Library Staff Officer

SECTION 1: THE ROLE Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on panels from which vacancies for Library Staff Officer (Grade 5) may be filled. The Library Service is delivered through a branch and mobile network, supplemented by a growing suite of online services. The 25 branch libraries are located in the main towns throughout Co. Cork and include the Library HQ on Carrigrohane Road, which also serves as the centre for Reference and Local Studies, bibliographic services and administration. Towns and villages not served by a branch library are served by a fleet of 4 mobile libraries, which operates a fortnightly schedule across the county. Key deliverables of the library service are to provide access to reading, information, knowledge, culture and learning to the people of County Cork and beyond. Cork County Library aims to empower communities by providing access to resources that educate, inform, enlighten and enrich the lives of their citizens, by supporting and promoting literacy and a love of reading, and by collecting and preserving resources relating to the cultural heritage of County Cork. Cork County Library will continue to fulfil its mission through a branch and mobile library network that places libraries at the centre of their communities, as well as through a growing online presence that seeks to connect with and serve people in a digital society. SECTION 2: DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office. SECTION 4: COMPETENCIES A Competency Based Application form requires you to describe some of your personal achievements to date that demonstrate certain competencies (necessary skills and qualities) required for the position for which you are applying. SECTION 5: TENURE The position is permanent and fulltime. The post is pensionable. Panels may be formed to fill vacancies for Library Staff Officer (Grade 5) which may arise during the lifetime of the panel. SECTION 6: SALARY The Salary scale for the post is: €51,722 - €61,865 per annum €51,722 - €53,266 - €54,844 - €56,454 - €58,76 - (Maximum), €59,967 (1st LSI) (after 3 years satisfactory service on the Maximum), €61,865 (2nd LSI) (after 3 years satisfactory service on the 1st LSI). Applicants should note that entry point to the salary scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government, & Heritage. The rate of remuneration may be adjusted from time to time in line with Government pay policy. The salary shall be fully inclusive and shall be as determined from time to time. The awarding of increments is subject to satisfactory service. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. SECTION 7: LOCATION OF POST The base for working purposes shall be the location as determined by Cork County Council. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. SECTION 8: WORKING HOURS The working hours at present provide for a five-day, thirty-five hour working week. Saturday work is the norm and evening work is also a possibility. Branch hours may vary. Normal library arrangements for Saturday working will apply in respect of such activities. Cork County Council reserves the right to alter the hours of work from time to time. All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. SECTION 9: ANNUAL LEAVE The current annual leave entitlement is 30 days per annum. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997(as amended).

Location: Failte Community Services is a Community Outreach Programme which provides multi- disciplinary support to Adults with a Mild Intellectual Disability. Many of those we support wish to live independently in Galway City and County, to access education, work/leisure activities and community day services for young adults graduating from school or training programmes as well as those needing support with making informed choices, daily life issues, relationships and health and well-being. The service aims to promote independence through enabling adults to live a full and active life safely in their communities. This is achieved through the provision of therapeutic supports, frontline services and the promotion of meaningful community engagement. We work in on going partnership with people supported by the service and other agencies to maximise the use of community resources. We provide a services which are person centred and individualised, adaptable and versatile in order to respond to the needs of people supported by the service. All the supports are underpinned by our BOC policies and procedures, Personal Outcome Measures, Assisted Decision Making (Capacity) Act 2015 and HSE Safeguarding Vulnerable Persons at Risk of Abuse. The Role: Community Support Workers Horizon Programme provide a key-working supportive role and assist in the delivery of community support to individuals with Mild Intellectual Disability and sometimes a secondary diagnosis of Mental Health, some of whom may present with behaviours or lifestyles that can be deemed as challenging. This role comprises of mainly one to one working with individuals in the local community or sometimes in their own homes. A vital part of our Community Support Worker role is developing a community profile through; researching the local area, linking with local organisations and clubs, liaising with educational and training bodies and building positive and lasting relationships with all public and private services who assist the individuals we support to live independent lives in their communities. A major focus of the Community Support Worker role will also be encouraging and assisting individuals supported to develop their own life plans based around needs and interests. The Community Support Worker will work closely and inclusively with significant others involved in the individuals life such as family / next of kin and be supported and guided their practice by service social work, psychology, psychiatry and management when required. The Community Support Worker Arts Alive will work in our community based service in Galway City working in an exciting service with people who have a passion for life and for the arts. The team there are looking for a person who “must have a passion for supporting our Rights”, “must at all times Respect us”. They must have a passion for the arts or a willingness to support us in our passion. This includes supporting us in areas developing our independence and support needs so that we can be as creative as possible.
