THE ROLE: The role of the retained firefighter is primarily to: • Save life and preserve endangered life • Protect property from damage by fire • Inform and educate awareness of safety Retained firefighters are on call to respond to emergencies. As well as responding to emergency calls, firefighters may also be involved in community fire safety initiatives. Although retained firefighters are part-time, they are fully trained and capable of saving life and property to provide a comprehensive service to the community. When a call is received firefighters are required to respond immediately. Retained firefighters must be ready to drop whatever they are doing, to become part of a team ready to respond safely and effectively to the emergency, regardless of the time of day/night or the weather conditions. The Fire Service responds to emergency calls from the public, primarily to prevent injury and protect life, but also to prevent and restrict damage to property. Many emergency calls are not to fires but to road-traffic accidents where casualties may be trapped in vehicles. The Fire Service may also be called to deal with chemical spillages and toxic emissions, etc. Firefighters need to be able to use problem solving skills and initiative to resolve issues quickly and calmly. Firefighters also need to be able to deal sensitively and appropriately with members of the public when they are distressed, confused or obstructive. Firefighters are required to carry out routine checks, as well as cleaning and maintaining, all equipment and fire appliance to ensure they work properly when required during an emergency. Firefighters are required to participate and take part in the duties as required as part of the organizational response to Climate Action to promote and ensure capacity building, empowering change and delivering action. All new recruits undergo extensive initial training, which includes a three -week Recruit Induction course, a two-week Breathing Apparatus Wearers Course and one-week Compartment Fire Behaviour course. Thereafter all firefighters are required to undergo a continuous development programme by attending lectures, exercises, practical courses and other forms of training to maintain competency levels. Firefighters are expected to take responsibility for developing their own skills and for ensuring that their fitness levels are maintained as the work of a firefighter can be demanding, both physically and psychologically. DUTIES OF THE POSITION: • A Firefighter shall be required to attend at fires and other emergencies, drills, displays and other duties at such times and for such periods as required by the County Council. Failure to respond promptly to fire or other emergency calls will be addressed through the Local Authority’s disciplinary procedure. • Each Firefighter who attends for Fire Brigade service must be prepared to accept the work entailed and to fulfil to the best of their ability their duty as a Firefighter in the saving of life, saving of property and the fighting of fires or other such emergencies. • Every Firefighter must comply with XYZ County Council’s Crew Management Arrangements for Retained Firefighters. Firefighters who are on standby during fires or other incidents shall remain at the Station and perform such duties as may be assigned by the Station Officer from time to time during the callout. • Firefighters shall ensure that the Fire Station is kept clean & tidy at all times. Firefighting equipment shall be kept clean, maintained properly and stowed away in a safe manner. • Firefighters are required to adhere to and co-operate with all National and Local Agreements pertaining to the Fire Services. • Firefighters will be required to attend Training Courses as directed. • Firefighters must undertake driving duties as required. • Comply with all organisational policies, procedures and legislation. • Participate & take part in the duties as required as part of the Organisational response to Climate Action to promote & ensure capacity building, empowering change and delivering action. • Any other duties as may be assigned from time to time. THE CANDIDATE: Candidates must be: • Able to work in hazardous conditions for long periods of time, including heights and confined spaces • Mechanically adept with good dexterity and coordination • Able to follow instruction • Able to work well under pressure • Self-reliant and self-assured with a keen sense of discipline • Able to contribute to and work with a team • Able to communicate effectively verbally and in writing • Able to understand and memorise technical information QUALIFICATIONS Applicants for the post of Retained Firefighter must be 18 years old on the latest date for receipt of application forms. A birth certificate must be submitted to the County Council as proof of age before a person is engaged as a recruit. 