The role of the Broadband Development Officer falls into three main categories: 1.     To facilitate the successful Management of the National Broadband Plan in County Waterford by acting as a single point of contact for the successful NBP contractor(s) and telecommunications companies generally. 2.     To support the implementation a Digital Strategy to encourage take up of high-speed connectivity amongst all sectors of the population, including the creation of awareness of and the stimulation of demand for broadband services. 3.     Leading procurement processes for ICT hardware, software, and services, including drafting specifications, evaluating bids, and negotiating contracts. key responsibilities Duties of the position shall include but are not limited to: HIGH-LEVEL RESPONSIBILITIES The remit of the Broadband Development Officer is to project manage internal and external interactions in respect of the NBP, as well as with any telecommunications company that is seeking to roll out infrastructure in the county. The appointed officer will be the dedicated local point of contact in Waterford City and County Council with responsibility for promoting telecommunications infrastructure development and will act as the liaison with operators on coverage and roll out issues. This post will also help develop the local digital strategy to ensure that full use is made of the new infrastructure once in place. GENERAL RESPONSIBILITIES ·       Support implementation of the EU Connectivity Toolbox in Ireland, for example by: -       Encouraging the efficient and appropriate use of assets and infrastructure to support telecommunications service improvements. -       Advising colleagues, as appropriate, in regard to telecoms deployments and use. ·       Support delivery of the National Broadband Plan in their Local Authority area. ·       To be familiar with the Report of the Mobile Phone and Broadband Taskforce and the 40 recommendations within and to keep up to date with the latest developments (policy and otherwise) in that area. Areas include; -       Relevant documentation relating to guidance on the potential location of overground telecommunications infrastructure on public roads (Green Book) -       Relevant guidelines for managing openings in public roads (Purple Book) -       The Report of the Mobile Phone and Broadband Taskforce (2016) and subsequent quarterly reports -       Ireland’s Broadband Intervention Strategy (Aims and Goals) -       To develop a communications strategy for the county that will identify the key stakeholders and that will outline structures for engagement. ·       To develop an understanding of the various platforms through which telecommunication services can be delivered and to be aware of the potential barriers within Waterford County Council which have the potential to impact on rollout of these services. ·       To be the single point of contact for engagement with the Department and telecommunications operators in the delivery of telecommunications infrastructure, including the NBP, in Waterford. ·       Community engagement – develop a community engagement plan - explain and manage the impacts of the network build on the local community in terms of road works, traffic delays, ·       infrastructure impacts e.g. potentially additional masts, additional cabling on poles, street furniture, etc. ·       To attend all relevant Broadband related meetings as required by the Council and in particular to actively co-ordinate, support and deliver on the requirements of the various Council substructures set up to assist in the delivery of the NBP. ·       Provide administration and support to relevant workgroups. ·       Coordinate meetings of program management, infrastructure and digital strategy Work Groups. ·       Prepare relevant communication updates and communicate same to relevant parties. ·       Act as a point of contact to guide public queries in relation to the NBP’s Blue Zone. ·       Be an advocate of the benefits of high-speed broadband to local communities in terms of rural rejuvenation, economic stimulation etc. TELECOMMUNICATIONS ·       To be the single point of contact for engagement with telecommunications operators who are building out the Broadband Structure; to determine the infrastructural requirements of the Broadband Management as required by the contractors and to deliver on relevant areas as required. ·       To achieve commitment and consistency at all levels within the organisation for the development and implementation of telecommunication infrastructure roll out. In particular in the areas of Planning, ICT, Roads, Water and other infrastructural issues. ·       To understand the challenges, and submit responses to the Sub Groups provided by the Department as required. ·       To be prepared to devise solutions to challenges which are met in the process of rolling out the infrastructure. ·       To engage with Broadband Development Officers from other Councils appointed for the delivery of the National Broadband Plan and to utilise this engagement to keep abreast with the arrangement in other Councils. ·       Liaise with the roads department regarding traffic management plans in respect of road closures. ·       Engage with main contractor or sub-contractors to ensure the smooth network rollout. ·       Liaise with the relevant departments regarding planning issues /applications. ·       Identify through local sources mobile blackspots within the area and assist with efforts to mitigate these.   DIGITAL STRATEGY ·       Contribute to and assist in the delivery of a Digital Strategy in cooperation with key stakeholders from the Council, Government Agencies, the Community Sector, Third Level, Business and Non- Governmental organisations. This will include; o       Setting out the key challenges facing each of the individual sectors in maximising the use of broadband/becoming more digitally connected, o       Identifying opportunities in relation to overcoming the challenges identified, o       Addressing strengths in the digital area and developing a vision and objectives around how to maximise this including the development of digital related employment opportunities, o       Developing promotional and marketing activity which will create awareness of the digital opportunities and stimulate demand for the broadband services, o       Developing a training programme for key sectors of the community (business and otherwise) in the context of promoting take up of the broadband services, o       Assisting in optimising the digital experience for customers through advocating for increased online services and communications as they emerge, ·       Drive the development and establishment of Smart Places, this includes: o       Supporting the development and sustainability of National Hub Network Hubs, BCPs and other publicly accessible digital facilities in their Local Authority area. o       Identifying and supporting initiatives that drive use of digital technologies. o       Engage with, and support the objectives of, relevant Smart initiatives. ·       Manage the delivery of relevant Department of Rural and Community Development (RCD) initiatives, such as: o       Digital Innovation Programme projects o       WiFi4EU o       Demand stimulation and marketing measures o       Other relevant schemes as they arise ·       Developing Local Digital Strategies and / or Smart Places Strategies. ·       Being active members of the Telecoms Action Group (TAG), including attendance at meetings and participation in research and project groups, as appropriate PROCUREMENT ·       Leading the procurement process for ICT hardware, software, and services, including drafting specifications, evaluating bids, and negotiating contracts. ·       Ensuring compliance with procurement policies and