Weighbridge Operator
Duration: Permanent, Part-time
Hours: 32 hours per week on a shift basis; additional hours may be required to meet the needs of the post. Shift patterns are subject to change.
Location: Gortrush Depot, Omagh. However, the post holder may be required to work at other areas across the district as directed.
Salary: Scale 2+1; SCP 5-7; £13.26 - £13.69 (pro-rata) per week
Salary will be paid on a monthly basis.
Main Purpose of the Post
To assist in the provision of an efficient weighbridge operation and carry out associated clerical support tasks and any on-site duties allocated.
Service Delivery
• To undertake the duties of the post, at all times, in a manner that enhances and promotes a positive image of the Council and its employees.
• To deal with the on-site users in a polite and courteous manner.
• To work as part of the team during periods of adverse weather conditions and assist with, for example, gritting, snow clearance, debris clearance, and sandbagging.
Health and Safety
• To take reasonable care for the health and safety of self and others, at all times, in accordance with Health and Safety legislation and the Council’s Codes of Practice and procedures.
• To exercise proper care in the handling, operating, and safeguarding of tools, equipment, vehicles, or appliances in the operation of allocated duties.
• If required, be responsible, under supervision, for the safe use, storage, handling, and recording of chemicals according to COSHH procedures.
• To follow safe systems of working and attend toolbox talks as required.
• To attend all health and safety-related courses.
• Use and maintain equipment provided such as lone working devices, mobile communications, and logging systems for maintenance management.
• To wear and take care of the designated PPE provided.
• Report accidents, incidents, and near misses.
Recording and Reporting
• Record and report details of all maintenance issues, defects, damages, and complaints to the Line Manager.
• To use and avail of electronic technology (e.g., mobile phones) provided for communication purposes.
• Report damage to on-site Council property such as signs, equipment, etc.
Learning and Development
• To participate in planned learning and development and undertake designated training to ensure knowledge and skills are kept up to date (e.g., Customer Care, Recycling, and Duty of Care Regulations).
• To identify learning and development opportunities that will assist with improved service delivery.
Policies & Procedures
• To comply with all Council policies and procedures, including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol.
Main Duties of the Post
• To assist in the provision of an efficient weighbridge facility for domestic and trade waste entering the Civic Amenity Site/Waste Transfer.
• To operate a computerised weighbridge facility for vehicles entering/leaving the site and provide a range of general clerical duties in support of the facility—such as dealing with telephone calls, upkeep of site records and inspections, processing relevant on-site documentation, and collating data as required (e.g., monthly finance reports, invoicing customers, monthly data on waste levels entering the site).
• Monitor the types of materials coming on-site and ensure that materials outside the site license are refused or quarantined in the appropriate area. Complete associated waste inspection and rejection documents.
• Categorise waste arriving at the site, including identifying commercial waste loads/customers to ensure compliance with the site charging policy. By the use of on-site traffic control barriers, safely control the flow of traffic through the site.
• Ensure the Duty of Care Legislation is enforced regarding the gathering and filing of Waste Transfer Notices and checking Waste Transfer Licenses.
• Provide advice, direction, and support to all facility users in the separation of materials for recycling and ensure site user compliance with health and safety procedures, including control and enforcement of the Wheelie Bin Ban Policy and Hi-Vis controlled areas.
• Assist the site attendants in checking/securing the site at closing time. Ensure the site is litter-free and tidy and undertake necessary cleaning duties. Follow the lone worker procedure in relation to closing arrangements.
• Assist and support other Recycling Centre staff from time to time.
General
• To ensure full compliance with all Health and Safety at Work legislation in accordance with the Council’s Health and Safety at Work policy and all associated procedures and guidance and to be an advocate for high standards of Health and Safety performance.

• To implement and adhere to all Financial and Procurement policies and procedures.
• The post holder will be expected to be flexible and adaptable to meet the changing needs and requirements of the organisation. The above list should not be seen as exhaustive, and the post holder will be expected to undertake other relevant duties as required.
Essential Criteria
Six months of relevant experience in the following areas:
a. Competent in the use of ICT application packages
b. Clerical experience including maintaining up-to-date and accurate records
• Experience of dealing confidently and effectively with members of the public
• Experience of working in a responsible manner, using initiative, and with minimum supervision
• Access to transport to meet the needs of the post
Desirable Criteria
• Previous experience working within the Waste Management / Recycling Industry, Metal Recycling, Transfer Station, Quarry, or Aggregate environment
• Previous experience working with either Globe Weigh or Avery Systems software weighbridge packages