1. Character Applicants must be of good character and must not at any time bring the County Council & Fire Brigade into disrepute. The Council may make whatever enquiries it considers necessary to satisfy this condition. Employment will be subject to the provision of satisfactory references and Garda Vetting 2. Health A Firefighter shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Medical Examination, etc.: Before recruitment, in order to ascertain the health of a candidate, successful applicants shall undergo such medical examinations (which may include x-ray and/or other special tests) as the County Council considers necessary. The County Council will nominate the medical examiners. The candidate must comply, at their own expense, with such remedial requirements as the County Council consider necessary. An Operational Firefighter shall: - • Agree to participate in the Occupational Health Scheme for Retained Firefighters in operation by Longford County Council; and • At any time, if requested by the County Council, undergo such medical examination(s) by medical examiner (s) as nominated by the County Council; and • Attend medical examinations in accordance with the frequency set down in the Occupational Health Scheme for Retained Firefighters as issued by the (LGMA) to Local Authorities • Any defects discovered pertaining to a medical examination will not be remedied at the County Council's expense. • Retention as an operational Firefighter will depend upon receipt of satisfactory reports by medical examiner(s) and to the general condition above as to health. • An operational Firefighter is required to maintain an appropriate level of physical fitness 4. Citizenship Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa: or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa 5. Education On the latest date for receipt of completed application forms candidates must: • have a good standard of education and be able to successfully undergo the training required for the post of retained firefighter. • hold an unendorsed Class B Driving Licence. On appointment and after an interval decided by the Chief Fire Officer, firefighters will be required to obtain a Class C Licence. PARTICULARS OF EMPLOYMENT 1. The Post Employment in the post of Retained Firefighter is part-time & pensionable. 2. Location Persons appointed must live and work within a maximum of 8 minutes response time from time alert from the regional control centre. A maximum travel time of up to 7 minutes may be permitted (based on GPS navigation planner e.g. Google maps or similar as determined by Longford County Council) to allow them to respond for the duration of their employment as a Firefighter. The Council retains the right to request further evidence, if required on the information supplied, for the purpose of verification of place of residence and location of employment. A Firefighter shall notify the County Council in writing of any subsequent changes of residence or place of employment. A change of residence or place of employment that would place the Firefighter outside these limits will mean automatic termination of employment. The Council will check this prior to appointment and at periodic intervals after appointment. The fire stations are: • Granard • Lanesboro • Longford • Edgeworthstown • Ballymahon The location of the residence and place of work must be acceptable to the Chief Fire Officer. A Firefighter must carry the appropriate fire service alerter at all times when on duty. A Retained Firefighter will be required to report for duty to the Fire Station in its present location or in the event of a change of location, to such new location as may be decided by the Fire Authority. Changes in the location of a Fire Station will not result in payment of disturbance money or other compensation. 3. Letter of Release Each Retained Firefighter including the self-employed, and the unemployed if they take up employment must submit a Letter of Release from their employer stating that their employer will release them to attend fire brigade incidents and training. When a firefighter changes employment a new letter of release must be submitted to the Chief Fire Officer in advance of the change in circumstances. 4. Compliance with National or Local Agreements Each employee must comply with all National or Local agreements as may be in force from time to time. 5. Use of New Technology Each employee must use and co-operate with the use of any new technology that may be introduced by the Fire Authority or by the Chief Fire Officer. 6. Driver’s Licence A recruit Firefighter shall possess a valid full current Category B Driving Licence at the time of applying for the post and ideally a Category C Driving Licence for HGV with up to eight passengers. All newly appointed Retained Firefighters will be required to obtain a Category C Driving Licence. Firefighters will co-operate with further Driver Training and will be required to drive fire service vehicles, if operationally needed. If a Firefighter has their licence suspended or removed for any reason, they must immediately inform the County Council, and it shall be dealt with through the Council’s disciplinary procedure and may result in termination of service at the absolute discretion of the County Council. All Retained Fire Personnel must hold a full Drivers Licence and any loss or suspension of same and/or the accumulation of six penalty points or more must be notified in writing to the Fire Authority within two weeks of the occurrence. Any Retained Firefighter found guilty of a criminal offence must inform the Chief Fire Officer in writing of the offence and within two weeks of conviction. The Chief Fire Officer will carry out an nvestigation into this matter under the Fire Service Disciplinary and Grievance Procedure. Firefighters must drive Fire Service vehicles if instructed to do so. 7. Probationary Period of Employment Before appointment as a Firefighter, a recruit shall attend and successfully complete the three-week Firefighter Skills Training Course. Recruit Firefighters will be required to undergo and successfully complete the following recruit training programmes during their probationary period: - • A three-week Recruit Firefighting Skills Course (including manual handling); • A