Principal Duties and Responsibilities

A Grade VII will work as a member of HSE Procurement work stream and will be required to:

  • Work individually and as part of a National HSE Procurement Team to contribute to the development and delivery of a rolling annual procurement plan consistent with the prioritised needs of the HSE.
  • Supervise members of the Procurement team and enable other team members to carry out their responsibilities as required.
  • Engage with customers and manage queries
  • Engage with the supply base e.g. market place.
  • Perform market analysis
  • Develop sourcing and demand management strategies.
  • Manage and monitor key performance indicators.
  • Support the achievement of Value for Money (VFM) Targets.
  • Contribute to Public Sector Procurement initiatives including the implementation of the new Government Procurement Model e.g. transition of non-health categories and participation on national Category Councils as required etc.
  • Utilise Procurement policies, guidelines, standards and best practices as appropriate.
  • Engage with, and have an awareness of, the HSE Transformation programme.
  • Ensure the efficient administration of area of responsibility.
  • Appropriately delegate responsibility and authority.
  • Execute assignments in accordance with agreed plans, time budgets and deadlines.
  • Ensure deadlines are met and that service levels are maintained.
  • Effectively discharge the day to day operations, including compliance with all relevant regulations, legislation, policies and procedures.
  • Implement the HSE Logistics Strategy and best practice Supply Chain Management.
  • Manage supply chain and P2P processing within area of responsibility.
  • Provide control assurance regarding HSE policies and procedures.
  • Deliver security of supply, procurement compliance and value for money within assigned area of responsibility.
  • Manage the supply base. Influence the development and implementation of leading practice portfolio and category strategies.
  • Actively support cooperative working with other work steams of Procurement.
  • Support the achievement of VFM Targets.
  • Report on and manage key performance indicators.
  • Procurement Systems including, Catalogue Management, Standard Operating Procedures (SOP) design & development, reporting and analysis.
  • Participate in cross functional teams
  • Monitor and report against performance indicators,
  • Contribute to the development, communication and implementation of all relevant policies, procedures and guidelines as required.

General

  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards.
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
