1. The Position The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Senior Library Assistant. It is proposed to form a panel of qualified candidates from which vacancies both permanent or temporary will be filled during the lifetime of the panel. The Senior Library Assistant is a frontline and key support position within the structure of the Library Service. A Senior Library Assistant makes a valuable contribution to the provision of the library service centrally and at local branch level by providing support to library management and supervising staff. The Senior Library Assistant will work under the direction of the Librarian/Staff Officer, or such person as may be assigned from time to time by Donegal County Council. The Senior Library Assistant may deputise for the Librarian/Staff Officer/Executive Librarian and will represent the Librarian/Staff Officer and the organisation as required. The main role of the Senior Library Assistant is the delivery of the library service (public and/or support) in the geographical and functional areas specified in this role description, in line with the priorities identified in The Library is the Place: National Public Library Strategy 2023-2027 and Cultúr le Chéile: Strategic Plan for Culture Division 2022-2026. Donegal County Library The Library Service is based in the Planning, Communities and Culture Directorate of Donegal County Council. The library network includes 13 libraries and 8 Taobh Tíre community partnership service points as well as a Cross-Border Mobile Library Service run in partnership with Libraries NI. Online library services and resources are developing rapidly, as are the options for self-service including the My Open Library Service. As the Library Service is part of the Culture Division it is expected that Senior Library Assistants will work with colleagues from across the Division on programmes and projects, from time to time. Qualifications & Requirement of the Post The Department of Housing, Local Government and Heritage has declared that the qualifications for Senior Library Assistant will be as set out below: (a) Character: Candidates shall be of good character. (c) Remuneration The current annual pay-scale is €35,613 minimum to max LSI2 €54,911. (as per Circular EL 07/2025). Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. New entrants will commence on the minimum point of the scale. (d) Base The base for the post of Senior Library Assistant shall be determined by the Council and will depend on the particular area and service to which the post holder is assigned. The role of Senior Library Assistant may involve some travel, with some trips involving overnight stays and associated costs covered by the appropriate allowances. (e) Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. (f) Working Hours / Annual Leave The normal hours of work will be 35 hours per week. The Council reserves the right to alter the hours of work from time to time. The Senior Library Assistant role will involve some work outside of normal business hours including evenings and Saturdays. Annual leave allowance will be a maximum 30 days for all applicants. (i) Conflicts of Interest The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his duties as a local authority employee. (j) Garda Vetting Candidates for the post may be subject to Garda Vetting. Please note all candidates must attain a satisfactory Garda Vetting Disclosure prior to appointment, otherwise the offer of employment will be withdrawn. Purpose of the Post As outlined in this job description, the cCNS pathway will facilitate the post holder to be supported to professionally and clinically develop the skills and knowledge required to achieve the competencies of the CNS role . The cCNS post holder will be enabled to deliver care in line with the five core concepts of the role set out in the Framework for the Establishment of Clinical Nurse/Midwife Specialist Posts, 4th edition, National Council for the Professional Development of Nursing and Midwifery (NCNM) 2008. The cCNS clinical role is based on the core concepts and associated competencies for the CNS/CMS (adapted from NCNM 4th edition 2008) The concepts are: · Clinical Focus (Direct and Indirect Care) · Service user/Service User Advocacy · Education and Training · Audit and Research Consultancy (including leadership in clinical practice) cCNS Patient Caseload · The cCNS Haematology will assist in the care for patients over 18 years old and work alongside the Haematology Clinical nursing and medical team to delivery holistic care which is focused on individual needs. There are two strands to Haematology nursing care – malignant and non-malignant. Treatments for haematological malignancies can vary significantly in intensity from surveillance, through outpatient chemotherapy and immunotherapy, to complex inpatient therapy up to the level of allogeneic stem cell transplantation. The non-malignant also require treatment and care. Principal Duties and Responsibilities Clinical Focus The cCNS will be supported to: Develop a strong service user focus whereby the specialty defines itself