The position of Grade V encompasses both managerial and administrative responsibilities which include the following:

SAP/OM

  • Liaising with Line Managers to co-ordinate and process requests for OM transactions on receipt of OM1 and OM2 forms.
  • Liaising with relevant Finance Departments in maintaining correct funding of positions and org units.
  • Creation of Organizational Units, Positions and OM object relationships.
  • Maintenance of Org Units and Positions where changes are required.
  • Creation and maintenance of OM reporting relationships such as Manager to Org Unit, Manager to Position, Time Returning Officer to Org Unit.
  • Provision of Census data to management.
  • Liaise with HSE National Personnel Records (NPR) advising of changes to position and org units on the OM structure.
  • Liaise with HSE Workforce Planning as required.
  • Liaise with HSE HPSA to co-ordinate changes requiring technical configuration when required. Log issues arising via National Weblog and follow up regarding status of requests.
  • Liaise with HPSA Business Intelligence Unit in creating reports to assist business functions.
  • Ensure the efficient day-to-day administration of area of responsibility.
  • Ensure deadlines are met and that service levels are maintained.
  • Ensure an even distribution of workload among team, taking into account absence due to annual leave etc.
  • Use appropriate technology to ensure work is completed to a high standard.
  • Ensure that archives and records are accurate, maintained confidentially and readily available to the appropriate authority.
  • Ensure line management is kept informed of issues that arise and require input.
  • Ensure that the service is kept informed and that their views are communicated to the management team.
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
  • Report monthly to Line Managers to verify existing OM structure is up to date.
  • Requirement for the undertaking of the TRO role where required.

Training and Development

  • Develop and manage the training and development function for UHW and work in collaboration with the Training Officer to deliver training on a range of HR materials.
  • Work with HSEland in the development and maintenance of the training HUB for UHW.
  • Liaise with Line Managers on a Training Needs Analysis and work collaboratively to devise a delivery plan to meet the requirements of each department.
  • Run monthly statistical reports for distribution to Senior Management, and Line Managers to include the requirement for course specific refresher training.
  • Schedule training events and venues in line with HSE guidelines.

Human Resources / Supervision of Staff

  • Supervise and ensure the wellbeing of staff within own remit
  • Respond to HR queries from both staff and Management
  • Assist local management to ensure appropriate management of pay bill monitoring and employment control in line with HSE’s Pay and Numbers Strategy 2023
  • Ensure an even distribution of workload amongst the team, taking into account absence due to annual leave etc.
  • Create and promote a positive working environment among staff members which contributes to maintaining and enhancing effective working relationships
  • Promote cooperation and working in harmony with other teams and disciplines
  • Deal with under performance in a timely and constructive manner
  • Identify training and development needs of staff in own area
  • Pursue and promote continuous professional development in order to develop management expertise and professional knowledge
  • Provide support to staff and line managers in relation to SAP self-service.
  • Assist with Industrial Relations as required by HRM/Deputy HRM.

Administration

  • Ensure the efficient day-to-day administration of area of responsibility
  • Ensure deadlines are met and that service levels are maintained
  • Ensure policies and procedures are well documented, understood and adhered to
  • Ensure that archives and records are accurate, maintained confidentially and readily available to the appropriate authority
  • Ensure line management is kept informed of issues
  • Ensure that stakeholders are kept informed and that their views are communicated to middle management
  • Maximise the use technology in ensuring work is completed to a high standard

Customer Service

  • Promote and maintain a customer focused environment by ensuring service users / customers are treated with dignity and respect
  • Seek feedback from service users / customers and implement change to incorporate same, in agreement with Line Manager

  • Ensure accurate attention to detail in own work and work of team
  • Actively participate in innovation and support change and improvement initiatives within the service; adapt local work practices ensuring team knows how to action changes
  • Monitor efficiency of service provided by team, identify and implement changes to the administration of the service where inefficiencies arise
  • Encourage and support staff through change processes

Standards, Policies, Procedures & Legislation

  • Maintain own knowledge of relevant HSE policies, procedures, guidelines and practices to perform the role effectively and to ensure current work standards are met by own team
  • Maintain own knowledge of relevant regulations and legislation e.g. Financial Regulations, Health & Safety Legislation, Employment Legislation, FOI Acts, GDPR
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
