Service Manager
POSITION SUMMARY: The Service Manager will be primarily responsible for the operational management of the Jigsaw service. The Jigsaw Service Manager will work as part of a collaborative leadership team (Service Manager and Clinical Manager) to ensure the safe and effective delivery of the Jigsaw service and compliance with service related policies and procedures. The Service Manager has lead responsibility for oversight and management of delivery of youth mental health promotion programmes, youth and community participatory structures and community engagement activities. The Service Manager also holds responsibility at local level for budget management and oversight of premises and health and safety. This is a front facing role with daily interactions with Young People and members of the public. Access to home working is occasional and is offered based on responsibilities of the role and the needs of the Service and Young People. SKILLS AND EXPERIENCE REQUIRED Essential • A minimum of 3 years management experience in health, youth work, social care, education or other not for profit sector service • A third level qualification (Bachelor’s Degree and/or equivalent) in a business, health (including mental health), community development, education, or social science related area • Years of management experience may be considered in place of formal qualifications • Three years’ experience managing a team in a human service delivery context • Experience developing operational plans, staff work plans, monitoring and reviewing performance cycles • Experience of planning, supporting implementation and evaluation of participatory structures • Experience of financial management, including budget development and analysis and implementing financial procedures • Experience of change management • A proficient level of computer literacy and competence in MS Office, Office 365, Microsoft Teams, Zoom and SharePoint Jigsaw Clinician
POSITION SUMMARY: Jigsaw clinicians offer short-term therapeutic supports to young people aged 12-25 years who are experiencing mild to moderate mental health difficulties. This usually involves 1:1 work with the young person and sometimes it can include other family members as well. Our clinicians come from diverse professional backgrounds encompassing qualifications in social work, occupational therapy, mental health nursing, clinical/counselling/educational psychology, and psychotherapy, and they work as part of transdisciplinary teams based at one of our 15 services across the country. All of our clinicians share the same scope of practice to support the goals of our young people in a collaborative, respectful, and evidence-informed manner while drawing on their own unique training, experience, and skills. Additionally, clinicians are involved in health promotion, youth engagement, service development, and advocacy. Role Description Applications are invited for the post of Finance Administrator, Office of Research Grants & Contracts, Finance Office. Research is a core activity of the University; it is fueled by external research income. The continuation of this expenditure stream (circa €120m p.a.) is dependent on accurate and timely reporting. This reporting function is facilitated by the above post. The main duties will be: The post-holder is a key member of the research team in the Finance Office and will principally be responsible for: • The preparation of financial reports submitted to external funding bodies. • The production and delivery of timely and accurate information to management and researchers. • The development and maintenance of good relationships with researchers and external funding bodies. • Ensuring that all claims for funds are submitted to funding agencies on time for all expenditure incurred. Ensure that all income due is received on time. • Working with and advising the Office of Vice President for Research & Innovation on the financial elements of grant applications and awards. • The completion of any other duties assigned by the Deputy Research Accountant. Selection Criteria The successful candidate will be expected to have: Essential Criteria Have financial accounting and reporting experience in a large organisation, be self-motivated and exercise own initiative on a wide variety of issues. Conditions of Employment Salary: Appointment may be made on the Admin V Salary Scale: €51,820 - €63,555 (Scale B) / €49,570 - €60,492 (Scale A). As required by public pay policy for the higher education sector, new appointments to a direct entry recruitment grade will generally be at the minimum (1st point) of the relevant scale. Tenure of the Post The tenure of the post is specific purpose whole time, based on the following provisions: a) A probationary period of twelve months shall apply from commencement of employment in the post during which the contract of employment may be terminated by either party in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. b) Except in circumstances of gross misconduct justifying immediate dismissal, the appointee will receive one month's notice of termination of employment, or, if greater, such notice as is provided for in a minimum notice in terms of Employment Act, 1973. c) The appointee is required to give one month's notice of termination of employment. Pension The Public Service Pensions (Single Scheme and Other Provisions) Act 2012 established the Single Public Service Pension Scheme. In general, anyone taking up pensionable public service employment on or after 1 January 2013 is a member of the Single Scheme. The Act provides that most members of the Single Scheme have a minimum pension age consistent with the age of eligibility for the State Pension (Contributory) and a compulsory retirement age of 70. A member of this group is generally referred to as a “Single Scheme member”. However, applicants who have previously worked in a pensionable post (non-Single Scheme terms) in the Irish Civil/Public service may be offered membership of the UCC Pension scheme. The normal retirement date in this scheme is age 65. A compulsory retirement date of 70 may apply depending on date of first employment in the Irish Civil/Public service. The relevant pension scheme will be confirmed to the successful applicant on completion of the Pensions Declaration form prior to taking up employment. Applicants that have previously availed of an Irish Public Service Scheme of incentivised early retirement