collect monies.

Anti-Litter Duties

i. Patrol areas under the jurisdiction of Cork County Council and investigate reports received through:

  • The Anti-Litter Unit
  • Area Roads Offices
  • Municipal District Offices

ii. Observe and report spillages from motor vehicles or skips onto public roadways, including:

  • Grain
  • Fertiliser
  • Oil
  • Slurry
  • Concrete
  • Windblown materials
  • Other litter

iii. Monitor specified illegal dumping areas and compile evidence for prosecution of litter and dumping offenders.

iv. Identify private properties where litter is visible from public places and identify owners and occupiers.

v. Monitor fly-posting, advertising leaflets on vehicles and graffiti, and contact responsible parties for removal or initiate proceedings under relevant legislation.

vi. Detect offences relating to disposal of domestic refuse in public litter bins.

vii. Detect offences relating to presentation of domestic and trade refuse for collection by private waste contractors.

viii. Detect offences involving disposal of litter and refuse on public streets and identify offenders.

ix. Note infringements of Section 52 of the Local Government (Planning and Development) Act 1963, or amendments thereto, relating to indiscriminate dumping on derelict sites or buildings.

x. Issue on-the-spot fines for offences under the Litter Pollution Act 1997–2003.

xi. Assist Waste Enforcement Officers, Litter Wardens and Dog Wardens assigned to the Environment Directorate when required.

xii. Promote litter awareness, including:

  • Distribution of anti-litter materials
  • Visits to schools
  • Delivering presentations to schoolchildren regarding litter legislation and environmental impacts
  • Working with community groups to organise collection and removal of litter
  • Arranging and implementing anti-litter campaigns with:
  • Visiting commercial premises and other properties subject to Sections 6, 9 and 16 of the Litter Pollution Act 1997–2003 to encourage compliance through education, advice and persuasion
The Ideal Person Will Have
  • Excellent interpersonal, presentation and communication skills, both written and verbal.
  • Knowledge and understanding of the legislation that the Traffic/Litter Warden is required to promote and enforce.
  • Ability to promote, encourage and enforce compliance with traffic and parking legislation and the Litter Pollution Act.
  • Ability to work independently and as part of a team of Traffic/Litter Wardens.
  • Ability to build and maintain effective working relationships with:
SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS1. Character

Each candidate must be of good character.

The successful applicant will be subject to Garda Vetting before any appointment is confirmed.

2. Health

Each candidate must be in a state of health that indicates a reasonable prospect of providing regular and efficient service.

3. Education, Training and Experience

On the latest date for receipt of completed application forms:

i.

a) Candidates must have a good general education of a sufficient standard to fully understand and carry out the duties of the post.

b) Candidates must have:

  • Clear and legible handwriting
  • Good report-writing skills
  • Good record-keeping skills

c) Candidates must possess excellent communication and interpersonal skills.

ii.

Candidates must hold a full current European Communities Model Licence, Category B, free from endorsement.

iii.

Candidates must demonstrate proficiency in the use of computer software.

4. Age

Age restrictions apply only where a candidate is not classified as a new entrant under the Public Service Superannuation Act 2004.

Candidates who are not classified as new entrants must be under 70 years of age.

5. Transport

Holders of the office must:

  • Hold a full Class B driving licence.
  • Drive a motor vehicle in the course of their duties when required.
  • Provide and maintain a motor car to the satisfaction of the local authority.
Salary

The salary scale for the post is:

€821.36 - €851.36 basic per week

Increment scale:

  • €821.36
  • €825.28 after 0.5 years
  • €829.06 after 1.5 years
  • €831.16 after 2.5 years
  • €833.35 after 3.5 years
  • €835.50 after 4.5 years
  • €837.61 after 5.5 years
  • €839.81 after 6.5 years
  • €842.02 after 7.5 years
  • €844.39 after 8.5 years
  • €846.69 after 9.5 years
  • €849.11 after 10.5 years
  • €851.36 after 11.5 years

Entry point to the scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government.

In accordance with Departmental Circular Letter EL 02/2011, persons who were not serving local authority employees on or after 1 January 2011 will enter the scale at the minimum point.

Rates of remuneration may be adjusted from time to time in line with Government policy.

Where increment entitlement applies, increments are paid subject to satisfactory attendance, conduct and performance.
