HR Advisor
Key Responsibilities To support the Senior HR Advisor to successfully deliver a professional, proactive, customer orientated and high quality resourcing service in support of NIHE objectives. To ensure all employee resourcing activity is delivered in line with the Housing Executive’s Resourcing Policy, relevant legislation and HR best practice. To implement the workforce plan in a timely basis. To implement the Resourcing Policy and any associated policies and procedures. To provide advice, guidance and support to managers and panel members on employee resourcing issues, including the application of relevant policies and procedures. To regularly review and update processes and procedures relating to employee resourcing. In conjunction with relevant recruiting managers and HR Business Partners, develop (and keep under review) all recruitment and selection documentation including job descriptions, specification, selection plans and candidate packs. To work closely with Organisation Development (OD) in relation to assessment and testing as required including the development of new ways to assess candidates. To ensure the timely preparation and setting of advertisements for resourcing exercises. To ensure effective and timely communication with candidates and panels at all stages of recruitment and selection. To ensure the timely completion of all pre-employment checks including medicals, references and Access NI checks. To prepare responses to complaints or requests for feedback from candidates, public and legal representatives for final agreement by the HR Manager Resources. To issue employees with their contracts of employment within the specified legal timeframe. To ensure all resourcing activity records are held appropriately in line with legislative requirements. To keep up to date with the latest developments in recruitment best practice and legislation. Salary Appointment may be made on the Admin III Salary Scale: €60,862 - €72,665 (Scale B) or €57,949 - €69,147 (Scale A). Salary placement on appointment will be in accordance with public sector pay policy. As required by public pay policy for the higher education sector, new appointments to a direct entry recruitment grade will generally be at the minimum (first point) of the relevant scale. For existing public servants, the restriction to the first point on the scale may be varied where a person is appointed to the same or an analogous grade, role or position as their previous public service employment. The rate of remuneration for all appointments may be adjusted from time to time in line with government policy. Working Hours The working hours for administrative staff are 35 hours per week, with normal hours of duty from 9.00 am to 5.00 pm, Monday to Friday, with 1 hour for lunch break. Due to the nature and seniority of the post, however, it may be necessary to extend and vary these hours from time to time in order to meet the exigencies of the post. Annual Leave Annual leave will be 29 days per annum. This leave is exclusive of public holidays and Good Friday. The leave year commences on 1 July annually and four days annual leave must be held for the Christmas closure period. Sick Leave Sick leave will be granted in line with University policy in this regard, which may change from time to time. Tenure The tenure of the post is permanent, whole-time, based on the following provisions: a) A probationary period of twelve months shall apply from commencement of employment in the post, during which the contract of employment may be terminated by either party in accordance with the Minimum Notice and Terms of Employment Acts 1973 to 2005 b) Except in circumstances of gross misconduct justifying immediate dismissal, the appointee will receive one month’s notice of termination of employment or, if greater, such notice as is provided for in the Minimum Notice and Terms of Employment Acts 1973 c) The appointee is required to give one month’s notice of termination of employment Pension The Public Service Pensions (Single Scheme and Other Provisions) Act 2012 established the Single Public Service Pension Scheme. In general, anyone taking up pensionable public service employment on or after 1 January 2013 is a member of the Single Scheme. The Act provides that most members of the Single Scheme have a minimum pension age consistent with the age of eligibility for the State Pension (Contributory) and a compulsory retirement age of 70. A member of this group is generally referred to as a Single Scheme member. However, applicants who have previously worked in a pensionable post (non-Single Scheme terms) in the Irish Civil or Public Service may be offered membership of the UCC Pension Scheme. The normal retirement date in this scheme is age 65. A compulsory retirement date of 70 may apply depending on the date of first employment in the Irish Civil or Public Service. Reporting/Responsible To: Service Coordinator/Area manager Qualifications/Experience/Skills: Ø A relevant 3rdlevel qualification in the Social Care or Health Sector e.g. Nursing qualification and current Live Register Certificate from NMBI or Social Care qualification registered with or eligible to register with CORU. Ø A qualification in management is desirable. Ø The successful candidate will have a minimum of 3 years experience of working with people with an intellectual disability. They will also have experience of behaviours that challenge and complex needs. Experience in goal setting and programme implementation is essential. Ø The successful candidate must have experience of managing and supervising a staff team and be up to date with current policy and legislation relevant to intellectual disability services. Ø Candidates must demonstrate strong leadership, management and planning skills as well as the ability to set goals, implement and review. Ø Candidates must have the ability to exercise good judgement, discretion and confidentiality, to communicate effectively in both written and verbal forms and co-operate in a team environment with a person-centred philosophy. Ø The successful candidate will have evidence of and be committed to Continued Professional and Personal Development. Ø A full clean manual Driving Licence, which qualifies you to drive manual transmission vehicles on Irish Roads and use of your own car is an essential requirement. Working Hours: Contracted hours will be based on a 7-day roster, with flexible shift patterns. It is envisaged that this post will primarily be Monday to Friday with contracted hours of work liable to change between the hours of 8am – 8pm. There will be a requirement to work one weekend every three weeks, depending in service needs. The contracted hours will depend on the grade of the successful candidate i.e. 78 hours a fortnight (SCL grade) 75 hours a fortnight (CNM1 grade). In addition, a sleep-in and/or night duty commitment may be a requirement of the post for which the appropriate allowance will be paid. An ‘On Call’ commitment may be required and flexibility around this will be expected in order to meet service needs. The Corlann model of service is based on Personal Outcome Measures requiring employees to be flexible in their working hours to provide a quality service delivery for each individual Annual Leave: Leave will be granted according to the agreed leave assigned to the grade of the successful candidates i.e. Social Care Leader or CNM1. Annual leave must be planned with the Area Manager / Service Coordinator to ensure appropriate and adequate cover is provided for the service. Remuneration: Based on the salary scale attached to the grade of the successful candidates i.e. Social Care Leader or CNM1. Tenure: This position is Permanent full-time and pensionable Probation: A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment.