two-week Breathing Apparatus Initial Wearers' Course; • A one-week Breathing Apparatus Compartment Fire Behaviour Course; and • Any other course that the County Council may consider necessary. Training Fees will be paid at the current hourly rate for Firefighters during training. This hourly rate is currently €23.75. Failure to successfully complete all of the above courses will result in the termination of the Firefighter’s employment. Some or all of the above courses will be held at a training facility, which may or may not be situated locally. From the date of commencement as a recruit Firefighter, there shall be a period of 12 months during which the recruit Firefighter shall be on probation. During this time the recruit Firefighter shall be continually assessed to determine his/her suitability for continued employment. Such period of 12 months may be extended at the absolute discretion of the County Council. The recruit shall not become a permanent Firefighter at the end of the period of probation unless the County Council is satisfied that the Firefighter has been satisfactory in all respects. If service is deemed unsatisfactory within the probationary period the appointee will cease to hold the position as tenure of employment is subject to satisfactory service on an ongoing basis. 8. Remuneration Remuneration will consist of an inclusive annual allowance together with hourly rates for attendance at fires and drills. The Retainer and other fixed allowances will be paid from the date he/she takes up duty as a Retained Firefighter. A Firefighter shall be paid at the appropriate approved national rates of Fire and Drill Fees and Retainer Fees and in accordance with any national agreements for retained Firefighters. Payment of fees is currently made quarterly but will be moving to fortnightly payment during 2025 Remuneration is paid by PayPath directly to the employee’s nominated bank account. The current wage pay cycle may be revised during the period of employment Remuneration is subject to all statutory deductions, e.g. PAYE and PRSI. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory The current Retained Firefighter allowance, and Drill / Incident Fees shall be paid in accordance with Government Circular EL 03/2025, as outlined. On appointment the candidate will be placed on the appropriate point of the salary scale in accordance with the relevant Circular. Retained Firefighter: Retained Fire Service – Fire Fighter - Rates Applicable at 1st March 2025 Retainer allowance: €14,523 - €17,854 per year Clothing Allowance: €186.29 per annum will be provided pro rata as a single payment in December of each year. There is an obligation on Firefighters to attend at alert/fire calls and at drills. This is the basis on which a retainer is paid. The onus on arranging to receive an alert/fire call shall rest with the Firefighter. 9. Drills Notwithstanding any other disciplinary action that the County Council may apply, failure to attend or participate in 85% of all drills in any quarter of a year, without good reason, will be addressed through the Local Authority’s disciplinary procedure. 10. Incidents In the case of an alert/fire call the Firefighter shall attend all calls within their Rostered-On duty Period (24 Weeks per annum). Firefighters who attend calls will be remunerated as per the Crew Management Arrangements for Retained Firefighters as operated by XYX County Council. Where the Chief Fire Officer considers that a Firefighter is not fulfilling the above attendance standards which he/she considers reasonable in all the circumstances, the Chief Fire Officer will consider the matter of attendance under the Council’s disciplinary policy. Subsequent continuing failure to meet the above attendance standards, without good reason, shall be dealt with through the disciplinary procedure, and may result in termination of service at the absolute discretion of the County Council. THE ROLE AND DUTIES Graduate Planners work within the planning section. The section works broadly under four headings as follows: Forward Planning, Development Management, Enforcement and Public Realm. Local Authorities also pay a key role in supporting economic development and enterprise promotion at a local level. • The Graduate Planner will work under the direction and management of a Senior Planner or other employee designated by the Director of Services as appropriate. • The Graduate Planner will be required at times to work on their own initiative as circumstances demand on a broad range of projects. They will be required to work as part of a multi-disciplinary project team in the Councils busy Planning Department. • The role requires good administrative, interpersonal, communication and other particular skills depending on assignment. • The successful candidate will be expected to carry out the duties in a manner that enhances public trust and confidence and ensures impartial decision making. The duties of the office are to give the local authority and; (a) Such other local authorities or bodies for which the Chief Executive Officer, for the purposes acts is Manager, and; (b) To any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) or this paragraph under the direction and supervision of the appropriate officer, such planning or ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties including the duty of assisting the Senior Planner, or other appropriate professional officer, in the supervision of the planning or ancillary services of any of the forgoing local authorities or bodies, and when required to do so, to