Mechanic
The Mechanic will be required to carry out all the duties allocated by the Council under the direction and supervision of the relevant supervisor. It is understood that there will be occasions outside of normal working hours when the person employed will be assigned to a roster to cover breakdowns during Winter Maintenance season. The Council requires that the carrying out of such duties be in a spirit of co operation and good will. The duties will include but are not limited to: • Carry out repair, maintenance and complete overhaul of all types of heavy duty diesel or alternative fuel, electric and petrol vehicles and equipment. This shall include trucks, pickups, vans, excavators, tractors, loading shovel or telehandlers, trailers, belonging to Monaghan County Council both in the Council workshop and on sites throughout the County; • Inspect vehicles and plant, and related equipment to locate and determine the extent of necessary overhaul or repair; • Perform preventative maintenance work on vehicles and plant; • Diagnose, repair and maintain hydraulic systems; • Fabricate and weld to repair equipment as necessary; • Perform vehicle body work and collision repair; • Operate vehicles and equipment to aid in diagnostics, pick up and deliver vehicles and parts; • Inventory, order and control tools, supplies and materials for the workshop, research, compare, and locate parts, equipment and vehicles; • Perform general overhaul and repair work at off site locations and at the Council Workshop on petrol, diesel or alternative fuel and electric powered engines such as, but not limited to: Trucks Vans Jeeps Rollers Semi Trailers Tractors Tar Tankers and Sprayers Velocity Patchers Loading Shovels Graders Manual Patchers Teleporters Chip Spreaders Salt Spreaders Lawnmowers Road marking plant Brine Saturation Stations Other mechanical and equipment Winter maintenance plant Equipment and equipment • Inspect, adjust and replace necessary units and related parts including valves, hoses, belts and alternators; • Repair cooling, fuel, electrical and exhaust systems, tune engines using standard testing equipment; • Clean and maintain the workshop area and equipment; • Carefully maintain records, including electronic records, on all maintenance and repair work performed, track service dates, and warranties for all vehicles; • Be available for out of hours emergencies; • Keep records of jobs and materials used as required for costing purposes and furnish such records and reports as directed by the supervisor; • Be responsible for custody of materials, tools and equipment in their care; • Operate such systems, including information technology, if necessary to achieve maximum efficiency in the position; • The driving of appropriate Council vehicles; • Carry out building maintenance as required; • Comply with requirements of Monaghan County Council Corporate Safety Statement, the Department Safety Statement and all legislation and regulations as may be in force from time to time, including any such policies introduced by Monaghan County Council; • Operate any machinery, appliances, equipment and associated items as required including operating existing technology and any new technology that may be introduced in the future and be responsible for such items under their control; • Undergo training at assigned destinations in relation to new systems, processes, devices and equipment and utilise such systems, processes, devices and equipment in the course of work; • Ensure that the statutory Health and Safety requirements and Monaghan County Council procedures are complied with in the machinery yard workshop and other work areas; • Support and participate in the establishment and maintenance of improved standards and quality initiatives; • Complete such risk assessments and risk assessment reports as are required for compliance with the Council Safety, Health, and Welfare Management System; • Co operate with the familiarisation or instruction of other employees where appropriate; • Manage and maintain resources effectively and efficiently; • Be available for the Winter Maintenance Roster; • Carry out such other duties as may be assigned from time to time. The above duties outline the main functions and responsibilities of the post and may be subject to review in the future. The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the public, at all times in compliance with Monaghan County Council Health and Safety Management System. Working in a safe manner, in full compliance with the relevant safety legislation and construction regulations, will be the primary responsibility of the Machinery Yard Supervisor. These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of the Mechanic and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Monaghan County Council. ESSENTIAL QUALIFICATIONS FOR THE POST Character Candidates shall be of good character. Health Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Citizenship Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area. Education, Training and Experience Each candidate must, on the latest date for receipt of completed application forms for the post: • Have a good standard of general education to enable the duties of the post to be performed to the satisfaction of the local authority; • Be a qualified Mechanic or Construction Plant Fitter and have served a recognised apprenticeship and obtained a minimum QQI Level 6 Advanced Certificate Craft or equivalent. Candidates must supply documentary evidence in support of this to the satisfaction of the Local Authority; • Have a minimum 4 years post apprenticeship experience from working in a recognised garage, with experience of service and repair of commercial or construction