or enhanced redundancy payment should ensure that they are not precluded from re-engagement in the Irish Public Service under the terms of such schemes. Main Purpose of Job The Office of the Vice-President International seeks to recruit an ENLIGHT Engagement Coordinator, 0.6 FTE, for a specific purpose contract position to provide support towards embedding ENLIGHT at University of Galway. ENLIGHT is a European University Alliance comprising of ten Universities (Universities of Galway, Ghent, Bordeaux, Groningen, Göttingen, Uppsala, Tartu, Comenius (Bratislava), The Basque Country and Bern) supported by the European Universities Initiative funding, country-specific government funding and the member universities. The ENLIGHT consortium will jointly transform university education and research to build the knowledge background, skills and innovation potential to shape healthy, sustainable and inclusive cities and communities for the future. The ENLIGHT consortium has recently secured funding until November 2027 through the European Commission’s European Universities Initiative. The consortia will work closely with each other and external stakeholders to build innovative teaching curricula, enable student and staff engagement and mobility and catalyse research and innovation opportunities. A key focus of this second funded phase of the project is embedding ENLIGHT in internal university structures. The ENLIGHT Engagement Coordinator will play a key role in supporting key initiatives to enable institutional embedding over the funded period. The ENLIGHT Erasmus+ project comprises of six work packages, each co-led by three universities within the consortium. University of Galway is co-leading both the Knowledge Creation and Professional Development work packages in partnership with Uppsala University, University of the Basque Country and Tartu University. The postholder will provide operations support to the ENLIGHT team, enabling the delivery of an agreed programme of work. 4. Main Duties and Responsibilities • Provide comprehensive, professional administrative support to the ENLIGHT team, ensuring efficient day-to-day operations and responsive service to internal and external stakeholders. • Contribute to the ongoing development and continuous improvement of ENLIGHT administrative processes and procedures. • Manage general office operations including correspondence to ENLIGHT@universityofgalway.ie and document management. • Coordinate all travel arrangements and venue bookings (internal and external) for ENLIGHT-related activities, ensuring compliance with University of Galway procurement policies and procedures. • Plan and execute event management for ENLIGHT visitors, partner institutions, and stakeholders, liaising with relevant University services (Buildings & Estates, Catering, IT, etc.) as required. • Manage and maintain administrative systems including processing purchase orders through Agresso, tracking expenditure, and ensuring accurate financial record-keeping in accordance with University procedures. • Disseminate ENLIGHT opportunities, calls, and updates to University staff and students through established communication channels including Dialann, College newsletters, Student Union platforms, and other relevant media. • Maintain accurate records and databases documenting University of Galway staff and student engagement with ENLIGHT activities to support institutional reporting requirements to the European Commission and partnership management. • Prepare agendas, briefing materials, reports, and presentations for internal meetings, external partnership meetings, and European Commission project meetings, ensuring all materials are accurate, professional, and delivered to deadline. • Record, produce, and distribute accurate minutes of ENLIGHT team meetings and other meetings as assigned, ensuring timely circulation and follow-up on action items. • Contribute to ENLIGHT project work streams and initiatives as required, supporting project delivery, monitoring deadlines, and assisting with work package-specific administrative requirements. • Undertake other duties appropriate to the grade and role as assigned by line management to support the effective operation of ENLIGHT. 5. Requirements for the role The successful candidate will demonstrate the eligibility requirements below in terms of qualification, skills and experience: Essential Criteria • At a minimum, pass in 5 subjects at Leaving Certificate level (or equivalent). • A recognised post Leaving Certificate administrative/office technology qualification. • Minimum of two years’ employment experience which demonstrates a high level of administrative support in a demanding office environment. • Experience in service delivery within a higher education setting. • Excellent administrative, planning and organisational skills. • Excellent event coordination skills for both online and in-person events required. • Excellent MS Office skills. • Proficiency using MS Teams and Zoom. • Flexibility and problem-solving ability. • Excellent written and verbal communication skills, proven ability to produce professional correspondence and reports, including the maintenance of project indicators. • Excellent interpersonal skills, including those relating to confidentiality and discretion, and an ability to interface effectively both within the Office and across the wider university community, as well as with partner institutions, fostering good working relationships and maintaining a focus on customer service and project deliverables. • Experience of web content management system and the use of online communications. • Demonstrable energy, initiative, motivation and leadership potential. • Demonstrable ability to plan and organise own workload in an effective manner within strict deadlines. • Ability to work both independently as well as part of a team. • Ability to work on his/her own initiative, operate flexibly and to shift focus when required and assist beyond normal work hours when a need arises. • Willingness to undertake international travel from time to time. Desirable Criteria • Degree level qualification. • Knowledge of various university IT systems such as Agresso, CORE, AKARI etc. and familiarity with university procurement processes. • Fluency in a second language relevant to the ENLIGHT consortium. • Knowledge of academic administration policies and procedures. • An interest in internationalisation in education.