regulations, and maintaining accurate records of procurement activities. ·       Managing vendor relationships to ensure the delivery of high-quality products and services. ·       Draft technical specifications and evaluation criteria that are supplier-neutral and standards-compliant. ·       Manage end-to-end eTenders/OJEU processes—PIN, RFT, clarifications, MEAT scoring, standstill notices. ·       Perform robust due diligence (financial checks, reference site visits, security questionnaires) on shortlisted vendors. ·       Negotiate SLAs, KPIs, and penalty/bonus clauses to guarantee performance and value for money. ·       Maintain a contracts register with renewal dates, licence counts, and support tiers to avoid ‘auto-renew creep’. ·       Ensure procurement files are audit-ready, meeting OGP guidelines and EU Remedies Directive requirements. ·       Foster collaborative supplier relationships via quarterly business reviews and innovation workshops. Qualifications The Minister for Housing, Planning, Community and Local Government has declared that the qualifications for the position of Broadband Development Officer (Grade 7) shall be as set out hereunder; 1.     Character Candidates shall be of good character. 2.     Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. For the purpose of satisfying the requirements as to health, it will be necessary for successful candidates, before they are appointed, to undergo at their own expense a medical examination by a qualified medical practitioner to be nominated by the Local Authority. On taking up appointment the expense of the medical examination will be refunded to candidates. 3.     Education, Training, Experience, etc. Candidates must have, on the latest date for receipt of completed applications: (i)          A) A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e. honours degree) in a relevant computing discipline and at least 4 years direct relevant, recent ICT hands-on experience from your employment to date* OR   B)  A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e. honours degree), or higher, with computing taken in the final year and at least 5 years direct relevant, recent ICT hands-on experience from your employment to date* OR C)  A Level 7 NFQ major award qualification in a relevant computing discipline and at least 5 years direct relevant, recent ICT hands-on experience from your employment to date* OR D)  A Level 6 NFQ major award qualification in a relevant computing discipline and at least 6 years direct relevant, recent ICT hands-on experience from your employment to date* And (ii)           have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.   4 . Age Each candidate must be under 65 years of age on the latest date for receipt of completed application forms for the office. *Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. SALARY Salary scale : €60,011 - €78,015 (LSI2) per annum (EL 07/25). Remuneration is paid fortnightly directly to the employee’s nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory.   Hours of Work: The normal working hours are 35 hours per week. Flexible working arrangements apply. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Waterford City & County Council requires employees to record their hours using the CORE/TDS Clocking system. Annual Leave: The annual leave entitlement for the grade is 30 days per annum. The Chief Executive of Waterford City & County Council retains autonomy with regard to office closures, (e.g. Christmas Office Closure); any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year.   Location of assignment/appointment: Waterford City & County Council reserves the right to assign the successful candidate to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. Superannuation: The relevant Superannuation Scheme will apply. The provisions of the Local Government (Superannuation) (Consolidation) Scheme 1998 may apply. Persons who become pensionable officers who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority, 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable officers who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority at the rate of 5% of their pensionable remuneration. The provisions of the Spouses and Children’s/Widows and Orphans Contributory Pension Scheme will continue to apply. New entrants will be admitted to the Single Public Service Pension Scheme with effect from the date of appointment. The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits. To qualify for a pension the successful candidate must have served a minimum of two years employment in a Local Authority. Retirement Age There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 70 years or as determined in accordance with Department Circulars and in line with Government Policy. The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years. The Council may refer staff to a medical advisor at any time to determine fitness to carry out the duties to which they have been assigned. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Residence: The successful candidate shall reside in the district in which his/her duties are to be performed, or within a reasonable distance thereof. Drivers Licence: Broadband Development Officer (Grade 7) employed by Waterford City & County Council will be required to use their car on official business. In such situations the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance for business use and to indemnify Waterford City & County Council with the indemnity specified on the insurance certificate under the heading “Persons or classes of person who are covered”. Documentation to confirm the appropriate insurance cover will be required to be supplied to the Council on an annual basis. Code of Conduct/Organisational Policies: Employees are to be required to adhere to all current and future Waterford City & County Council codes of practice including Code of Conduct of Employees and all current and future organisational policies including, but not limited to Health and Safety, Communications, Data Protection, Equality, Staff Mobility, Attendance Management and Use of Electronic Equipment. A full list of relevant policies is contained on the council Intranet. Training: Employees are required to attend and participate fully in training programmes as may be decided by the Council from time to time and to apply their learning in the course of their daily working activities. Commencement: Waterford City & County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month (subject to notice requirements) and if they fail to take up the appointment within such period or such other longer period as the Council in its absolute discretion may determine, Waterford City & County Council shall not appoint them. Reporting Arrangements: Broadband Development Officer (Grade 7) reports directly to the Head of Information Systems or to any other employee of Waterford City & County Council as the Chief Executive, Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal (PMDS) will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct.   Contributing to the Council’s Climate Goals: Through the Waterford Climate Action Plan 2024-2029, WCCC has made a commitment to reduce our greenhouse gas emissions by 51% by 2030. We also have a responsibility to facilitate the public in reducing their emissions in the way we build and design infrastructure and WCCC is responsible for preparing for extreme weather. In your work you may be asked to contribute to these efforts, by being energy efficient, in using Green Procurement or in considering the impact of Climate Change on the projects you work on. Health & Safety: Waterford City & County Council as an Employer is obliged to ensure, in so far as it is reasonably practicable the Safety, Health and Welfare at Work of all of its employees.
