Section 1: Overview of the Department The Marine Engineering Division (MED) of the Department of Agriculture, Food and the Marine is organised on a regional basis with staff based in the Department’s Engineering Offices at Clonakilty, Dublin, Tralee, Galway and Ballyshannon; and in the Fishery Harbour Centres at Killybegs, Ros An Mhíl, An Daingean, Castletownbere, Dunmore East and Howth. Vacancies The Department currently has one vacancy for the role of General Operative Grade 3 (State Industrial Grade) located in Castletownbere Fishery Harbour Centre (FHC). The General Operative may also, from time to time, be expected to work at other sites for which the Department has responsibility. Order of Merit Following an assessment process, candidates who achieve the qualifying standard will be placed on an Order of Merit from which appointments will be made. The post will be offered to the candidate ranked first and, if refused, to the remaining candidates in sequence until the post is filled. The Order of Merit will remain in place for a period of up to two years from the date of the first appointment, or until exhausted, and will be used to fill further vacancies, if any, that may arise in DAFM locations during that period. General Operatives may also be required to carry out maintenance and repairs to other piers, slipways in other locations outside of the Fishery Harbour Centres from time to time, as directed by the Department’s Marine Engineering Division. The following is a list of the duties, which the holder of the post will be expected to undertake: a) Carrying out maintenance and repairs and construction related work within the Fishery Harbour Centre. b) Carrying out maintenance and repairs to piers, slipways in other locations outside of the Fishery Harbour Centres from time to time, as directed by the Department’s Marine Engineering Division. c) Ensuring the safe keeping of all plant, tools, equipment and materials in your charge, or in use by others on site within your supervision. d) Co-operating with the Department with regard to Safety, Health and Welfare at Work and comply with relevant Health and Safety legislation. Undertake, where required, the duties of deputy Designated Person in Charge of Safety for site works. e) Driving vehicles and machinery as required for the performance of harbour duties. f) Ensuring that harbour property, piers and structures are maintained as safe and clean working areas. g) Assisting in the berthing of vessels for the landing of fish as well as other types of vessels, when required and the collection of harbour dues. h) Assisting in the provision of quayside service to vessels as required. i) Assist with the movement of vessels to and from the Department’s boatyard (where boatyard facilities are provided). j) Participate in training courses as required. k) Such other duties, of an appropriate nature, which may be allocated by the Engineer and Harbour Master. The foregoing is not an exhaustive list of duties which may be entrusted to the General Operative from time to time. The person appointed is required to be flexible in the position, willing to undertake other work outside the foregoing and will be required to work outside normal working hours in accordance with the operational demand of the Fishery Harbour Centres. Reporting Relationship The General Operative will report to the Harbour Master (line manager) and will be responsible for works directed by the Foreman at the FHC. Section 3: Person SpecificationEssential Requirements The appointed person must be capable of interacting effectively with customers of the Department and the general public, be trustworthy, reliable and courteous and be able to maintain equanimity under demanding circumstances. Note: All qualifications deemed essential for this role must be verified through the submission of relevant awards. In the case of non-essential qualifications, a number of candidates who are called forward to the final stage of the assessment process will be selected randomly and required to submit evidence of one or more such qualifications. Outside Employment The position is whole time and the appointee may not engage in private practice or be connected with any outside business, which would interfere or conflict with the performance of their official duties. Clarification must be sought where any doubt arises in that regard. Pay The salary scale for this position, General Operative Grade 3, with effect from 1st June 2026 , is as follows: Personal Pension Contribution (PPC) Pay Rate (Weekly): €708.24, €744.51, €767.02, €778.43, €786.38, €797.69, €809.06, €813.45, €824.66 (NMAX) Candidates should note that entry will be at the minimum of the scale and will not be subject to negotiation and the rate of remuneration may be adjusted from time to time in line with Government pay policy. Increments may be awarded annually subject to satisfactory performance. Overtime Overtime may be available for this role and the successful candidates may be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of their duties subject to the limits set down in the Working Time Regulations. Important Note: Different terms and conditions may apply if, immediately prior to appointment, the appointee is already a serving Civil Servant or Public Servant. Payment will be made fortnightly in arrears by Electronic Fund Transfer (EFT) into a bank account of an officer’s choice. Payment cannot be made until a bank account number and bank sort code has been supplied to the Department of Agriculture, Food and the Marine. Statutory deductions from salary will be made as appropriate. An officer appointed to the post of General Operative Grade 3 will agree that any overpayment of salary or of travel and subsistence may be deducted from future salary payments due in accordance with the Payment of Wages Act 1991 (as amended). In accordance with that Act, the Authority will advise the officer in writing of the amount and details of such overpayment and give at least one week’s notice of the deduction to take place and will deduct the overpayment, at an amount that is fair and reasonable having regard to all the circumstances, within six months of such notice in accordance with the Act.