perform the duty of acting for the appropriate professional officer of higher rank during the absence of such officer of higher rank. Responsibilities of the Graduate Planner will include: • To write reports and make recommendations on planning matters as assigned; • To complete site inspections as part of his or her case load; • Preparing responses to preplanning requests and holding preplanning discussions with prospective applicants; • Preparing responses to appeals of Planning Decisions; • Preparing recommendations on compliance with Planning Conditions; • Carrying out survey work, research and analysis, drafting policies and proposals, preparing written statements and maps and other work as required on the agreed Forward Planning work programme; • To answer phone and email queries, dealing with members of the public in a courteous, prompt and efficient manner; • To participate in continued professional development and training provided by the County Council; • To provide assistance to other work colleagues; and liaise with other departments as required; • To maintain such records and produce such reports as may be required. • Providing a high level of service to elected representatives, including attendance at and presentations to the relevant Strategic Policy Committee and meetings of the Council, including at Municipal District Level; • To respond to reasonable requests for assistance by other bodies/members of the public; • Incorporating the use of IT and efficiencies into work practices; • To ensure that the provisions of the Health and Safety legislation are complied with; • Participate & take part in the duties as required as part of the Organisational response to Climate Action and Just Transition to promote & ensure capacity building, empowering change and delivering action These duties are indicative rather than exhaustive and are carried out under general guidance The ideal candidate should have an ability to demonstrate competence in the following areas; - • Knowledge of planning legislation and the principles, practices and techniques of planning; • An ability to work in a multi-disciplinary team; • Good knowledge of local government functions, services and activities particularly in relation to planning and development; • Communication/presentation and interpersonal skills; • Report writing skills and IT skills; • Time Management and organisational skills - an ability to achieve delivery of competing demands within prescribed timelines and deadlines; • Identifying Problems and Contributing to Solutions; • Awareness of and management of Health, Safety and Welfare in the workplace; • Operating ICT systems, in particular word processing, presentation and GIS systems; • Prioritising of work effectively; • Acting on own initiative; • An ability to work under pressure and maintain a solution-oriented mindset. PARTICULARS OF EMPLOYMENT 1. The Post The post is wholetime (i.e., 35 hours per week) and appointment may be permanent or temporary. 2. Location Longford County Council reserves the right to assign the successful candidates to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. 3. Commencement Longford County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such other longer period as the Council in its absolute discretion may determine, Longford County Council shall not appoint them. 4. Working Hours The current working hours are 35 hours per week, Monday to Friday. Longford County Council reserves the right to alter the hours of work from time to time in line with Government Circulars. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Longford County Council requires employees to record their hours using a Clocking system. 5. Reporting Arrangements Graduate Planners report directly to the appropriate supervisor in the Section or to any other employee of Longford County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. 6. Probationary Period of Employment There shall be a period after appointment during which the appointee will hold the position on probation. The period of probation will be prescribed by the Chief Executive. Employment may be terminated during the probationary period should service be deemed by the Chief Executive to be unsatisfactory. Employment may be terminated at the end of the probationary period unless the Chief Executive has certified that the employee had satisfactory service. Tenure of employment following probation will be subject to satisfactory service. 7. Remuneration The current salary scale for the post of Graduate Planner is €38,956 - €49,452 gross per annum (Circular EL 03/2025), the rate of remuneration may be adjusted from time to time in line with Government Circulars. On appointment successful candidates will be placed on the first point of the point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. 8. Superannuation & Retirement A person who becomes a pensionable employee of a local authority who is liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person who becomes a pensionable employee of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable employee of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. A person paying Class A rate of PRSI who becomes a pensionable employee of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Employees are admitted to the Superannuation Scheme in accordance with the terms of the Local Government Superannuation (Consolidation) Act, 1998 and the Superannuation (Miscellaneous Provisions) Act 2004, with effect from date of appointment. This scheme is contributory and provides pension, retirement and death gratuities. In order for a new entrant to the scheme to qualify for a pension, he/she must have served a minimum of two years employment in a local authority. For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pay; pensions will be coordinated with the State Pension Contributory The retirement age applicable to an employee is determined in accordance with the rules governing the relevant Superannuation Scheme to which they belong. 