Responsibilities

The responsibilities of the role outlined in this job description are indicative of the currently envisaged scope and may be added to or altered as required, in line with the requirement of SEAI across Business Units/Department.

They will include, but are not limited to, the following:

  • Support the coordination and performance management of the Warmer Homes Scheme (WHS) contractors to ensure delivery in line with scheme rules, technical standards and quality requirements.
  • Work closely with contractors, the Managing Agent and internal stakeholders to support delivery of programme objectives and contractual requirements.
  • Monitor programme performance (e.g. progress, quality, timelines, completions) and escalate risks, delays and issues as appropriate.
  • Contribute to quality assurance and continuous improvement by identifying trends, recurring issues and opportunities to enhance programme delivery.
  • Support the management and follow-up of quality issues, non-compliance and corrective actions with contractors and delivery partners.
  • Assist with contractor onboarding, engagement and communications to promote consistent understanding of programme requirements and good delivery practice.
  • Maintain accurate programme records and support reporting, dashboards and briefing materials to enable effective oversight and decision-making.
  • Support complaint and resolution processes, coordinating inputs, tracking actions and ensuring timely resolution in line with programme and customer service standards.
  • Other duties as assigned by the Warmer Homes Engineer or Programme Manager.

To ensure that activity peaks within the Department are addressed in a proactive manner, it is expected that the candidate appointed to this role will need to be flexible in terms of working hours during these periods.

Knowledge & Skills

The knowledge and skills required include, but are not limited to, the following:

  • Good understanding of programme delivery in a regulated, compliance-driven or technical environment (ideally retrofit, energy, construction, housing or similar).
  • Strong organisational skills, with the ability to manage multiple workstreams, priorities and deadlines in a structured and efficient manner.
  • Strong analytical and problem-solving skills, including the ability to interpret performance data, identify trends and support evidence-based decision-making.
  • Effective communication skills (written and verbal), including the ability to prepare clear reports and engage with both technical and non-technical stakeholders.
  • Strong stakeholder engagement and interpersonal skills, with the ability to build and maintain effective working relationships.
  • Sound judgement and the ability to manage complex, ambiguous or time-sensitive issues, including appropriate escalation where required.
  • Proficiency in business systems, spreadsheets and reporting tools, with strong attention to detail and a disciplined approach to documentation and process compliance.
ESSENTIAL REQUIREMENTS

The successful candidate must be able to demonstrate:

  • An honours degree (a minimum of NFQ Level 8 or greater) or equivalent professional qualification in a relevant technical discipline such as Construction Management, Engineering, Science, Architecture, or Energy Management/Retrofit, and a minimum of 3 years’ experience working in this or a related sector or in a similar role.

Or

  • An ordinary degree (a minimum of NFQ Level 7 or greater) or equivalent professional qualification in a relevant technical discipline such as Construction Management, Engineering, Science, Architecture, or Energy Management/Retrofit, and a minimum of 5 years’ experience working in this or a related sector or in a similar role.

Or

  • A third level certificate (a minimum of NFQ Level 6 or greater) or equivalent professional qualification in a relevant technical discipline such as Construction Management, Engineering, Science, Architecture, or Energy Management/Retrofit, and a minimum of 8 years’ experience working in this or a related sector or in a similar role.
  • Experience of ensuring compliance to programme design/regulations.
  • Successful track record in delivering programme analysis and utilising analytical tools (e.g. Excel, Power BI).
  • Strong communication skills (written and verbal), including report writing, presenting, public speaking, and the ability to communicate complex concepts to both technical and non-technical audiences.
DESIRABLE REQUIREMENTS
  • Experience in the retrofit or energy sector.
  • Experience of change management.
  • Experience of Quality Management.
  • Experience of complaints resolution.
  • Experience of contractor management.
  • BER assessor qualification.
  • Experience of delivering positive customer experiences.
  • Proficiency in the Irish Language.

Code of Practice

This campaign is being organised in accordance with the existing Code of Practice "Appointment to Positions in the Civil Service and Public Service" published by the Commissioners for Public Service Appointments (CPSA).

Tenure

This position will be offered on a 5-year Fixed Term contract basis.

Salary Payment Arrangements

The Level D salary scale for this position, effective from 1 June 2026, is as follows:

€53,071 to €78,058 (inclusive of one Long Service Increment (LSI1), which applies after three years' additional service at the maximum of the grade).

Incremental progression will be subject to satisfactory performance.

Important Note:

Candidates should note that entry will be at the first point of the scale and the rate of remuneration, including incremental progression, will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Different terms and conditions may apply if you are currently a serving civil or public servant.

Location

The place of work will be based at one of the SEAI offices as listed on the cover page.

SEAI offers the option to work in a hybrid working arrangement, in line with the SEAI Blended Working Policy.

SEAI reserves the right, at its discretion, to change the working location within reason on any future date.

Blended Working Arrangements

As an employer, SEAI operates a blended working policy that facilitates access to remote working options, having regard to work-life balance/integration, mental health, and the need for a safe and productive working environment.

Blended working arrangements will be operated under SEAI’s Blended Working Policy, which currently requires staff to work from the office a minimum of two (2) days per week.

Availability and patterns of blended working will be based on business needs and the suitability of the role and may be subject to change should business needs dictate.
