The role of Clerical Officer can be extremely broad based and varies greatly. Purpose of the post The overall purpose and objectives of the post of Maintenance Officer will be to assist the Engineering Officer and craft staff through providing a theoretical and practical working knowledge of Mechanical/Electrical Control Systems related to the built environment. The post holder will be a team leader with a proactive approach in meeting deadlines and ensuring the highest customer satisfaction is delivered. Technical • Report on the status of outstanding reactive work related to building systems and develop overarching planned preventative maintenance works schedules for sites. • Be involved in the maintenance, repair, upkeep and efficient operation of water and sewage systems serviced on the HSE’s premises. • Be involved in the supervision of staff assigned and the arrangement of employments as may be necessary in consultation with the Maintenance Manager. • Arrange and supervise contract work carried out, in line with HSE policy. • Prepare reports, estimates, specifications and drawings as required for the proper carrying out of work. • Keep appropriate records, checks and tests as may be required. • Prepare annual planned maintenance work programmes for all buildings, plant and equipment and prepare estimates, specifications and drawings to implement the work in consultation with the Maintenance Manager, Estates Department, for each administrator. • Prepare progress reports on all capital and planned maintenance work programmes. • Act as maintenance representative at design team and project team meetings on major capital projects as requested. • Keep such books and records as required, and submit for checking. THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Permanent & Temporary Part Time Cleaner in Wicklow Town. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The successful candidate(s) may be assigned as required to any premises/location in use by the Council in Wicklow Town, now or in the future, under the Chief Executive’s control. The purpose of the role is to provide an efficient and effective cleaning service for offices/building, ensuring a high standard of cleaning is delivered and maintained, meeting expectations. QUALIFICATIONS 1. Character Candidates shall be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Experience, etc. Candidates should have a general standard of education such as will enable the applicant to satisfactorily perform the duties of the position. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Cleaner positions may be filled. The position will be part time and pensionable. Any panel formed will be used to fill permanent or temporary Cleaner positions that may arise during the lifetime of the panel. The positions are part time, pensionable and permanent/temporary as appropriate. Probation Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect during which such persons shall hold such office on probation; (b) such period shall be three/six months but the Chief Executive may at his discretion extend such period; (c) such persons shall cease to hold such employment at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. Salary €17.54 – €19.62 gross per hour in accordance with Circular EL 07/2025. The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. The Role The successful candidate will play an important role in the Finance team within the MHC, in addition to undertaking and managing projects and relevant work. The appointee will also be required to liaise with the Comptroller and Auditor General (C&AG) to complete the yearly audit and the MHC’s funding Departments to ensure the MHC can drawdown its grant income to enable it to discharge its statutory responsibilities and achieve value for money. As a Higher Executive Officer, the holder of the post will be expected to actively contribute to the overall development of the MHC and to promote its policies and values. A staff member appointed to the post of Higher Executive Officer will agree that any overpayment of salary or travel and subsistence may be deducted from future salary payments due in accordance with the Payment of Wages Act 1991 (as amended). In accordance with that Act, the MHC will advise the staff member in writing of the amount and details of such overpayment and give at least one week’s notice of the deduction to take place and will deduct the overpayment, at an amount that is fair and reasonable having regard to all the circumstances, within six months of such notice in accordance with the Act. Tenure The appointment will be based on a permanent, full-time contract of employment with the MHC. The probationary period will be for a period of nine months from the date of appointment. Notwithstanding this paragraph and the paragraph immediately following below, this will not preclude an extension of the probationary period in appropriate circumstances. During the probationary period, a staff member’s performance will be subject to review by the line manager to determine whether the staff member: (i) has performed in a satisfactory manner; and (ii) has been satisfactory in general conduct. Prior to completion of the probationary period a decision will be made as to whether the staff member will be retained. This decision will be based on the staff member’s performance assessed against the criteria set out in (i) and (ii) above. The detail of the probationary process will be explained to the staff member by the MHC on commencement of employment. Notwithstanding the preceding paragraphs in this section, the probationary period may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts 1973 to 2005. Location The usual place of work for the Higher Executive Officer will be MHC, Waterloo Exchange, Waterloo Road, D04 E5W7. The MHC reserves the right, at its discretion, to change this location to any other place within Ireland. Staff at the MHC can apply for a blended working arrangement as per the MHC Blended Working Policy. Hours of Attendance Hours of attendance will be fixed from time to time but will amount, on average, to not less than 40 hours gross of rest breaks or 35 hours net of rest breaks per week. The Housing Welfare Officer will proactively work to address homelessness by providing support, prevention and sustainable housing solutions. The Council has made progress in relation to both preventative measures to prevent individuals and families entering homelessness, and to support those individuals and families experiencing homelessness to exit from emergency accommodation into secure and sustained tenancies in a timely manner. The Housing Welfare Officer will work with a focus on prevention, place-finding and generally moving clients and families on from emergency facilities to more suitable accommodation. The role will involve intensive and direct interaction with families and clients, and the provision of clear advice and support to enable them to exit homelessness.