9. Annual Leave The current annual leave entitlement for Graduate Planner is 24 days per annum, in accordance with the Council’s Annual Leave Policy. The Chief Executive of Longford County Council retains autonomy with regard to office closures, (e.g., Christmas Office Closure), any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year. 10. Driver’s Licence & Insurance Longford County Council employees may on occasion be required to use their car on official business. In such situations the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance cover for business use and to indemnify Longford County Council with the indemnity specified on your insurance certificate under the heading “Persons or classes of person who are covered”. Documentation to confirm the appropriate insurance cover will be required to be supplied to the Council on an annual basis. DUTIES The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Act, 2001, is Chief Executive and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate planning and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including servicing all committees that may be established by any such local authority or body, and the duty of assisting any appropriate officer, in the supervision of the planning or ancillary services of any of the foregoing local authorities or bodies and, when required to do so, to perform the duty of acting for the appropriate professional officer of higher rank during the absence of such officer of higher rank. Assistant Planner duties include but are not limited to the following: • Assess planning applications and pre-application proposals against the Councils policies and provide recommendations and policy responses to these as required • Assist in the preparation, implementation and monitoring of development plan / local area plans/planning schemes and assist in the preparation of reports on these matters for the Chief Executive and appropriate Committees of the Council. • Assist in the preparation of planning studies including EU funded research projects. • Assisting in monitoring and reporting on implementation progress, including gathering / analysis of development and market activity. • Liaise and work with constituent planning authorities and other public authorities on all aspects of implementation. • Assist and provide advice to Chief Executive, appropriate Committees of the Council, individuals, groups and so on, on planning related issues. • Assist in the procurement and management of consultants and any other associated duties as may be assigned from time to time • Assist in the identification of and undertake opportunities for continual improvement • Contribute positively and engage with the Planning Departments continual professional development programmes. • Participate & take part in the duties as required as part of the Organisational response to Climate Action and Just Transition to promote & ensure capacity building, empowering change and delivering action These duties are indicative rather than exhaustive and are carried out under general guidance. QUALIFICATIONS 1. Character Candidates shall be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Citizenship Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa: or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa 4. Education, Training and Experience etc. Each candidate must, on the latest date for receipt of completed application forms: (a) hold an honours degree (level 8 in the National Framework of Qualifications) in Planning. (b) have at least two years satisfactory experience of planning work; and (c) possess a high standard of technical training and experience. PARTICULARS OF EMPLOYMENT 1. The Post The post is wholetime (i.e., 35 hours per week) and appointment may be permanent or temporary. 2. Location Longford County Council reserves the right to assign the successful candidates to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. 3. Commencement Longford County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such other longer period as the Council in its absolute discretion may determine, Longford County Council shall not appoint them. 4. Working Hours The current working hours are 35 hours per week, Monday to Friday. Longford County Council reserves the right to alter the hours of work from time to time in line with Government Circulars. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Longford County Council requires employees to record their hours using a Clocking system. 5. Reporting Arrangements Assistant Planners report directly to the appropriate supervisor in the Section or to any other employee of Longford County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. 6. Probationary Period of Employment There shall be a period after appointment during which the appointee will hold the position on probation. The period of probation will be prescribed by the Chief Executive. Employment may be terminated during the probationary period should service be deemed by the Chief Executive to be unsatisfactory. Employment may be terminated at the end of the probationary period unless the Chief Executive has certified that the employee had satisfactory service. Tenure of employment following probation will be subject to satisfactory service. 