Principal Duties and Responsibilities
Clinical/Professional
Radiographer, Clinical Specialist PACS (RIS) will:
- Have overall responsibility for the quality, Integrity, safe use and data security of the Radiology Information System (RIS).
- Responsible for maintenance of the RIS on a day-to-day basis, including table building, house-keeping, trouble-shooting and user support
- Daily review of all orders on the system and investigation and clean-up of anomalies (DNAs, discharged patients / accounts, blank locations).
- The RIS manager needs to manage workflows, identify areas of risk and then investigate, communicate and liaise with Clinical Directors, Radiography Service Managers, Business Managers and clinical teams to ensure all patients are managed appropriately.
- Identify and rectify patient identification and database integrity issues to minimise clinical risk.
- Image management – assist with uploading and downloading digital/analogue images to and from external hospitals.
- Be responsible for the safe use of all equipment and adhering to instructions on its use; ensure other staff comply with same.
- Build, edit and terminate user accounts (Consultants, NCHDs, Nursing, Clerical) in line with NIMIS guidelines.
- Trouble-shoot local errors - investigate and correct data errors on RIS
- Provide support to system users and competently resolve any technical issues.
- Assist in the investigation and resolution of RIS related problems and escalating any issues that cannot be resolved at local level, in conjunction with the PACS Manager.
- Responsible for updating GPs (enabling and disabling) on system in conjunction with Healthlink and RIS ensuring accurate data is captured at all times. Linking these GPs to the appropriate patient to ensure the report is issued to the external source in an appropriate and timely manner.
- Monitoring the reports going via Healthlink and investigating any errors associates with same.
- Co-ordinate with IT Department, local teams and vendors regarding the integration of new systems/modalities and upgrades.
- Liaise and communicate with the national NIMIS team and participate with testing of new upgrades.
- Create, organise and deliver RIS training to clinical and non-clinical staff (face-to-face and remote).
- Lead education and training programmes for new and existing staff, including super users, radiology staff, non-radiology clinicians, NCHDs and nursing staff.
- Responsible for developing, implementing and maintaining all RIS related policies, procedures, guidelines and SOPs, including contingency, data administration protocols, operational policy, providing these for sign off by the Radiology Management Team and ensure these are communicated to all relevant staff
- To support qualified radiographers undertaking further study, giving advice and support as required.
- Be fully conversant with all usability features of NIMIS Metrix and co-ordinate and report appropriate statistics for the radiology department as requested
- Assist in meeting HSE and NTPF KPIs through data quality improvement and process review
- Analyse outliers, develop action plans and drive performance improvement.
- Generate and coordinate statistical reports using Metrix, including in-patient diagnostics, turnaround times, service demand, appointment summaries, cancellation and DNA reports, filmed, scheduled and unscheduled logs, Workflow Intelligence (formerly Peervue) and extended running order reports
- Overseeing the outsourcing process in conjunction with the PACS Manager and Radiology Administration Team, ensuring all workflows are streamlined.
- Ensuring that the NTPF/Waiting List reports are clean and accurate, addressing any anomalies before these are submitted to either IHA Waterford/Wexford, NTPF or RHA Dublin South East.
- Identify relevant legislation, guidelines, security updates and policies requiring implementation.
- Responsible for developing and operating a RIS quality assurance and audit programme, providing department audit reports and statistics.
- Liaise with the Radiation Protection Officer and Medical Physics on the collation of relevant data for audit and research purposes.
- Develop and implement the local and national strategies for long-term development of the RIS, its working practices and procedures.
- Lead new rollouts and upgrades of the RIS, which will enhance the service provided to users, in association with the NIMIS National Team and lead RIS integration for new modalities. Co-ordinate local testing of new RIS and NIMIS upgrades.
- Be the local expert and lead in all issues relating to and affecting RIS and advise on appropriate prioritisation and allocation of budgetary resources to support service development and improvement.
- Document and investigate complaints raised by system stakeholders relating to RIS.
- Be proactive and demonstrate flexibility in the implementation of change management in order to meet changing service needs.
- Respect and maintain the privacy, dignity and confidentiality of the service user and in relation to all hospital activities as per statutory requirements.
- Relate to and communicate with all other staff in a courteous and helpful manner at all times.
- Keep Radiography Service Manager(s) and Clinical Director updated on all matters relevant to service delivery.
- Deputise for the Radiography Service Manager(s) and PACS Manager as required
Health & Safety
Radiographer, Clinical Specialist PACS (RIS) will:
- Work in a safe manner with due care and attention to the safety of self and others.
- Implement agreed policies, procedures and safe professional practice by adhering to relevant legislation, regulations and standards.
- Contribute to risk assessment and oversee the implementation of the department’s safety statement; identify risks and take appropriate action.
- Document appropriately and report any near misses, hazards and accidents and bring them to the attention of the relevant person.
- Be responsible for the cleaning and proper care and storage of all safety equipment including personal protective equipment (e.g. lead aprons, thyroid shields).
- Be responsible for keeping their work area clean, tidy and safe.
- Have a working knowledge of HIQA Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards.
Quality & Audit
Radiographer, Clinical Specialist PACS (RIS) will:
- Maintain knowledge of all policies and procedures and enforce safety measures within the department.
- Participate in providing department audits and statistics.
- Respect and maintain the privacy, dignity and confidentiality of the service user as per statutory requirements.
- Advise on equipment selection, purchase, replacement and upgrading when required and maintain up-to-date knowledge on new developments.
Education & Training
The Radiographer, Clinical Specialist PACS (RIS) will:
- Participate in mandatory training programmes.
- Participate in continuing professional development including in-service training, attending and presenting at conferences/course relevant to practice, promoting and contributing to research etc. as agreed the Radiography Service Manager(s).
- Engage in performance review with his/her manager.
- Provide peer support when necessary.
- Identify teaching/learning/audit/opportunities within the department for themselves/others.
- Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