The services are progressive, needs-led, person-centred and underpinned by the principle of equity. Part of community-based specialist services for adults with a disability is the provision of Day Services. Day Services provide social, rehabilitative and life-skill-building activities for adults with disabilities. Day Services are aimed at adults whose lives would be improved from receiving educational activities that enhance choice, independence, personal and social development and improving client’s wellbeing. Day Services includes: social and recreational activities; rehabilitative training; health monitoring; personal care. All programs are person-centered, meaning activities are tailored to individual goals, interests, and preferences to promote independence and community inclusion. Day Services supports help to promote advocacy, communication skills and provide opportunity for social and community inclusion. It provides opportunities for increased community participation, education development and identifying employment and training needs. A “ Human Rights Based Approach ” is used with regular reporting on rights outcomes. Day Services aims to follow the New Directions policy approach. This outlines that services should be person-centred and set up to suit adults with disabilities needs while supporting community inclusion. Further details on New Directions can be found here THE ROLE The Community Access Facilitator will take a lead role in supporting people within the framework of New Directions . The Community Access Facilitator will work autonomously under the general supervision of their manager. The Community Access Facilitator will: Empower people to live full and meaningful lives. To build their confidence and autonomy and explore/progress their career and life goals. Enable adults with a disability to gain and maintain valued social roles (student, employee, volunteer, neighbour, friend) and to be recognised as equal citizens. Work with adults with a disability, key staff, their nominated circles of support, and multidisciplinary team members through a person-centred approach towards the values of New Directions : person centred; community inclusion; active citizenship and quality services. Provide supports within the framework of New Directions , guided by Human Rights Based Approach principles of participation, accountability, non-discrimination, empowerment, legality and an outcomes-based individualised approach to services for adults with disabilities. Promote input and co-production of how their Day Services are planned and delivered so as to ensure that adults with disabilities shape policies and supports that affect them. Support participation in decision-making at both the individual and the service design/ delivery level, addressing barriers to inclusion and advocating for structural change where required. Respect the dignity and autonomy of the person, ensuring rights under the United Nations Convention on the Rights of Persons with Disabilities and equality legislation are central to all actions. Work in both group and individual settings in the community with adults with disabilities and their nominated circle of support, promoting equality of opportunity to access a wide range of community-based services and mainstream opportunities (education, work, leisure, civic participation) on the same basis as the general population to meet their individual needs. Key Duties / Responsibilities: • Managing a branch library; • Working as part of a management team in a main branch; • Managing service areas at Library headquarters; • Providing a frontline library service to the public; • Managing the day-to-day running of a branch library or working as part of a management team in a main branch; • Leading and managing a library team; • Managing performance and service delivery to expected standards in line with library targets, plans and policies; • Planning, organising and participating in library events and activities; • Building relevant partnerships and networks; • Managing events programme for the city/county-wide branch library network; • Support role to the operation of the My Open Library initiative; • Administrative role across a library service with 16 branches and a mobile library service; • Preparation of reports for policy documents and presentations to City and County Council/Senior Management, SPCs and the Department; • Preparation and management of library budgets; • Such other duties as may be assigned from time to time. Desirables: • Knowledge and understanding of the structure and functions of local government and library services; • Knowledge of current local government and library issues and key policies guiding the local government and library sectors; • Understanding of the role of Library Staff Officer; • Have at least two years satisfactory library experience; • An ability to supervise a team effectively to achieve a common goal, ensuring strong governance and ethics standards are adhered to and maintained; • The ability to motivate, empower and encourage staff under his/her supervision to achieve maximum performance by supporting the current Performance Management and Development System (PMDS); • Understanding of the changing and operational environment in the Council and be capable of leading change in order to deliver quality services to our citizens; • Effective financial and resource management skills; • Knowledge and experience of operating ICT systems; • Relevant administrative experience; • Experience of supervising staff; • Experience of working as part of a team; • Experience of preparing reports and correspondence; • Strong resource management skills. The Person – Qualifications Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience, etc. Candidates shall, on the latest date for receipt of applications: (a) Have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects (or four subjects if Irish is included) from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme including Irish and/or English and one of the following: Mathematics, Accounting, Business Organisation or Economics, AND (b) Have obtained at least Grade C (or Honours) in Higher Level (or Honours) papers in three subjects in that examination (or two subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics), OR (ii) Have obtained a comparable standard in an equivalent examination, OR (iii) Hold a third level qualification of at least degree standard, OR (iv) Be a serving employee in a local authority, or a regional assembly and have not less than two years’ satisfactory experience in a post of Clerical Officer or analogous post. Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document. Terms and Conditions The Post: Subject to the availability of suitably qualified candidates, a panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Director General. The panel may be used by Limerick City and County Council to fill permanent and temporary positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. Annual Leave The successful candidate will have 30 days annual leave.

Waterford and Wexford Education and Training Board, in partnership with the National Youth Council of Ireland and the Department of Education and Youth operate and deliver the Local Creative Youth Partnership (LCYP) under the Creative Ireland programme in our ETB region. The LCYP brings together representatives of the non-formal education and youth work sector as well as local arts, cultural and creative organisations and other relevant agencies. WWETB will be underpinned by the proposition that participation in cultural activity drives personal and collective creativity, with significant implications for individual and societal wellbeing and achievement. The objective is to create programmes that respond to the needs, interests and experiences of young people in ‘out of school’ settings with a particular focus on those who are marginalised or experience disadvantage to support them to act as change agents within their local communities. Key Responsibilities The Local Creative Youth Partnership Co-ordinator (LCYP Co-ordinator) has overall responsibility for researching, devising, implementation and delivery of the strategy and work-plan of the Waterford and Wexford Local Creative Youth Partnership (WW LCYP).
