Salary: The 11-point salary scale for the post as of 01/08/2025:
€60,013, €61,479, €63,192, €64,911, €66,636, €68,176, €69,745, €71,272, €72,788, €75,397, €78,015 LSIs
New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.
The role of the Training and Development Manager is to:
Conduct a training needs analysis with the view to developing and delivering a training project plan for the organisation, including the structure and systems required to deliver training to the 1600+ workforce across all area, ensuring compliance with regulatory standards, and driving continuous improvement through evaluation and stakeholder engagement.
Candidates must have at the latest date of application:
- A degree in the area of Human Resources, Training & Development, Education or Behavioural Psychology.
and
- A willingness to undertake further relevant education and training.
- Experience of being part of change programme(s) in complex organisation(s).
- Experience of designing and delivering training programmes.
- Experience of managing and working collaboratively with multiple stakeholders.
- Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
- An understanding of the training requirements of the health and social care sector and associated legislative requirements.
- Membership of the Irish Institute of Training and Development (IITD) or the commitment to become a member within an agreed timeframe.
- On application candidates must have an up to date valid work permission and be eligible to work in Ireland.
- A full driving licence and access to appropriate transport to fulfil the requirements of the role which will involve travel.
Training & Development Expertise
- Proven track record in designing and delivering training programmes.
Experience with blended learning approaches and innovative, person-centred solutions.
Understanding of diverse learning methodologies and their workplace application.
Proficiency in MS Office (Word, Excel, PowerPoint, Outlook, Teams).

- Ability to prioritise, organise, and manage competing demands under tight deadlines.
Strong planning and resource management skills with a focus on value for money.
Capacity to initiate, develop, and implement action plans and programmes.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
