The Position

Kerry County Council has a vacancy for Trainer within the Training Unit of the Human Resources Department. The role of the Trainer primarily involves the administration, organisation, delivery and recording of training to operational employees within our various Directorates in consultation with section managers across the county in accordance with Statutory and Local Authority sectoral requirements.

The Trainer will be required to deliver an extensive Training Programme on behalf of Management including Health & Safety Training Courses to Kerry County Council employees throughout the County, and may be required to deliver training through the Local Authority Services Regional Training Centres.

As part of the role, the Trainer will be required to undertake continuous personal development (CPD) and training course evaluations. Please see Duties and Responsibilities for examples of courses required to be provided.

Appointments: Subject to the availability of suitability qualified candidates a panel will be formed on the basis of this competition, from which offers of employment may be made.

Salary: €55,519 - €77,176 - with annual increments payable subject to satisfactory overall performance, attendance, etc.

Offers of appointment to persons who are not serving local authority employees will be based on the minimum of this scale. Where the person being appointed is a serving local authority employee, normal starting pay rules will apply.

Annual Leave: 30 days per annum

Hours of Work: While the normal working week will constitute 35 hours, the appointee will be required to work the hours directed by the Chief Executive of Kerry County Council, which will include hours outside of the normal working day associated with the responsibilities and requirements of the post.

A flexible working hours system is in operation.

The Person

Character:

Each candidate must be of good character.

Health:

Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Citizenship:

Candidates must, by the date of any job offer, be:

a)     a citizen of the European Economic Area (EEA), or

The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway

b)     a citizen of the United Kingdom (UK), or

c)     a citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons, or

d)     a non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa, or

e)     a person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa, or

f)      a non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa

Education/ experience, etc.:

Each candidate must, on the latest date for receipt of completed application forms:-

(a)   be certified as a SOLAS Safe Pass Accredited Tutor

(b)   hold a recognised third level qualification (NFQ Level 6 minimum) in civil engineering, construction, health and safety, or a related discipline, and

(c)   have at least five years satisfactory experience in construction works or civil engineering

(d)   have excellent communication, presentation and influencing skills

(e)   be competent in the use of IT software including the Microsoft Office suite

(f)    hold a full driving licence, EU Model for Class B Vehicles

Duties & Responsibilities

Reporting under the general direction of the Chief Executive to any other person designated, the principal duties and responsibilities of the Trainer will include:-

·       ensuring all up to date required accreditation is maintained

·       undertaking further training required to provide for performance of the role as directed, including, but not limited to:-

-        Signing Lighting & Guarding at Roadworks

-        Health & Safety at Roadworks

-        Location of Underground Services

-        Manual Handling

-        Abrasive Wheels

-        Winter Services Operators Courses

-        Driver Certificate of Professional Competence

-        Driver Walk-around check

-        Trench Support

-        Road Reinstatement

-        Stop & Go Operator

-        Bitumen Boiler

·       assist in the coordination, development, implementation, monitoring, review and update of training programmes

·       providing input as required in relation to Safety, Health & Welfare management within Kerry County Council, both at corporate level and within each operating department

·       promoting awareness of life-long learning opportunities across all levels of the organisation

·       provide toolbox talks

In addition, appointees will be required to:-

Ø  comply with Health and Safety legislation at all times

Ø  ensure an efficient and effective response to all stakeholders

Ø  participate in corporate activities and responsibilities appropriate to their grade

Ø  undertake any other duties of a similar level and responsibility as may be required, or assigned, from time to time

Ø  deputise for other employees of a higher grade as required

Essential Skills

In addition to meeting the eligibility criteria set out above, candidates must be able to demonstrate:-

·       good experience in developing and delivering training programmes

·       ability to work independently on own initiative and as part of a small team and deliver work on time and to a high standard in keeping with agreed plans and objectives

·       ability to multi-task, remain calm under pressure and meet tight deadlines

·       ability to, report and deliver on tasks and operate effectively within the corporate governance environment

·       strong interpersonal skills and self-initiative and an ability to develop key working relationships with stakeholders