7. Remuneration The current salary scale for the post of Assistant Planner is €46,802 - €72,609 (LSI 2) gross per annum (Circular EL 03/2025), the rate of remuneration may be adjusted from time to time in line with Government Circulars. On appointment successful candidates will be placed on the first point of the point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. 8. Superannuation & Retirement A person who becomes a pensionable employee of the County Council will be required in respect of their Superannuation to contribute to the Local Authority at the appropriate rate. The terms of the Local Government Superannuation (Consolidation) Scheme 1998 as amended or the Public Services Superannuation (Miscellaneous Provisions) Act 2004 or the Public Service Pensions (Single Scheme & Other Provisions) Act 2012 will apply as appropriate on appointment. Retirement age for employees is dependent on their relevant contract of employment, with due consideration being given to the rules of the Superannuation Scheme to which they belong. • For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, retirement is compulsory on reaching 65 years of age. • The minimum retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is 65. There is no mandatory retirement age. • Effective from 1st January, 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks: - Retirement age is set, initially, at 66 years; this will rise in step with statutory changes in the State Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028. - Compulsory retirement age will be 70. 9. Annual Leave The current annual leave entitlement for Assistant Planner is 30 days per annum, in accordance with the Council’s Annual Leave Policy. The Chief Executive of Longford County Council retains autonomy with regard to office closures, (e.g., Christmas Office Closure), any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year. 10. Driver’s Licence & Insurance Longford County Council employees may on occasion be required to use their car on official business. In such situations the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance cover for business use and to indemnify Longford County Council with the indemnity specified on your insurance certificate under the heading “Persons or classes of person who are covered”. THE ROLE & DUTIES This is a senior position within the Planning Department reporting to the Senior Planner and/or another employee nominated by the Chief Executive. The Executive Planner is responsible for managing elements of the Planning Department and providing a multiplicity of services to Local Authorities. Reporting to the appropriate line manager, the Executive Planner will be responsible for the efficient management of their prescribed work area within the planning or related function. This is a management role. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority’s vision and objectives. The Executive Planner will be required to work closely with elected Councillors to deliver the full range of services and implement local policy decisions. In the current economic climate, managers are charged with service delivery and change management in an environment of limited resource availability, both human and financial. Delivery of efficient services and value for money is crucial. Executive Planners are responsible for implementing programmes of work in the Planning Department and for providing a multiplicity of planning services and related services. Executive Planner positions are multi-faceted and may include some or all of the following key service areas: • Development Management; • Planning Enforcement; • Economic Development; • Forward Planning and Sustainable Development; • Community Development. • Climate Adaption and Just Transition • Vacant Sites Levy, Zoned Land Tax, Derelict sites and housing estates/ taking in charge of residential developments The duties of an Executive Planner may include the following: (this list is not exhaustive and may be reviewed from time to time as organisational needs require): • Assess planning applications, pre-application proposals, enforcement cases against the Councils policies and provide recommendations and policy responses to these as required; • Assist individuals, groups etc., on planning related issues; • Prepare and implement development plan, local area plan and forward planning documents and prepare reports on these matters for the appropriate Committees of the Council; • Liaising and working with constituent planning authorities and other public authorities on all aspects of implementation; • Plan monitoring and reporting on implementation progress; • Monitoring and assisting with development plan and local area plan preparation/reviews; • Developing planning and regeneration projects, sourcing funding and implementing actions; • Supervise and manage staff in their functional area; • Participate & take part in the duties as required as part of the Organisational response to Climate Action and Just Transition to promote & ensure capacity building, empowering change and delivering action • Any other associated duties as may be assigned from time to time. The Successful candidate must be able to demonstrate knowledge of Irish Planning legislation, the key relevant European Directives and associated procedures, and an understanding of the particular planning issues relevant to County Longford and its wider region.
