Principal Duties and Responsibilities
The Clinical Specialist Radiographer (CT) will provide leadership in the delivery of specialised services as follows:
Clinical Operations
The Clinical Specialist Radiographer (CT) will:
- Undertake, as team leader, primary responsibility on a day-to-day basis for the CT service and the effective utilisation of all resources allocated.
- Embrace change and adopt local work practices accordingly
- Be accountable for the quality of the service provided, including customer service and technical aspects
- Contribute to the development and implementation of operational policies, protocols and guidelines to international best practice and standards.
- Advise on equipment selection, purchase, replacement or upgrading and be aware of the Health Service Executive (HSE) Procurement Policy.
- Contribute to the preparation of plans for the service – monitor and report on their implementation. Implement and maintain accurate information systems for clinical data in accordance with hospital standards.
- Maintain accurate records of equipment service, maintenance, malfunction, downtime and performance, as required, and co-ordinate preventative maintenance schedules in accordance with clinical demand.
- To maintain up to date knowledge of radiographic, clinical, technical, professional developments and promote awareness of new developments in CT. Ensure that best practices are implemented and maintained.
- Contribute and participate in quality initiatives within the department and support Quality within the department.
- Initiate and participate in clinical audit
- Advise on patient schedule and waiting lists to ensure optimum usage of CT facilities. Review CT waiting lists regularly.
- Demonstrate flexibility and be prepared to facilitate urgent cases when necessary, this may mean working through break times or staying late at the end of a duty.
- Ensure the Radiographers in the CT Unit adhere to best practice guidelines
- Liaise on an on-going basis with the Radiography Service Manager to ensure the smooth running of the CT Unit.
- Rotation to other general/specialised areas may be required from time to time
Service Need
The Clinical Specialist Radiographer (CT) will:
- Rotate to other general/specialised areas within the Radiology Departmen
- Flexibility in rostered working hours between 8am – 8pm will be introduced in line with completion of national negotiations.
- Commitment required to the On Call Rota.
Finance
The Clinical Specialist Radiographer (CT) will:
- Liaise with Radiography Services Manager on all financial matters.
- Contribute to financial planning and ensure that appropriate budgetary control procedures are implemented.
- Ensure that data on pay and non-pay expenditure is available, as required, in accordance with Departmental policy.
- Manage use of consumables efficiently.
Human Resources
The Clinical Specialist Radiographer (CT) will:
- Participate, as required, in human resource planning, recruitment and selection of staff.
- Support the Radiography Services Manager in the implementation of initiatives aimed at on-going service development and improvement.
- Promote and maintain a safe environment for staff and patients.
- Assist in the development and implementation of risk assessment management and health and safety strategies in association with appropriate personnel.
- Develop and maintain a training function, as may be required, in relation to qualified staff and/or trainees and students. Be responsible for, supervise and assess all training required.
- Contribute to the induction programme of all new members of staff.
- Assess the work performance of staff assigned to the CT department.
- Identify training needs of new staff in equipment and procedures.
- Liaise with Radiography Service Manager on the rotation of staff through the department to ensure an adequate number of trained staff are available.
- Liaise with the Radiography Service Manager on human resource issues, as appropriate.
- Liaise with Radiography Service Manager and other senior staff on the rotation of staff through the Department to ensure an adequate number of trained staff are available.
- Ensure that the “Dignity at Work” policy is understood and promoted in the Radiology Department.
- To adhere to all departmental policies including the Sick Leave Policy and Dress Code Policy
- Attend and contribute to staff meetings
- Foster team work within the CT Department
Health and Safety
The Clinical Specialist Radiographer (CT) will:
- Promote and maintain a safe environment for staff and patients.
- In line with the Safety, Health and Welfare at Work Act, 2005 all staff must comply with all safety regulations and audits.
- All accidents within the Department must be reported immediately.
- Assist in the development and implementation of Risk Management and Health and Safety strategies in association with appropriate personnel.
- Report, investigate and take appropriate action in accordance with hospital policy in relation to complaints, accidents, risk to patients, staff and members of the public.
