Principal Duties and Responsibilities
The below duties and responsibilities will be carried out under the governance and in conjunction with the Non Clinical Support Services Manager
- To be accountable for the day-to-day management and development on non-clinical facility services in conjunction with the relevant Heads of Service
- Preparation of business cases and other proposals to meet the strategic objectives of the Hospital.
- Responsible for delivering on performance metrics within tight deadlines. The development of action plans to address KPI targets.
- Implementation of continuous quality improvement initiatives.
- Represent the hospital as required and develop effective partnerships with internal and external stakeholders.
- To play a pivotal supporting role in driving health and safety initiative, updating the Site Specific Safety Statement and working closely with the Support Services Manager to ensure Health & Safety standards are upheld.
- To lead out in aspects relating to Emergency Planning including the Major Emergency Plan and other associated plans.
- Under the governance of the Support Services Manager provide leadership and proactively managing the day-to-day non-clinical operational activities at University Hospital Waterford.
- To proactively lead and participate in continuing education and research activities consistent with the role.
- The post holder will be required to deputise for the Support Services manager during periods of leave ensuring the effective continuation of services in line with operational and service needs.
- The post holder will be required to undertake tasks and responsibility delegated by the Support Services Manager as required, supporting the smooth delivery and development of the service.
- The post holder will be required to remain flexible and adaptable in response to an ever changing environment, supporting the service and staff through any potential periods of restructure and change.
- The post holder will be required to work cohesively with all departments within support service and the wider cross functional teams to ensure optimal service delivery.
- The successful post holder will play an active and support role in a number of committees including the Health & Safety Committee, Environmental Monitoring Committee, Green Team Committee and any other relevant committee
- In conjunction with the Non Clinical Support Services Manager the successfuL candidate will collaborate with the relevant fire officer to ensure compliance with fire safety regulations and support fire safety to maintain a safe environment for staff and service users.
Planning & Operations
- Assist the Non Clinical Support Services Manager in providing leadership and supervision to the following services:
o Health Care Records Department
o Portering Services
o Catering Services
o Laundry services
o Security/Hygiene Services
o Medico Legal
o Switchboard Services
o FOI/ Data Protection
o Other services as may be assigned
- Work collaboratively with Service Managers, Clinical Directorates, Estates Department, Design Teams, Specialist Consultants, Fire Consultants, Catering Project Managers, Hospital Consultants, Director of Nursing, Quality & Patient Safety Manager, Risk Manager, Business Managers, and Divisional Nurse Managers to ensure high quality, efficient services for the benefit of patients and ensure the quality of the facility meets the needs of the service going forward.
- Work collaboratively with the Estates / Technical Services Departments to ensure projects are delivered efficiently and effectively.
Finance
- Support the Non Clinical Support Services Manager in the monitoring of budgets, expenditure ensuring that financial processes are followed in line with finical regulations.
- Assist and contribute to identifying opportunities for cost efficiency and value for money within the service
- Develop Business Cases in respect of services as and when required.
- Develop, implement and evaluate strategies to manage all expenditure and maximise potential savings in relation to the provision of services.
- Oversee the operational element around IFMS system, working cohesively with all relevant stake holders to ensure the timely effective delivery of services.
Human Resource
- In consultation with the Non Clinical Support Services Manager, HR Manager and heads of departments develop & implement workforce planning for each department in collaboration with relevant Directorate/ Department.
- Work in conjunction with the Non Clinical Support Service Manager and HR Manager to support the recruitment and selection of staff.
- Assist the Non Clinical Support Services Manager and service Managers in maintaining a staff development and feedback system, which will include personal professional development as applicable.
- Responsible for assisting each head of department to devise operational policies, practices and procedures to ensure delivery of quality services.
- Implementation of Absence Management Policy in liaison with the Managers & Employee Relations.
- Assess the training needs of staff in conjunction with HR Manager and heads of departments to meet the needs of Business & Non-Clinical Services Departments.
- Review and monitor training compliance to ensure all mandatory training is completed and develop action plans to achieve full staff participation.
- Participate in the setting up, monitoring and recording of training programmes for Support Staff and other staff under areas of responsibility.
Quality Assurance
- Continuously evaluate the effectiveness of the services and under the governance of the Non Clinical Support Services Manger introduce related changes where appropriate.
- Identify and implement working and operational standards for the various functions under their control.
- Ensure that best practice standards are in operation and that regular monitoring is undertaken through audit.
- Monitor and research new developments and encourage adoption of new ideas and technology throughout the hospital
- Have a strong working knowledge of all related Standards including Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections & Nutrition and Hydration
Quality, Standards & Patient Safety
- Maintain and implement continuous quality improvements in consultation with the Quality & Patient Safety Manager and other Managers as appropriate.
- Identify and implement working standards for the various Departments under their controls in Line with Statutory, Regulatory and Best Practice.
- Develop and implement procedures for notifying and rectifying issues and problems.
- Ensure compliance with all health & safety, return to work protocols and regulatory procedures in relation to Support Services and other services.
- Be familiar with the relevant organisational policies, procedures & standards and attend training as appropriate.
- Review and update departmental policies and procedures in conjunction with the Support Services Manager and Department Heads as necessary.
- To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
