Waiting List Reform Executive
Background
The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).
Its key functions are:
- Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
- Collecting, collating and validating information on persons waiting for public hospital treatment.
- Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
- Furnishing advice to the Minister for Health oun related issues.
- Performing any other function assigned by the Minister for Health, since July 2012 this includes responsibility for the publication of outpatient waiting lists.
In carrying out its functions, the NTPF works closely with the Department of Health, the HSE, acute public hospitals and private nursing homes across the health system.
Waiting List Reform (WLR)
Waiting List Reform is responsible for leading the National Treatment Purchase Fund’s (NTPF) work in developing and maintaining processes and operational systems both within the NTPF and in respect of waiting list management in the health system nationally. By improving processes and systems, WLR drives quality patient information, equity, improved governance, national standardisation, efficiency and the provision of access and shorter wait times for patients nationally.
WLR currently has established work streams to support the development and implementation of new and improved processes for Outpatient, Inpatient, Day Case and Planned Procedure, and Radiology Diagnostics waiting list management. Reporting of waiting lists for Outpatient (OP), Inpatient/Day Case (IPDC) and Radiology Diagnostics will be brought in line with international best practice otherwise known as “Best Practice Reporting” (BPR).
The Role
The Waiting List Reform Executive role reports directly to the Waiting List Reform Manager. The duties of the role will be as defined by the Director of Waiting List Governance and Reform and may be adjusted in light of changing priorities.