- Investigate and take appropriate action in accordance with hospital policy in relation to complaints, accidents and incidents.
- Ensure that all hospital policies and relevant legislation on radiation safety is understood by staff and complied with.
- Contribute to Risk Assessment of the CT department and contribute to the departmental safety statement - all staff are responsible foridentifying, assessing and reporting all risks and for contributing to the management and review of all risks.
- Implement and maintain a quality assurance programme.
- Ensure all policies and operational policies are understood by staff. Ensure compliance with the standards. Monitor compliance with the standards.
- Supervision of all ancillary equipment.
- Ensure safe work practices are adhered to in the CT department.
Education & Training
The Clinical Specialist Radiographer (CT) will:
- Educate staff in relation to imaging techniques in CT as required.
- Participate in mandatory training programmes.
- Participate in continuing professional development including in-service training, attending and presenting at conferences/courses relevant to practice.
- Engage in performance review with his/her manager
- Provide peer support when necessary
- To manage, participate and play a role in the practice education of undergraduate Diagnostic Radiographers
Quality & Audit
The Clinical Specialist Radiographer (CT) will:
- Implement and maintain a quality assurance programme for the department and participate in the overall departmental QA programme / Audit programme.
- Participate in providing department audits and statistics.
- Respect and maintain the privacy, dignity and confidentiality of the service user as per statutory requirements.
Performance Management
The Clinical Specialist Radiographer (CT) will:
- Identify & develop Key Performance Indicators (KPIs) which are congruent with UHW’s service plan
- Manage and deliver KPIs as a routine and core business objective.
- Develop Action Plans to address non-attainment of KPI targets
- Drive, promote and support a Performance Management culture.
- In conjunction with the Radiography Services Manager, develop a Performance Management system for your profession in your area.
Risk Management, Infection Control, Hygiene Services
The Clinical Specialist Radiographer (CT) will:
- The management of Risk, Infection Control, Hygiene Services and Health & Safety is the responsibility of everyone and will be achieved within a progressive, honest and open environment. The Clinical Specialist Radiographer (CT) will be responsible for ensuring that staff comply with hygiene services requirements n your area of responsibility and monitor compliance with these standards. Hygiene Services incorporates environment and facilities, hand hygiene, catering, cleaning, the management of laundry, waste, sharps and equipment.
- Staff will be provided with the necessary education, training and support to enable them to meet this responsibility.
- The Clinical Specialist Radiographer (CT) will have a duty to be familiar with the relevant Organisational Policies, Procedures & Standards and must attend training as appropriate in the following areas:
- Continuous Quality Improvement Initiatives
- Document Control Information Management Systems
- Risk Management Strategy and Policies
- Hygiene Related Policies, Procedures and Standards
- Decontamination Code of Practice
- Infection Control Policies
- Safety Statement, Health & Safety Policies and Fire Procedure
- Data Protection and confidentiality Policies
- Employees must attend fire lectures periodically and must observe fire orders
- You are responsible for ensuring that you become familiar with the requirements stated within the Hospital Risk Management Strategy and that you comply with the Hospitals Risk Management Incident/Near miss reporting Policies and Procedures.
- You must foster and support a quality improvement culture through-out your area of responsibility in relation to hygiene services.
- Ensure all equipment is in good working order and cleaned as appropriate
- Your specific responsibility for Quality & Risk Management, Hygiene Services and Health & Safety will be clarified to you in the induction process and by your line manager.
- Each employee must take reasonable care for his or her own actions and the effect that these may have upon the safety of others.
- Employees must cooperate with management, attend Health & Safety related training and not undertake any task for which they have not been authorised and adequately trained.
- Every employee is required to bring to the attention of a responsible person any perceived shortcoming in our safety arrangements or any defects in work equipment.
- It is the responsibility of each employee to be aware of and comply with the HSE Health Care Records Management / Integrated Discharge Planning (HCRM / IDP) Code of Practice.
- Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etcand comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role