vehicles including diagnostics and wiring, electrical systems repair, overhaul of electric, petrol and diesel or alternative fuel engines, pumps and compressors, lightweight 2 and 4 stroke power plants, etc; • Be proficient in welding and fabrication techniques; • Hold a current full clean driving licence in respect of category C vehicles or equivalent in the European Union Model Driving License; • Hold a current Safe Pass Card; • Have a satisfactory knowledge of Health and Safety responsibilities. Essential Requirements The ideal candidate should have the following essential skills: • Have good working knowledge of carrying out repair and maintenance and roadworthiness test preparation of a broad range of engineering plant and equipment including Heavy Goods Vehicle or Light Commercial Vehicle diesel or alternative fuel engine vehicles, road construction or maintenance equipment and loaders, diesel or alternative fuel, electric and petrol engines; • Have experience and knowledge of vehicle electrics, electronics, diagnostics, instrumentation, pneumatics and hydraulics systems; • Have experience and knowledge of the repair, maintenance and preparation of Heavy Goods Vehicles and Light Commercial Vehicles for roadworthiness tests; • Hold a current full clean driving licence in respect of category C vehicles or equivalent in the European Union Model Driving License; • Have a good knowledge and understanding of the importance of health and safety legislation and requirements; • Have capacity to engage with others to deliver successful outcomes; • Have good communications and interpersonal skills. PRINCIPAL TERMS AND CONDITIONS The Competition Monaghan County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which permanent and temporary vacancies for the post of Mechanic shall be filled. The position or positions shall be whole time, permanent or temporary and pensionable. The post holder shall not engage in any gainful occupation, other than as an employee of a Local Authority, to such an extent as to impair the performance of his or her duties as an employee of the local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his or her duties as a local authority employee. Salary The salary shall be fully inclusive and shall be as determined from time to time. Starting pay for new entrants will be at the minimum of the scale. The salary scale for the post is: €806.10 - €828.58 - €882.60 - €888.20 - €893.69 - €899.26 - €904.80 - €910.35 - €915.89 - €921.45 - €926.96 Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government, and Heritage. Probation Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: (a) There shall be a period after such appointment takes effect, during which such person shall hold such position on probation. (b) Such period shall be twelve months, but the Chief Executive may, at his discretion, extend such period. (c) Such person shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such person is satisfactory. Hours of Duty Core hours of work shall be a 39 hour week. Normal working hours are 8.00 am to 4.30 pm Monday to Thursday, and 8.00 am to 3.30 pm on Friday, with a half hour lunch break each day, or such hours as may from time to time be prescribed. The hours of work will be such as may be assigned by the County Council in its absolute discretion. The person employed will be expected to report to their place of work, or pick up point, by their own means of transport. The post holder may be required to work overtime depending on work requirements and be available to respond to call outs outside of normal working hours at the request of his or her Line Manager or persons appointed to positions of authority. Where possible the post holder will be notified in advance. Overtime will be paid at approved rates. Annual Leave Granting of annual leave, payment for annual leave and arrangement for Public Holidays will be governed by the provisions of the Organisation of Working Time Act 1997. The annual leave entitlement will be 25 days per annum. Health For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he or she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Garda Vetting and Child Protection The successful candidate or candidates may be subject to the Garda Vetting Procedures and will be required to complete Appendix V of the County Council Child Protection Policy. Residence The successful candidate or candidates shall reside in the district in which his or her duties are to be performed, or within a reasonable distance thereof. Training Successful candidates will be required to attend and participate in training programmes as may be decided by the local authority relevant to the skills necessary for the performance of the duties attached to the post and to apply their learning in the course of their working activities. The successful candidate for this post shall undertake training for Health and Safety, technical skills and general performance as required. Driver Licence The holder of the post shall hold a current full clean driving licence in respect of category C vehicles or equivalent in the European Union Model Driving License. The successful candidate will be required to provide their own transport in the course of their duties and maintain the vehicle to the satisfaction of the local authority. Monaghan County Council, as employer, must be indemnified on the insurance policy. Offer of Appointment Monaghan County Council shall require any person to whom an appointment is offered to take up such appointment within a period of not more than one month from the date on which the offer is made. If he or she fails to take up the appointment within such period or such longer period as the Council in its absolute discretion may determine, the Council shall not appoint him or her. Assignment Monaghan County Council reserves the right to, at any time, assign an employee to any premises in use by the Council now or in the future. ICT Officer