as nursing/midwifery and subscribes to the overall purpose, functions and ethical standards of nursing/midwifery. The clinical practice role may be divided into direct and indirect care. Direct care comprises the assessment, planning, delivery and evaluation of care to the service user, family and/or carer. Indirect care relates to activities that influence and support the provision of direct care. Direct Care Throughout the agreed pathway, the cCNS will be enabled to develop the specific knowledge, skills and competencies to: · Provide a specialist nursing/midwifery service for service users with a diagnosis of haematological condition who require support and treatment through the continuum of care · Undertake comprehensive service user assessment to include physical, psychological, social and spiritual elements of care using best evidence based practice in haematology care · Use the outcomes of nursing/midwifery assessment to develop and implement plans of care/service user group management to contribute to the plans of service users, their families/carers and the MDT · Monitor and evaluate the service user’s response to treatment and amend the plan of care accordingly in collaboration with the MDT and service user, family and/or carer as appropriate. · Make alterations in the management of service user condition in collaboration with the MDT and the service user in line with the nursing/midwifery aspect of agreed pathways and policies, procedures, protocols and guidelines (PPPG’s). · Accept appropriate referrals from MDT colleagues · Co-ordinate investigations, treatment therapies and service user follow-up · Communicate with service users, family and/or carer as appropriate, to assess service user needs and provide relevant support, information, education, advice and counselling as required · Where appropriate, work collaboratively with MDT colleagues across Primary and Secondary Care to provide a seamless service delivery to the service user, family and/or carer as appropriate · Participate in medication reconciliation taking cognisance of poly-pharmacy and support medical and pharmacy staff with medication reviews and medication management · Identify and promote specific symptom management strategies as well as the identification of triggers which may cause exacerbation of symptoms. Provide service user with appropriate self-management strategies and escalation pathways · Manage nurse led haematology clinics in collaboration with the MDT · Identify health promotion priorities for the service user, family and/or carer and support service user self-care in line with best evidence. This will include the provision of educational and health promotion material which is comprehensive, easy to understand and meets service user’ needs. Indirect Care Throughout the agreed pathway, the cCNS will be enabled to develop the specific knowledge, skills and competencies to: · Identify and agree appropriate referral pathways for service user with haematological conditions · Participate in service user case reviews with MDT colleagues · Use a case management approach to service user complex needs in collaboration with MDT in both Primary and Secondary Care as appropriate · Take a proactive role in the formulation and provision of evidence based PPPGs relating to haematology care · Take a lead role in ensuring the nursing/midwifery service for service user with haematological condition is inline with best practice guidelines and the Safer Better Healthcare Standards (HIQA, 2012) Service user/Client Advocate · Throughout the agreed pathway, the cCNS will be enabled to develop the specific knowledge, skills and competencies to: · Communicate, negotiate and represent service user, family and/or carer values and decisions in relation to their condition to MDT colleagues in both Primary and Secondary Care as appropriate · Develop and support the concept of advocacy, particularly in relation to service user participation in decision making, thereby enabling informed choice of treatment options · Respect and maintain the privacy, dignity and confidentiality of the service user, family and/or carers · Establish, maintain and improve procedures for nursing/midwifery collaboration and cooperation between Acute Services, Primary Care and Voluntary Organisations as appropriate · Proactively challenge any interaction, nursing/midwifery or otherwise, which fails to deliver a good quality service to service user. Candidates must have at the latest date of application: a) Eligible applicants will be those who on the closing date for the competition: (i) Have significant health sector management experience which should include financial and people management. AND (ii) Have proven ability in developing and implementing plans at a strategic and operational level. AND (iii) Have a track record of delivering significant change in a complex multi stakeholder environment, as relevant to this role. AND (iv) Have experience in the delivery of a safe and quality service through multidisciplinary and cross sectoral working. AND b) Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office
