Reporting Relationship

The post holder will initially report to the General Manager, SAP CoE Business Delivery – Finance & Procurement or other designated nominated Manager.

Purpose of the Post

Manage and Lead the SAP CoE Training Teams covering both Finance and Procurement and HR/Payroll user base and relevant systems.

Integrate with and support the IFMS and NiSRP programmes of activity through each phase of deployment.

The post holder will manage and provide a strategic, comprehensive and wide range of quality training services.

The initial primary focus will be on the support, development and delivery of training for SAP Finance and Procurement (IFMS).

The post holder will be responsible for:

·        Delivery of training tasks, which includes defining and execution of the training strategy, maintenance of the training tools, carryout of training needs assessment, training planning and execution and training material preparation.

·        Strategic communications for training.

·        Ensuring training activities (both Internal & External) are integrated and planned in advance.

·        Developing & implementing policies, guidelines and standards for key training activity.

Principal Duties and Responsibilities

In performing their duties the SAP CoE Training Manager will:

  • Ongoing development and improvement of a detailed training strategy and plan for the support of the live Finance and Procurement and HR/Payroll systems
  • Ongoing development and support for each of the IFMS and NiSRP systems as each programme continues to rollout. The strategy will include the training modules, training content, course duration and trainee groups.
  • Work with the SAP CoE Finance and Procurement Business Delivery Manager or other designated nominated Manager, the SAP CoE Senior Management Team and both the IFMS and NiSRP Programmes with regards to supporting the implementation of training and the preparation of training materials
  • Plan, schedule and deliver all training.
  • Manage the Training Team, which may include internal and external training resources.
  • Align closely to the IFMS and NiSRP Change Leads to ensure each programme is adequately supported.
  • Attend and host periodic team meeting(s) and attend IFMS and NiSRP programme meetings as required.
  • Production of training materials for Finance and Procurement and HR/Payroll modules for each site.
  • Manage the team including the recruitment, development and day to day management of the training team
  • Produce a detailed end-user training schedule and ensure attendees receive notification of training days.
  • Work to continuously improve end-user experience by ensuring user-friendly methods of accessing training-related information is in place.
  • Agree training assessment and feedback approach.
  • Ensure records are kept of all attendees training and to ensure that the process to support SAP CoE Access and Security is maintained.
  • Sourcing of training facilities and ensuring they are fit for purpose.
  • Ensure that the SAP training clients are fully operational and necessary user profiles have been created.
  • Liaise with SAP CoE Change Management Team and the Change Management Board to ensure that any changes are captured and incorporated into the relevant training materials.
  • Work closely and build relationships with the various business stakeholders to ensure that they fully understand and are aligned to the training programs

Communications/Staff Engagement

  • Lead, develop and implement a training strategy and support its strategic objectives. This includes advising on optimum strategies (style, approach, materials) to support training.
  • Develop procedures, standards and ensure they are implemented consistently and appropriately.
  • Work collaboratively with externally appointed suppliers who may be required to assist on training activities or in the maintenance of training systems.
  • Ensure that all training materials and information are of a high standard and accessible to and appropriate for relevant audiences
  • Provide a support and advisory service to relevant management and staff members on training issues and opportunities.
  • Tailor training communications appropriately to the requirements of target groups.
  • Provide strategic advice and expertise to support the division’s objective to build an engaged, informed and motivated workforce, developing opportunities for staff to give feedback and contribute to decision making.
  • Manage and motivate staff assigned to the change and training functions.

·        Ensure that the effectiveness of all training delivered is measured and prepare analysis on the effectiveness of the training activity across the project.

Customer Service

  • Promote and maintain a customer-focused environment by ensuring customers are treated with dignity and respect.
  • Seek feedback from customers and implement change to incorporate same, in agreement with line manager.
  • Measure the service provided to customers.

Human Resources/Supervision of Staff

  • Supervise and enable other team members to carry out their responsibilities.
  • Review the conduct and completion of assignments of other staff in accordance with the operational plan and expected quality standards.
  • Create and maintain a positive working environment among staff members, which contributes to maintaining and enhancing effective working relationships
  • Manage the performance of staff, dealing with underperformance in a timely and constructive manner
  • Identify and agree training and development needs of team and design plan to meet needs
  • Conduct regular staff meetings to keep staff informed and to hear views
  • Keep in touch with workloads of staff members to gauge levels of stress and morale in the team

Change Management

  • Promote and participate in the implementation of change
  • Proactively identify inequities/inefficiencies in service administration and implement solutions to improve service delivery, in line with legislation and benchmarking against best practice structures
  • Embrace change and adapt local work practices accordingly by finding practical ways to make policies work, ensuring team knows how to action changes
  • Encourage and support staff through change process

Standards, Regulations, Policies, Procedures & Legislation

  • Contribute to the development of policies and procedures for own area.
  • Ensure the change and training materials are compliant with HSE and legislative guidelines.
  • Effectively discharge the day to day operations, including compliance with HSE Financial regulations and all HSE policies and procedures.
  • Assess and analyse compliance with National and EU legislative obligations, and national policies and procedures.
  • Ensure accurate attention to detail and consistent adherence to procedures and current standards within area of responsibility.
  • Maintain own knowledge of relevant policies, procedures, guidelines and practices to perform the role effectively and to ensure standards are met by own team.
  • Maintain own knowledge of relevant regulations and legislation e.g. HSE Financial Regulations, Health & Safety legislation, Employment legislation, FOI Acts etc.
  • Pursue continuous professional development in order to develop management expertise and professional knowledge.

·        Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene etc.and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.

·        To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

·        To act as spokesperson for the Organisation as required.

·        Demonstrate pro-active commitment to all communications with internal and external stakeholders.

Eligibility Criteria

Qualifications and/ or experience

Candidates must at the latest date of application, demonstrate, as relevant to the role:

·        Experience of managing or supporting Training and/or Change/Development teams in a dynamic, fast-paced environment supporting complex technology environments.

·        Experience of supporting SAP Finance and Procurement systems.

·        An awareness and understanding of the SAP HR & Payroll system and the NiSRP Programme

·        Experience of working collaboratively with multiple internal and external stakeholders as relevant to the role.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

  • A flexible approach to working hours is required in order to ensure deadlines are met.
  • Access to appropriate transport as post will involve frequent travel to other HSE locations

  • Experience of leading on the development and writing of professional reports and documents.
  • Experience of supporting user training
  • Knowledge of SAP Finance, Procurement and HR/Payroll modules or a strong cohort of these modules
  • Strong knowledge and experience in driving change in a large and complex organisation.
  • Extensive knowledge and experience in the planning & managing of events.

·        Proficiency with office systems including excellent knowledge of Microsoft Word, Excel, PowerPoint.

Remuneration

The Salary scale for the post is: €76,551, €77,238, €80,259, €83,292, €86,302, €89,325, €92,329(1/10/23)

Working Week

The standard working week applying to the post is 35 hours.

HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