Main Duties Support the ICT Manager for the efficient and effective delivery of the ICT service across the following key IT areas: • Security and Infrastructure (cyber security, IT network management, infrastructure projects, infrastructure contract management, disaster recovery and business continuity); • Support (2nd and 3rd level ICT support, day to day priorities, departmental key performance indicators, asset management, conferencing); and • Operational Systems Development (systems management, software contract management, service level agreements, digital transformation). Systems Maintenance and Support: Assist in maintaining, troubleshooting and supporting various business support systems, including the ERP system. Raise tickets and implement advice from the ERP support provider to address system related issues. System Upgrades and Implementation: Work alongside the Business Systems Manager to evaluate, plan, schedule, track progress and implement system upgrades, configurations or new system implementations. Data Analysis and Reporting: Analyse data from systems to generate insights and produce accurate customised reports for users of the system. Gather requirements from users of the system and assist in developing and designing reports that meet their needs. Training and Development: Take a lead role in the embedding and cascading of ICT training and best practice using both traditional and new delivery methods and proactively promote new initiatives such as Digital Transformation. Stakeholder Engagement: Collaborate with internal stakeholders and external partners to provide updates on system related matters, address issues and provide guidance and support. Documentation and Maintenance of Procedures: Maintain up to date documentation for procedures related to the relevant systems and regularly update documentation to reflect changes and improvements. Compliance and Risk Management: Assist in ensuring compliance with relevant regulations, policies and procedures and implement measures to mitigate risks associated with business support services and systems. Customer Service: Manage and promote a high level of internal and external customer service including, as appropriate, taking ownership of customer queries and complaints and following issues through to completion. School Transport Escort
In accordance with Department of Education and Skills guidelines regarding the revision of pay for all staff paid directly by a recognised school or ETB, the following are the revised hourly rates for School Bus Escorts. Hourly Rate The hourly rate effective from 1st October 2020 is €13.40. Holiday Pay Holiday pay will continue to be paid at 8%. The revised hourly rate, inclusive of holiday pay, will be €14.47 (€13.40 + 8%) with effect from 1st October 2020. RESPONSIBILITIES OF AN ESCORT • Must ensure that they are on the bus at time of first pick up and last set down. • Are responsible for the safety of children when opening and closing doors prior to stop and move off. • Assisting children to board and alight safely from the school bus. • Making sure all children are seated with appropriate straps and harnesses where provided. • Ensure that each pupil is received by some responsible person at the set down point. DUTIES OF AN ESCORT • Supervision of children travelling on the bus. • Maintain a good working relationship with the driver of the bus. • Act as liaison between Principal and or Class Teacher and parents when required, i.e. conveyance of messages and letters to parents. • Observe confidentiality in all aspects of work. • Be aware of particular disabilities of children on the bus and be briefed by the Principal on how to deal with same, e.g. epilepsy etc. • Perform any other duties relevant to the position of escort which may be assigned by the Principal from time to time. • Unless under exceptional circumstances, the escort should never leave the bus. • The escort’s position on the bus should be where maximum control of children is achieved, i.e. at back of bus. • Report all concerns to the Principal and or Class Teacher.
Grade VIII Records Manager
Purpose of Role The post holder will report to the ICT Data & Analytics Manager Reporting Relationship This Records Management Lead is responsible for leading the development and implementation of records management policy as well as establishing a new national office (the Office of the File Registry) to provide records related expertise and operational services across the Agency. Duties and Responsibilities Main Duties and Responsibilities • Provide strategic leadership in the development, implementation, and continuous improvement of records management policies, standards, and best practices across all services. • Develop and maintain comprehensive records management guidelines, ensuring staff have access to appropriate training, resources, and supports. • Lead the implementation of the new national records management service partner, including the national scanning service and the single offsite storage solution for all Tusla records. • Oversee the migration of all Tusla records from the existing network of ten vendors to the new national offsite storage partner, ensuring a secure, efficient, and compliant transition. • Oversee the development, maintenance, and application of records classification and retention policies for all record types processed by the Agency. • Lead the delivery of a programme of scanning and digitising legacy paper records to support modernisation and improved service delivery.
