QUALIFICATIONS CHARACTER: Each applicant must be of good character. HEALTH: Each applicant shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. For the purpose of satisfying the requirements as to health, it will be necessary for each successful candidate before he/she is appointed to undergo a medical examination by a qualified medical practitioner to be nominated by the County Council. On taking up employment, the expense of the medical examination will be refunded to the applicant. Before appointment, the person selected must satisfy the Chief Executive with regard to character, age and health. EDUCATION, EXPERIENCE ETC: i. PROBATION: Where a person who is not already a permanent employee of Wexford County Council is appointed, the following provisions shall apply: - (a) there shall be a period after such appointment takes effect during which such person shall hold such employment on probation; (b) such period shall be 6 months, but the Chief Executive may, at his discretion, extend such period; (c) such person shall cease to hold such employment at the end of the period of probation, unless during such period the Chief Executive has certified that the service of such person is satisfactory. REMUNERATION: Hourly rate is €24.16 The rate of remuneration may be adjusted from time to time in line with Government pay policy. Working hours for this facility will require 2 hours cleaning per day, 7 days a week. Weekends and evenings (including Public and Bank Holidays) will form part of the normal working week and will be paid in accordance with the Organisation of Working Time Act, 1997. All hours worked will be subject to the provision of the Working Time Act, 1997. This cleaning cover regime shall be provided by 2 Caretakers working 4 days a week and 3 days a week on a rotating basis. Each Caretaker shall carry out on average 7 hours per week. THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Permanent & Temporary Part Time Cleaner in Wicklow Town. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The successful candidate(s) may be assigned as required to any premises/location in use by the Council in Wicklow Town, now or in the future, under the Chief Executive’s control. The purpose of the role is to provide an efficient and effective cleaning service for offices/building, ensuring a high standard of cleaning is delivered and maintained, meeting expectations. QUALIFICATIONS 1. Character Candidates shall be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Experience, etc. Candidates should have a general standard of education such as will enable the applicant to satisfactorily perform the duties of the position. Main duties/responsibilities include: • To clean all areas as laid down in the cleaning specifications e.g. vacuuming, dusting/cleaning & washing of offices, kitchen, toilets, stairwells etc. • To use cleaning materials and consumables as recommended by suppliers and Wicklow County Council Caretaker’s/other supervisor’s recommended instructions. • Other duties as assigned from time to time. • To use equipment within Health and Safety Regulations and report any faults. • Be responsible for own health and safety as well as colleagues. • To adhere to COSHH regulations on consumables and the use of protective clothing and equipment. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Cleaner positions may be filled. The position will be part time and pensionable. Any panel formed will be used to fill permanent or temporary Cleaner positions that may arise during the lifetime of the panel. The positions are part time, pensionable and permanent/temporary as appropriate. Probation Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect during which such persons shall hold such office on probation; (b) such period shall be three/six months but the Chief Executive may at his discretion extend such period; (c) such persons shall cease to hold such employment at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. The overarching aim of the Strategy is the development of Neuro-Rehabilitation services to improve outcomes for people by providing safe, high quality, person-centred Neuro-Rehabilitation at the lowest appropriate level of complexity. This must be integrated across the care pathway and provided as close to home as possible. These services are to be configured into population based Managed Clinical Rehabilitation Networks (MCRNs). The new model would see the introduction of a multi-tiered system, with access to services based on clinically assessed need. This means that instead of people being referred to a single service, they are now referred to a network of services and can access services within the network based on their need. All referrals to the network are received on a standardised referral form and are processed through a single point of entry through the Network Rehabilitation Coordinator role. Services would work together across organisational boundaries with people moving across the continuum of care seamlessly based on their needs. The MCRN model consists of a multi-tiered system of Neuro-Rehabilitation services and the Community Neuro-Rehabilitation Team (CNRT) provides a critical link in the care pathway by facilitating early discharge and continuity from both acute and post-acute rehabilitation facilities. The Community Neuro Rehabilitation Team is an inter-disciplinary therapy team providing a specialised service for adults with a range of progressive or acquired neurological conditions. This is a multi-professional team including a Consultant in Rehabilitation Medicine, Physiotherapy, Occupational Therapy, Speech and Language Therapy, Psychology, Social Work, Nursing, Dietetics and Administrative staff. This team will provide assessment and intensive therapy to people in both their own homes and in a clinic based setting for up to a period of 12 weeks. This service will provide people with earlier access to specialist rehabilitation close to home. The team provide a person centred service, improving people’s quality of life and working together to support people with neuro-rehabilitative needs. As this team is part of the Managed Clinical Rehabilitation Network, the newly established Community Neuro-rehabilitation Team will have a significant role to play with respect to evaluation of the service and contributing to further development of the team and the wider Managed Clinical Rehabilitation Network.
